Responsibilities<br />
What are the county’s responsibilities?<br />
Upon receiving a CAPI application, CAPI Staff must do the following:<br />
• Inform the applicant <strong>of</strong> his or her rights and responsibilities<br />
regarding their eligibility to CAPI;<br />
• Assist the applicant as needed to establish his her eligibility;<br />
• Determine eligibility and payment amount correctly;<br />
• Issue timely and accurate notices to the applicant in accordance<br />
with the Manual <strong>of</strong> Policy and Procedures (MPP) Sections 22-071<br />
and 22-072.<br />
How and where does the County accept CAPI applications?<br />
CAPI applications may be filed at any <strong>Department</strong> <strong>of</strong> <strong>Public</strong> <strong>Social</strong><br />
Services (DPSS) General Relief (GR) Office. Also, individuals who<br />
are homebound or in residential care may make arrangements for<br />
CAPI applications by calling the toll-free Central Helpline Number<br />
1-877-481-1044. CAPI applications will be processed centrally in the<br />
Wilshire Special District.<br />
Face-to-face interviews are required. The screening process<br />
conducted by the district <strong>of</strong> application can meet the face-to-face<br />
requirement, provided the applicant presented acceptable permanent<br />
identification at application.<br />
If the applicant did not present acceptable permanent identification at<br />
application, the CAPI EW will arrange for a face-to-face interview<br />
with the applicant.<br />
NOTICE: For an applicant who is homebound or in residential<br />
facilities, the CAPI EW will arrange for a home call<br />
appointment for the face-to-face appointment.<br />
For an applicant who is a minor, mentally incompetent or physically<br />
unable to sign the CAPI application, a court appointed representative<br />
or a person who is responsible for the care <strong>of</strong> the applicant may sign<br />
the application on behalf <strong>of</strong> the applicant.<br />
What is the screening process for CAPI applicants and for<br />
those applying for GR and CAPI simultaneously?<br />
CAPI application only<br />
Individuals applying for CAPI only at a GR district <strong>of</strong>fice will be<br />
screened for CAPI eligibility by the GR Screener.
