CRIME ARE MORE AMENABLE TO COfl!TROL THAN OTHERS,<br />

AND THAT METHODS OF FARE COLLECTION FREQUENTLY<br />

PROGRAM INTO ONE WHICH INCLUDES ALL THE PROGRAM<br />

TEST DESIGN ELEMENTS. FROM THE GRANT AWARD DATE,<br />

AGENCIES WILL BE EXPECTED TO COMPLETE THE PROJECT<br />

IN 18 MONTHS (3 MONTHS FOR PLANNING AND 12·15<br />
