13 Third party considerations<br />

13.1 Avoiding undue risk or nuisance to 3 rd parties<br />

13.1.1 In planning and executing the <strong>operations</strong>, the Parties should do their utmost to avoid<br />

risk or nuisance to 3 rd parties, which as a minimum should include:<br />

1. Risk avoidance:<br />

a. Avoid over flying built up or populated areas, in particular with external<br />

loads.<br />

b. Coordination with other local aviation activities, such as crop spraying.<br />

c. Keeping 3 rd parties (in particular children) at a safe distance.<br />

d. Where <strong>land</strong>ings need to be made on grounds with public access (eg <strong>for</strong><br />

emergency purposes), ensure the area is made safe be<strong>for</strong>ehand, or have extra<br />

crew in the aircraft to be deployed quickly around the aircraft.<br />

2. Nuisance avoidance:<br />

a. Adequate distance between base camps and regularly used helipads (staging<br />

areas) and population.<br />

b. Avoid disturbing any farm live stock .<br />

13.2 Requests <strong>for</strong> assistance<br />

13.2.1 As a matter of policy, no assistance should be provided to 3 rd parties, other than in<br />

case of life and limb threatening emergency situations.<br />

13.2.2 The Parties should consider developing a protocol to be used in case emergency<br />

assistance needs to be provided to 3 rd parties (SAR, Medevac). The preferred option is<br />

<strong>for</strong> such emergency assistance to be coordinated through and to be requested by the<br />

local authorities.<br />

13.2.3 Airborne transport of patients should be subject to qualified medical advise.<br />

13.3 Requests <strong>for</strong> fuel<br />

13.3.1 Fuel from own stock should normally not be provided to 3 rd parties.<br />

13.3.2 In case fuel from own stock needs to be provided to 3 rd parties <strong>for</strong> emergency reasons<br />

only, such delivery should be subject to a hold harmless declaration to be signed by the<br />

3 rd party.<br />

13.4 Assistance in case of aviation emergency<br />

13.4.1 Requests <strong>for</strong> SAR and similar assistance in case of an aviation emergency in the area,<br />

if received from the local authorities or other aircraft operators, should be honored<br />

<strong>for</strong>thwith, in line with aviation industry practice.<br />
