Guiding Principles for Systems Acquisition and Development<br />

Federated Governance Model<br />

To ensure that Information Technology (IT) resources deliver maximum business value,<br />

the County employs a federated structure to manage information technology. Reflecting<br />

the overall business model <strong>of</strong> decentralized County management, the federated<br />

approach balances the benefits <strong>of</strong> local autonomy with the advantages <strong>of</strong> enterprisewide<br />

IT coordination and management. It simultaneously allows responsiveness to<br />

business issues and accountability to local management, while establishing a<br />

convergent IT direction and optimized infrastructure. This approach keeps decisionmaking<br />

as close as possible to the business unit while integrating the fabric <strong>of</strong> the<br />

County technology infrastructure, electronic data, and horizontal processes.<br />

The County’s Federated Governance Model recognizes three levels:<br />

• Enterprise – policy, standards, infrastructure, enterprise <strong>system</strong>s, security, and<br />

telecommunications.<br />

• Affinity Group – processes, <strong>system</strong>s, and data shared between multiple<br />

departments.<br />

• <strong>Department</strong> – <strong>system</strong>s internal to a specific department or functional area.<br />

Each <strong>of</strong> these three tiers represents varying blends <strong>of</strong> integration and autonomy. At<br />

each level, an IT function is autonomous except as it relates to the tiers(s) above, and<br />

complies with information technology policies, standards, conventions and practices for<br />

purposes <strong>of</strong> business processes and <strong>system</strong>s integration.<br />

1. Guiding Principles for System Acquisition and Development<br />

The County’s Chief Information Office has developed the following principles for<br />

new <strong>system</strong> acquisitions and <strong>system</strong> development.<br />

• Open Standards. All new <strong>system</strong> acquisition and development should<br />

employ products or solutions that use open industry standards to facilitate<br />

interoperability between applications, <strong>system</strong>s and organizations. Open<br />

standards are technology specifications that are publicly available and<br />

affirmed by an industry-recognized standards body. The use <strong>of</strong> open<br />

standards that allow for interoperability between applications and vendorspecific<br />

products and will ensure their flexibility and adaptability to changing<br />

business needs.<br />
