Charles Darwin A service-oriented architecture (SOA) is a good choice for handling the “how” of business services. That is, once business services are appropriately defined, they can be implemented in SOA. This strongly implies that business services must first be defined and categorized which means a different way of thinking about how we deliver services to constituents. Instead of looking at “the business” from an isolated set of requirements and applications perspective, we need to look across individual applications and determine our true business architecture. What are the capabilities for a particular business, how are the capabilities related, and what are the implications for connecting capabilities? Once business services are understood, we can look for candidates for shared services. Business services can also be grouped into “service centers”; for example, Health Service Center, Taxes Services Center, or a License Service Center. Shared IT services reduce costs by getting rid of duplication and they also promote consistency. Many business services have multi-level government scope that may span Federal, state, county, and local levels. So interoperability becomes very important. With a variety of government entities involved, standards-based applications are a must. Here is a summary of some of the business benefits of SOA: • Increases Business Agility - SOA can enhance the ability of a business to react to new regulations, policies, or opportunities and deliver innovative services to citizens and businesses in a timely manner. This is possible because an SOA-enabled environment is standards-based, platform neutral, and eventually, a good portion of the new requirements can be met using existing shared services or aggregating existing services to form a new one. SOA opens the door for business and IT to engage in a much richer dialogue. By focusing on what the business wants (not how it work gets done), specific parts of a given business process can be delegated to different parts of the organization as well as external partners. • Reducing Business Risk and Exposure – Regulatory compliance is essentially a business agility issue since legislation changes on a regular basis. Increased business services flexibility in the face of changing laws and regulations is a concrete instance of the business agility benefit of SOA. Specifically, SOA primarily offers a risk-reduction capacity to public sector entities looking for increased operations flexibility.
