Foreword by the Chief Executive<br />
With a change of government in May 2010, and both policy and<br />
financial announcements since, we know that we need to be a very<br />
different organisation, and to change quickly. We already know that<br />
by 2014 we have a funding gap of about 30% with which to provide<br />
services to the community. We also know that to take this level of<br />
resource out of the organisation will mean that we need to develop a<br />
very different model for local government. One that is smaller,<br />
delivers less itself and more through commissioned services or with<br />
partners and, looks at alternative ways of empowering our<br />
communities to live independent lives.<br />
In April 2011, we launched a new Council Strategy and embarked on<br />
an ambitious four year programme of change under the Meeting the<br />
Challenge initiative. This initiative has been extremely effective with<br />
£65 million of savings being delivered in 2011/12 and 2012/13, which<br />
means that, with the level of savings likely to be delivered via<br />
“Meeting the Challenge” projects in 2013/14, over £100 million of<br />
savings will have been delivered over a three year period.<br />
For many of us, moving to a very different approach to providing<br />
services over this period and into the future involves unprecedented<br />
levels of change, whilst this creates opportunities; this also creates<br />
significant risks and uncertainty. I am therefore determined that we<br />
manage the risks and opportunities associated with the delivery of our<br />
outcomes, by adopting good risk and opportunity management<br />
principles. This strategy is focussed on providing the risk<br />
management principles, tools, techniques, advice and support for a<br />
successful transition from the organisation we currently are, to where<br />
we need to be.<br />
