Andrea J. Dryer<br />

District Judge<br />

Background and Education:<br />

Judge Dryer is a University<br />

of Iowa graduate, where she<br />

received her undergraduate<br />

degree <strong>in</strong> 1989 and law degree<br />

<strong>in</strong> 1992.<br />

Professional Activities: Judge Dryer is a member of <strong>the</strong><br />

Black Hawk County Bar Association and The Iowa State Bar<br />

Association.<br />

Career: Before be<strong>in</strong>g appo<strong>in</strong>ted<br />

to <strong>the</strong> bench, Judge Dryer<br />

worked <strong>in</strong> <strong>the</strong> Waterloo Public<br />

Defender’s Office beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong><br />

2004. Prior to that, she was an<br />

assistant county attorney, prosecut<strong>in</strong>g cases <strong>in</strong> W<strong>in</strong>neshiek<br />

and Buchanan Counties.<br />

Background and Education:<br />

Judge Lekar was born and<br />

raised <strong>in</strong> Waterloo, Iowa. She<br />

received her bachelor’s degree,<br />

with honors and dist<strong>in</strong>ction,<br />

from Iowa State University <strong>in</strong><br />

1990, and her law degree, with<br />

dist<strong>in</strong>ction, from <strong>the</strong> University<br />

of Iowa <strong>in</strong> 1993.<br />

Career: For 12 years, Judge<br />

Lekar was <strong>in</strong> <strong>the</strong> private<br />

practice of law <strong>in</strong> Black Hawk County until she was<br />

appo<strong>in</strong>ted to <strong>the</strong> bench <strong>in</strong> 2005. She was appo<strong>in</strong>ted Chief<br />

Judge of <strong>the</strong> First <strong>Judicial</strong> District <strong>in</strong> January 2012.<br />

Community Activities: Judge Lekar is a frequent speaker<br />

at schools and community organizations. She is an active<br />

member of her church, a past Girl Scout leader, and also<br />

volunteers as a soccer and volleyball coach. Prior to<br />

her appo<strong>in</strong>tment on <strong>the</strong> bench, Judge Lekar served on<br />

a variety of community committees and organizations,<br />

<strong>in</strong>clud<strong>in</strong>g Family Service League and Girl Scouts of<br />

America.<br />

Professional Activities: Judge Lekar is a member of<br />

<strong>the</strong> Black Hawk County, Iowa State, and American Bar<br />

Associations. She is a past member of <strong>the</strong> board of<br />

directors of <strong>the</strong> Iowa Judges Association and served on<br />

its Courts and Community Committee. Judge Lekar<br />

serves on <strong>the</strong> Supreme Court’s Advisory Committee on<br />

<strong>the</strong> Rules of Crim<strong>in</strong>al Procedure. She is a past member<br />

of various professional committees directed at <strong>the</strong><br />

relationship of courts and community, judicial education,<br />

and legal history. Judge Lekar is a member and past chair<br />

of The Iowa State Bar Association’s Jury Instructions<br />

Committee. She served as a faculty presenter for The<br />

Iowa State Bar Association Bench Bar Conference, <strong>the</strong><br />

State Public Defender Conference, <strong>the</strong> Iowa <strong>Judicial</strong><br />

Branch New Judges School, and <strong>the</strong> Black Hawk County<br />

Bar Association. Judge Lekar co-chairs <strong>the</strong> First <strong>Judicial</strong><br />

District’s Family Law Mediation Study Committee, and<br />

she serves on <strong>the</strong> outreach committee for her district.<br />

Dur<strong>in</strong>g her tenure as judge, she served a two-year<br />

rotation <strong>in</strong> juvenile court and is a frequent advocate and<br />

speaker on <strong>the</strong> topic of represent<strong>in</strong>g <strong>the</strong> rights of parents<br />

<strong>in</strong> juvenile court. Judge Lekar was a core team member<br />

on Iowa’s Breakthrough Collaborative Series for reduc<strong>in</strong>g<br />

disproportionate and disparate outcomes for families and<br />

children of color <strong>in</strong> juvenile court.<br />
