This information is compiled into the Preferred Alternative Analysis Report. This report<br />
shall document the Lifecycle Cost of the concept selected for development.<br />
<strong>ARC</strong> will present the preferred concept, data and evaluation criteria to the team for final<br />
comment the PANYNJ, its stakeholders and the TSA for evaluation, comments and<br />
finally acceptance. The preferred concept will include:<br />
• Equipment Concept Layout Drawings<br />
• Projected Budget<br />
• Preliminary Phasing Plan to evaluate potential risk and disruption to operations<br />
• Projected Operations Staffing – Airport and TSA personnel requirement to<br />
operate the facility<br />
• Performance Against Design Specifications – Score the Recommended Design<br />
against the Key Specifications defined in the beginning of Part 1.<br />
Once the Stakeholder Team is satisfied, <strong>ARC</strong> will present the Part 1 design output to<br />
the TSA in the form of the Basis of Design Report:<br />
• Detailed Program Requirements<br />
o Planning Assumptions, Boundaries and Limitations<br />
o High Level Description of Operations<br />
o Preferred Alternative Analysis Against Requirements<br />
o Assumed Equipment and Screening Methodology<br />
• High-Level Flow Model<br />
• Concept Plans<br />
• Phasing and Constructability Plan<br />
• Rough Order of Magnitude (ROM) estimate of construction, operating and<br />
maintenance cost<br />
• Documentation of Stakeholder review and approval<br />
• Preliminary Project Schedule<br />
Per the BSIS document, the TSA will provide the following data in response:<br />
• Preliminary Indication of Equipment Type to be Supplied<br />
• Formal Review and Approval / Rejection<br />
2.2.2 Design Part Two<br />
Part Two of the Design project includes the Schematic and Detailed Design<br />
development of the preferred concept. In this phase, <strong>ARC</strong> will produce the baggage,<br />
safety and construction specifications and documentation, as well as the complete<br />
schematic design and phasing plans. This portion of the design project is an iterative<br />
process of design documentation submittal to PANYNJ for review and approval, and<br />
then submittal to the TSA.<br />
Please note that the submittal documents defined in these sections are specific to the<br />
TSA requirements for the baggage system. The approval design packages for PANYNJ<br />
will include non-TSA information, and it will be omitted for the TSA submittal.<br />
