It is important to note that improving the relevance<br />
of educati<strong>on</strong> is necessary but not sufficient for increasing<br />
employment opportunities for youth. Many<br />
low-income countries are plagued by small formal<br />
markets and few job opportunities. Although outside<br />
the scope of this report, broad-based ec<strong>on</strong>omic<br />
growth is essential. Additi<strong>on</strong>al research is also<br />
needed to identify effective interventi<strong>on</strong>s to address<br />
c<strong>on</strong>straints faced by young people in entering the<br />
labor market. This includes examining labor market<br />
policies to address gender disparities, including the<br />
need to increase young female entrepreneurs’ access<br />
to investment resources, suppliers, and customers.<br />
Although the gender gap in educati<strong>on</strong> is closing, the<br />
gender gap in labor force participati<strong>on</strong> is not. 216 This<br />
warrants closer inspecti<strong>on</strong> and highlights the need<br />
to address larger social and cultural discriminati<strong>on</strong><br />
in labor practices.<br />
