ARC International Associates Inc. 2.2.1.2 Consensus Building through Stakeholder Input ARC understands through experience that effective change management within an airport environment involves numerous stakeholders. ARC will interview the affected stake holders and use their input during the conceptual design phase. Lessons Learned: In addition, ARC will use the interview process to build a knowledge database of lessons learned from the previous process. Stakeholders will have the opportunity to share their positive and negative experiences with the previous design and construction to ensure that lessons learned are taken into consideration. TSA Input: ARC will engage the TSA regional operations and the design approval team, with the assistance of PANYNJ operations management. ARC has interfaced with the TSA in numerous successful past projects, and understands that early TSA involvement is vital to project approval downstream. The TSA will be presented with a Preliminary Alternatives Report and Preferred Alternatives Report during Part One of the project. Airlines, Airport Operations, Maintenance and Contractors will all be allowed input into the design, and ARC will establish an information conduit that ensure all stakeholders feel they have input into the project. This Consensus Building methodology will ensure that the Airport, its owners and stakeholders all work toward a common goal. 2.2.1.3 Preliminary Alternatives Report ARC Associates will review the previously developed concepts from the Phase 1 Design Study, taking into consideration all stakeholder comments. ARC will review the proposed processes and equipment in the preferred options and re-evaluate the system concept for throughput, feasibility and cost using the latest proven technologies. In addition, ARC will develop alternative concepts and/or incremental improvements to existing concepts as required for evaluation. These concepts will be tested internally for budget and feasibility, and presented to the PANYNJ team for operational comment. The Pre-Design Criteria and Alternative Concepts shall be assembled into a report that details the assumptions, methodologies and alternatives considered. This document shall be the basis for initiating the project funding and information assistance with the TSA. 2.2.1.4 Design Recommendation, Preferred Alternative Analysis Report, Schematic Design ARC will compare all concepts for compliance to TSA standards, compliance to Design Criteria, Deployed and Lifecycle Cost, Disruption to Operations; and then recommend a design. Please note that ARC will work closely with the PANYNJ and TSA team to build consensus among team members. ARC International Associates Inc. This information is compiled into the Preferred Alternative Analysis Report. This report shall document the Lifecycle Cost of the concept selected for development. ARC will present the preferred concept, data and evaluation criteria to the team for final comment the PANYNJ, its stakeholders and the TSA for evaluation, comments and finally acceptance. The preferred concept will include: • Equipment Concept Layout Drawings • Projected Budget • Preliminary Phasing Plan to evaluate potential risk and disruption to operations • Projected Operations Staffing – Airport and TSA personnel requirement to operate the facility • Performance Against Design Specifications – Score the Recommended Design against the Key Specifications defined in the beginning of Part 1. Once the Stakeholder Team is satisfied, ARC will present the Part 1 design output to the TSA in the form of the Basis of Design Report: • Detailed Program Requirements o Planning Assumptions, Boundaries and Limitations o High Level Description of Operations o Preferred Alternative Analysis Against Requirements o Assumed Equipment and Screening Methodology • High-Level Flow Model • Concept Plans • Phasing and Constructability Plan • Rough Order of Magnitude (ROM) estimate of construction, operating and maintenance cost • Documentation of Stakeholder review and approval • Preliminary Project Schedule Per the BSIS document, the TSA will provide the following data in response: • Preliminary Indication of Equipment Type to be Supplied • Formal Review and Approval / Rejection 2.2.2 Design Part Two Part Two of the Design project includes the Schematic and Detailed Design development of the preferred concept. In this phase, ARC will produce the baggage, safety and construction specifications and documentation, as well as the complete schematic design and phasing plans. This portion of the design project is an iterative process of design documentation submittal to PANYNJ for review and approval, and then submittal to the TSA. Please note that the submittal documents defined in these sections are specific to the TSA requirements for the baggage system. The approval design packages for PANYNJ will include non-TSA information, and it will be omitted for the TSA submittal.
