O.T.D.C. Ltd. will not be held responsible for postal delay. Financial bid will<br />

be opened after finalization <strong>of</strong> technical bid and on intimation.<br />

TERMS & CONDITIONS<br />

1. Cost <strong>of</strong> Tender Paper : The Bidders have to pay the cost <strong>of</strong> bid documents<br />

<strong>of</strong> Rs.10,000.00. + 5% VAT (Non-refundable) in shape <strong>of</strong> Demand Draft in<br />

favour <strong>of</strong> Managing Director OTDC Ltd. & Payable at any Schedule Bank,<br />

Bhubaneswar.<br />

2. EMD : 1% ( one percent) <strong>of</strong> estimated cost put to tender (as above) in shape<br />

<strong>of</strong> P.O.S.B./P.O.T.D./N.S.C./K.V.P./Deposit Receipt <strong>of</strong> schedule Bank etc.<br />

duly pledged in favour <strong>of</strong> Managing Director OTDC Ltd. Bhubaneswar.<br />

3. Last Date <strong>of</strong> Receipt <strong>of</strong> Tender Paper : Tenderer should furnish their<br />

tender in the separate sealed covers, the first sealed cover should contain all<br />

the information’s relating to his eligibility in addition to the special condition<br />

if any. On the top <strong>of</strong> the cover, it should be clearly mentioned in bold letters<br />

“COVER-I (TECHNICAL BID).” The second sealed cover should contain the<br />

“PRICE BID” and on top <strong>of</strong> the cover it should be mentioned in bold letters<br />

“COVERI-II (PRICE BID).” should be kept inside one sealed packet super<br />

scribing on the top tender for Construction <strong>of</strong> Tourist Reception Centre,<br />

Pathway, Parking, & Landscaping etc at Ghatagaon in Keonjhar Dist. and will be<br />

received up to 3.00 P.M. on dt.06.03.2013 at OTDC head <strong>of</strong>fice.<br />

4. a) Date and Time <strong>of</strong> Opening <strong>of</strong> Tender Paper Cover-I: Cover-I shall be<br />

opened at 4.00 P.M. on dt.06.03.2013 by the undersigned/ <strong>of</strong> his<br />

authorized Asst. Engg. at O.T.D.C. head <strong>of</strong>fice Bhubaneswar in presence <strong>of</strong><br />

the Tenderers or their authorized representatives.<br />

b) Date and Time <strong>of</strong> Opening <strong>of</strong> Tender Paper : Cover-II- Opening <strong>of</strong> Cover<br />

– II containing Price Bid shall be intimated separately to those tenderers<br />

who will be found eligible as per eligibility criteria mentioned here under.<br />

5. ELIGIBILITY CRITERIA FOR QUALIFYING TECHNICAL BID<br />

For consideration for qualifying the Technical Bid, the followings<br />

are to be submitted in COVER-I.<br />

(A) Cost <strong>of</strong> Tender Paper : Rs.10,000.00+5% VAT<br />

No Relation/ Relation Certificate : Tenderers should furnish<br />

the required certificate as per the OPWD Code Volume-II,<br />

Appendix-IX, Para-7.<br />

The Tenderers shall have to furnish pro<strong>of</strong> <strong>of</strong> ownership <strong>of</strong> the<br />

following required machineries in their possession and / or<br />

furnish negotiation certificate in the form <strong>of</strong> affidavit for<br />

hiring <strong>of</strong> such machineries from the rightful owners. In case<br />

<strong>of</strong> hiring <strong>of</strong> machineries, documentary evidence <strong>of</strong> ownership<br />

shall have to be furnished along with negotiation certificate.<br />

Tenderers are required to produce original documents within<br />

three working days <strong>of</strong> opening <strong>of</strong> Cover-I, failing which<br />

tenders will be invalid.<br />

Contractor/ Firm should furnish list <strong>of</strong> similar works<br />

executed during last five years stating the Agreement No.,<br />

date <strong>of</strong> commencement and completion, actual date <strong>of</strong><br />

completion duly certified by the employer. The applicant<br />

should have completed at least one work <strong>of</strong> similar nature <strong>of</strong><br />

worth 40% <strong>of</strong> the value <strong>of</strong> work put to tender in last five<br />

years. The certificate to that effect has to be obtained from<br />

an <strong>of</strong>ficer not below the rank <strong>of</strong> Executive Engineer<br />

concerned with the work under report.<br />

Contractor/ Firm should have annual financial turnover <strong>of</strong><br />

not less than 40% <strong>of</strong> the value <strong>of</strong> work put to tender in any<br />

one year in civil construction works during last five years<br />

and the Turn over need to be certified by a registered<br />

Chartered Accountant<br />

The tenderers are required to furnish the documentary<br />

evidence in support <strong>of</strong> required technical personnel employed<br />

under him.<br />

Tenderers have to furnish an affidavit in support <strong>of</strong> nonrescission<br />

<strong>of</strong> any contract due to abandonment/negligence <strong>of</strong><br />

any work by the firm in last 5 years.<br />

‘Bids from joint ventures are not acceptable’.<br />

Tenderers have to furnish an affidavit stating that the<br />

information furnished is correct. In case at any stage if any<br />

information are found wrong his tender will be liable for<br />

rejection along with taking up <strong>of</strong> legal action against him as<br />

deemed proper.<br />

The bidder shall possess electrical license from ELBO, <strong>Odisha</strong><br />

or obtain a certificate from such license holder to provide<br />

service to him during execution electrical works<br />

6. If the <strong>of</strong>fice happens to be closed due to subsequent declaration as<br />

holiday in <strong>Govt</strong>. or Local Authority to the last date <strong>of</strong> receipt <strong>of</strong><br />

tenders and date <strong>of</strong> opening as specified above then the date <strong>of</strong><br />

receipt <strong>of</strong> tenders and the date <strong>of</strong> opening will be on the immediate<br />

next working day at same specified time and venue respectively.<br />

7. The authority reserves the right rejects any or all the tender papers<br />

without assigning any reason there<strong>of</strong>.<br />

8. The tender documents should be sealed with wax properly with own<br />

seal.<br />

9. The sealed envelope containing the tender should be super scribed with<br />

the name <strong>of</strong> the work and should be addressed to the Sr.Divisional<br />

Manager (B.P.-I), OTDC Ltd. Bhubaneswar and should contain two<br />

separate sealed envelopes (COVER-I for Technical Bid & COVER-II for<br />

Financial Bid).<br />

10. IMPORTANT GUIDELINES ON SITE MANAGEMENT, QUALITY,<br />

PAYMENT & RECTIFICATION<br />

a) The contractor shall submit all his running bills through his technical<br />

personnel supported by stage photographs, quality control test reports <strong>of</strong><br />

all materials used and works executed as per standard norms from<br />

<strong>Govt</strong>./<strong>Govt</strong>. approved laboratories and no extra payment shall be given<br />

towards these.<br />

b) The contractor shall erect and maintain the transparency pillar at his<br />

own cost.<br />

c) The contractor shall keep all required survey equipments at site.<br />

d) The period <strong>of</strong> rectification beyond the completion period shall be 1(one)<br />

year from the date <strong>of</strong> completion <strong>of</strong> the project. Security deposit will be<br />

kept withheld for the above period.<br />

11 . (a) The Plan and Specification for the work can be seen at the Office <strong>of</strong><br />

the Sr. Divisional Manager (B.P.-I), O.T.D.C.Ltd, during working hours<br />

and days. Complaints at a future date that the plan and specification<br />

have not been seen will not be entertained.<br />

(b) All other information can be had from <strong>of</strong>fice <strong>of</strong> the Sr. Divisional<br />

Manager, (B.P.-I), O.T.D.C. LTD.<br />

12. EARNEST MONEY DEPOSIT AND INITIAL SECURITY DEPOSIT<br />

The tenderers whose tender is selected for acceptance shall within<br />

a period <strong>of</strong> seven days upon written intimation being given to him <strong>of</strong><br />

acceptance <strong>of</strong> his tender make an initial security deposit <strong>of</strong> 1% (one<br />

percent) <strong>of</strong> the tendered amount so that the earnest money and initial<br />

security deposit will be 2% <strong>of</strong> the tendered amount and sign the<br />

agreement in the Office <strong>of</strong> O.T.D.C. Ltd, failing which, the tender will be<br />

rejected with forfeiture <strong>of</strong> E.M.D.<br />

This security deposit, together with the earnest money and the<br />

amount withheld if any shall be retained as security deposit for the due<br />

fulfillment <strong>of</strong> this contract. Failure to enter into the required agreement<br />

and to make the security deposit, as above shall entail forfeiture <strong>of</strong> the<br />

Earnest Money. No tender shall be finally accepted until the required<br />

amount <strong>of</strong> security deposit (money) is deposited. The written agreement<br />

to be entered into between the contractor and the Corporation shall be<br />

the foundation <strong>of</strong> the right <strong>of</strong> both the parties and the contract shall<br />

deem to be incomplete until the agreement has first been signed by the<br />

contractor and then by the Sr. Divisional Manager (B.P.-I), O.T.D.C. Ltd.<br />

13. Additional performance security shall be deposited by the bidders<br />

when the bid amount is seriously unbalanced i.e less than the<br />

estimated cost by more than 10%. In such an event the bidder will<br />

deposit the additional performance security to the extent <strong>of</strong> the<br />

differential cost <strong>of</strong> the bid amount and 90% <strong>of</strong> the estimated cost in<br />

shape <strong>of</strong> Post Office Savings Bank Account/National Savings<br />

Certificate/Post Office Time Deposit account/Kissan Vikash<br />

Patra/Deposit receipt <strong>of</strong> schedule Bank at the time <strong>of</strong> sanction <strong>of</strong><br />

tender without which the tender will be liable for rejection.<br />

14. (a) The tender will be on percentage rate. The rates be quoted both in<br />

words and figures. In case <strong>of</strong> discrepancy between words and figures,<br />

the words shall prevail.<br />

15. The contractors will be responsible for payment <strong>of</strong> all royalties or other<br />

charges for quarrying materials. All local taxes inclusive <strong>of</strong> State Sales Tax<br />

and Income Tax, Octroi charges, Ferry and Tollage charges are to be paid by<br />

the Contractor.<br />

16. I.T.C.C/PAN and S.T.C.C./VAT C.C :<br />

The tender may not, at the discretion <strong>of</strong> the competent authority, be<br />

considered unless accompanied with attested true copy <strong>of</strong> the PAN card<br />

and VAT clearance certificate as the case may be and the original<br />

certificate to be produced at the time <strong>of</strong> opening <strong>of</strong> tenders.<br />

17. If the contractor removes any materials or stock so supplied to him from<br />

the site <strong>of</strong> work with a view to disposing <strong>of</strong>f the same dishonestly, he<br />

should in addition to any other liabilities Civil or Criminal arising out <strong>of</strong><br />

the contract be liable to pay a penalty equivalent to five times the price <strong>of</strong><br />

the materials on stock according to the stipulated rates and the penalty<br />

so imposed shall be recovered from any sum that may then or at any<br />

time thereafter become due to the contractor or from his security.<br />

18. The contractor should be fully liable to indemnify the Corporation for<br />

payment <strong>of</strong> any compensation under Workmen’s Compensation Act-V-III<br />

<strong>of</strong> 1923 on account <strong>of</strong> the workmen being employed by him and the full<br />

amount <strong>of</strong> compensation paid will be recovered from the contractor.<br />

19. Every tenderer must examine the detailed specification <strong>of</strong> <strong>Odisha</strong> before<br />

submitting his tender. The right is reserved without impairing the<br />

contract to make such increase or decrease in the quantities or items <strong>of</strong><br />

work mentioned in the schedule attached to the tender notice as may be<br />

considered necessary to complete the work fully and satisfactorily. Such<br />

increase shall in no case invalidate the contract rates. It shall be<br />

definitely understood that the Corporation does not accept any<br />

responsibility for the correctness or completeness <strong>of</strong> the quantities shown<br />

in the schedule. The schedule is liable to alteration by omissions or<br />

additions or deductions and such omissions/ deductions shall in no case<br />

invalidate the contract and no extra monetary compensation will be<br />

entertained.<br />

20. Engineer contractors desirous to avail the facility <strong>of</strong> exemption <strong>of</strong> EMD<br />

are required to submit affidavit to the effect that he/she has not yet<br />

availed this facility for more than two works during the current financial<br />

year. The name <strong>of</strong> work for which and the authority to whom the tenders<br />

have been submitted, must be mentioned in the affidavit failing which<br />

the tender will be rejected. Exemption <strong>of</strong> EMD will be entered in the<br />

original Registration Certificate <strong>of</strong> the Engineer Contractor at the time <strong>of</strong><br />

participating in the tender. Hence the Engineer Contractor or his<br />

authorized representative has to produce the original license for<br />

necessary entry within 2 days <strong>of</strong> opening <strong>of</strong> the tender<br />

21. (a) If during the progress <strong>of</strong> the work the price <strong>of</strong> any material<br />

incorporated in the work (not being materials supplied from the<br />

Engineer-in-charge’s store in accordance with clause…….there<strong>of</strong>)<br />

Increases or decreases as a result <strong>of</strong> increase or decrease in the<br />

Average Wholesale Price index (all commodities), and the contractor<br />

thereupon accessorily and properly pays in respect <strong>of</strong> that material<br />

(incorporated in the work) such increased or decreased price, then he<br />

shall be entitled to reimbursement or liable to refund, quarterly, as the<br />

case may be, such an amount, as shall be equivalent to the plus or<br />

minus difference <strong>of</strong> 75% in between the Average wholesale price index<br />

(all commodities) which is operating for the quarter under<br />

consideration and that operated for the quarter in which the tender<br />

was opened, as per the formula indicated below, provided that the<br />

work has been carried out within the stipulated time or extension<br />

there as are not attributable to him.<br />

(b) Similarly, if during the progress <strong>of</strong> work, the wages <strong>of</strong> labour<br />

increase or decrease as a result <strong>of</strong> increase or decrease in the average<br />

co summers price index for industrial workers (wholesale price), and<br />

the contractor thereupon necessarily and properly pays in respect <strong>of</strong><br />

labour engaged on execution <strong>of</strong> the work such increased or decreased<br />

wages, then heshallbe entitled to reimbursement or liable to refund<br />

quarterly as the case may besuch an amount, as shall be equivalent to<br />

the plus or minus difference in between the Average Consumer’s Price<br />

Index for industrial workers (wholesale price) which is operating for<br />

the quarter under consideration and that operated for the quarter in<br />

which the tender was opened as per the formula indicated below,<br />

provided that the work has been carried out within the stipulated time<br />

or extension there<strong>of</strong> as are not attributable to him.<br />

(c) Similarly, if during the progress <strong>of</strong> work, the price <strong>of</strong> Petrol, oil and<br />

Lubricants (Diesel oil being the representative item for price<br />

adjustment increases or decreases as a result <strong>of</strong> the price fixed<br />

therefore by the Government <strong>of</strong> India and the Contractor thereupon<br />

necessarily and properly payssuch increasedor decreased price<br />

towards Petrol, oil and Lubricants used on execution <strong>of</strong> work, then he<br />

shall be entitled to reimbursement or liable to refund, quarterly, as<br />

the case may be such an amount, as shall be equivalent to the plus or<br />

minus difference in between that price <strong>of</strong> P.O.L. which is operating for<br />

the quarter under consideration and that operated for the quarter in<br />

which the tender was opened as per the formula indicated bewlow;<br />

provided that the work has been carried out within the stipulated time<br />

or extension there<strong>of</strong> as are not attributable to him.<br />

(e) Reimbursement / refund on variation in price <strong>of</strong> materials,<br />

be applicable only in respect <strong>of</strong> contract <strong>of</strong> one year or more provided<br />

that the work has been carried out within the stipulated time or<br />

extension there<strong>of</strong> as are not attributable to contractor. However,<br />

where the original contractual period is less than one year but<br />

subsequently it has been validly extend and the period becomes one<br />

year or more, escalation clause shall be applicable one for the balance<br />

portion <strong>of</strong> work to be executed beyond one year provided the delay is<br />

not attributable to the contractor.<br />

(f) The contractor shall for the purpose <strong>of</strong> this condition keep such<br />

books <strong>of</strong> accounts and other documents as are necessary to show that<br />

the amount <strong>of</strong> increase claimed or reduction available and shall allow<br />

inspection <strong>of</strong> the same by a duly authorized representative <strong>of</strong><br />

Government and further shall at the Engineer-in-charge may require<br />

any document kept and such other information as the Engineer-incharge<br />

may require.<br />

The Contractor shall within a reasonable time <strong>of</strong> his becoming aware<br />

<strong>of</strong> any alteration in the price <strong>of</strong> such materials and/or wages <strong>of</strong> labour<br />

give notice there<strong>of</strong> to the Engineer-in-charge may require any<br />

documents kept and such other information relating thereto which he<br />

may be in a position to supply<br />

22. The agency should produce valid labour license for the said work before<br />

signing the agreement.<br />

23. The agency should use all building materials such as reinforcement,<br />

sand etc. free from corrosion/corrosive materials etc. No extra payment<br />

will be made for such purpose by O.T.D.C. Ltd.<br />

24. <strong>Odisha</strong> Detailed Standard Specification will be followed during execution<br />

<strong>of</strong> work.<br />

25. All materials including those issued direct to the work will be received by<br />

the contractor from the respective Store <strong>of</strong> the Corporation in the sizes as<br />

per availability <strong>of</strong> stock. After issue, it will be the contractor’s<br />

responsibility for transportation, storage, handling, safe custody and<br />

proper upkeepment <strong>of</strong> materials. The rate <strong>of</strong> the contractor should<br />

include the entire incidental charges required after the issue <strong>of</strong> material<br />

from Corporation store till its lasticized in the work and return <strong>of</strong><br />

surplus and good materials at the issuing store.<br />

26. The contractor will have to bear the cost <strong>of</strong> straightening, cutting,<br />

jointing, welding etc. <strong>of</strong> all steel reinforcement and structural and no cut<br />

pieces less than 1(one) meter length will be accepted. After completion <strong>of</strong><br />

the work the contractor has to return all surplus and good materials at<br />

the issuing store at his own cost failing which the cost <strong>of</strong> the unutilized<br />

balance Corporation materials and such other damaged materials not<br />

receptacle to the Corporation would be recovered from him at 5 (five)<br />

times the stock issue rates.<br />

27. All reinforced cement concrete work should conform to <strong>Odisha</strong> Detailed<br />

Standard Specification and should be <strong>of</strong> grade M-150/200 with 12mm.<br />

Size black hard crusher broken granite stone chips (20mm. Size not to<br />

exceed 25%) having a minimum compressive strength (in work test)<br />

150kg/200kg/cm 2 in 15 cm. cubes at 28 days after mixing and tests<br />

conducted in accordance with IS 456 and IS 516.<br />

28. Shuttering and centering shall be with steel shuttering and centering .<br />

29. The selected contractor may take delivery <strong>of</strong> supply <strong>of</strong> materials<br />

according to his need for the work issued by the Engineer-in-charge <strong>of</strong><br />

the work. The contractor shall make all arrangements for proper storage<br />

<strong>of</strong> materials. But no cost for raising shed for the storage <strong>of</strong> materials and<br />

pay <strong>of</strong> watchmen etc. will be borne by the Corporation. These are all to<br />

be borne by the Contractor. The Corporation is not responsible for<br />

considering the theft <strong>of</strong> materials at site. It is contractor’s risk. Under<br />

any such plea if the contractor stops the work he shall have to pay the<br />

penalty as per the clauses <strong>of</strong> the contract.<br />

30. For the purpose <strong>of</strong> jurisdiction in the event <strong>of</strong> dispute if any contract<br />

should be deemed to have entered into within the State <strong>of</strong> <strong>Odisha</strong> and it<br />

is agreed that, neither party to the contract nor the agreement will be<br />

competent to bring a suit in regard to the matters covered by this<br />

contract at any place outside the State <strong>of</strong> <strong>Odisha</strong>.<br />

31. After the work is finished, all surplus materials and debris are to be<br />

removed by the contractor and preliminary works such as vats, mixing<br />

platforms, etc. are to be dismantled and all the materials are to be<br />

removed from the site. No extra payment will be made to the contractor<br />

on this account. The rate quoted should be inclusive <strong>of</strong> all these items.<br />

The ground upto 15 meter shall be cleared and rough dressed.<br />

32. The contractor shall not interfere with the execution <strong>of</strong> water supply or<br />

electrical fittings arrangements and any other works entrusted to any<br />

other agency by the Corporation at any time during the progress <strong>of</strong> work.<br />

33. The Corporation will have the right to inspect the scaffolding and<br />

centering made for the work and can reject partly or fully such structures<br />

if found defective in their opinion.<br />

34. The Contractor will have to arrange for water supply for all works and<br />

made sanitary arrangements at his own cost for his Labour camps. The<br />

contractor has to arrange adequate lighting arrangements for night works<br />

whenever necessary at his own cost.<br />

35. Bailing out water from the foundation either rain water or sub-soil water<br />

if necessary should be borne by the contractor. No payment will be made<br />

for benchmarks, level pillars pr<strong>of</strong>iles and benching and leveling ground<br />

where required. The rates quoted should be for finished items <strong>of</strong> work<br />

inclusive <strong>of</strong> these incidental items <strong>of</strong> work<br />

36. All the quantities mentioned in the schedule are combined for ground<br />

floor and multi-floors in case <strong>of</strong> multistoried building and the rates<br />

should be through for the same.<br />

37. Cement concrete in ro<strong>of</strong> slabs, beams and wherever prescribed by the<br />

Engineer-in-charge shall be machine mixed and vibrated, and the<br />

contractor should arrange his own concrete mixers, vibrators, and<br />

pumps etc. for the purpose.<br />

38. It should be understood clearly that no claims whatsoever will be<br />

entertained.<br />

39. The tenderer shall have to abide by the C.P.W. Safety Code introduced by<br />

the <strong>Govt</strong>. <strong>of</strong> India, Ministry <strong>of</strong> Works, Housing and Supply in their<br />

standing orders No.44250 dt.25.11.57.<br />

40. The contractor will abide by the Fair Wages clause as introduced by the<br />

Government.<br />

41. The Corporation have the right to supply at any time in the interest <strong>of</strong><br />

work any Corporation materials to be used in the work in addition to<br />

those mentioned in the clause 13 and the contractor shall use such<br />

materials without any controversy or dispute on that account. The rates<br />

<strong>of</strong> the materials will be at the stock issue rates fixed by the Corporation<br />

or market rates whichever is higher.<br />

42. The contractor will be responsible for the loss or damage if any <strong>of</strong><br />

Corporation materials supplied to him under clauses 13 and 30 during<br />

execution <strong>of</strong> the work due to reasons whatsoever and the cost <strong>of</strong> such<br />

materials will be recovered from him at the prevailing stock issue rates or<br />

market rates whichever is higher.<br />

43. CONTRACTOR’S TOOLS & PLANT AND SUPPLY OF DEPARTMENTAL<br />

TOOLS & PLAT TO CONTRACTORS.<br />

The contractor should arrange at his own cost necessary tools and plant<br />

such as Pumps, Vibrator, Concrete mixer etc. required for the efficient<br />

execution <strong>of</strong> the work and rates quoted should be inclusive <strong>of</strong> the<br />

running charges <strong>of</strong> such plant and cost <strong>of</strong> consumables.<br />

44. The contractor will have to submit to the Sr. Divisional Manager (B.P.-I),<br />

O.T.D.C. Ltd. monthly return <strong>of</strong> labour both skilled & un-skilled<br />

employed by him on the work.<br />

45. The tenderers are required to go through each clause <strong>of</strong> Corporation<br />

contract form carefully in addition to clauses mentioned herewith before<br />

tendering.<br />

46. No part <strong>of</strong> the contract shall be sublet without written permission <strong>of</strong> the<br />

Sr. Divisional Manager (B.P.-I), O.T.D.C. Ltd., Bhubaneswar or transfer<br />

be made by power <strong>of</strong> attorney , authorize others to receive payment on<br />

the contractor’s behalf.<br />

47. If any further necessary information is required, Sr. Divisional Manager<br />

(B.P.-I), O.T.D.C. Ltd., Bhubaneswar will furnish such but it must be<br />

clearly understood that tenders must be received in order and according<br />

to the instructions.<br />

48. No contractor will be permitted to furnish their tender in their own<br />

manuscript papers.<br />

49. SAMPLE OF MATERIALS:<br />

Every tenderer is expected before quoting his rates to inspect the site <strong>of</strong><br />

proposed work. He should also inspect the quarries and satisfy himself<br />

about the quality, availability <strong>of</strong> materials, medical aids, labour and<br />

foodstuffs etc. and the rates may be inclusive <strong>of</strong> all these items <strong>of</strong> work.<br />

In every case the materials must comply with the relevant specification.<br />

50. O.T.D.C. Ltd. will not however, after acceptance <strong>of</strong> contract rate, pay any<br />

extra charges for lead or for any other reason in case the contractor is<br />

found later on to have mis-judged the materials available.<br />

51. EXTRANEOUS CONDITION:<br />

The tenders containing extraneous conditions not covered by the tender<br />

call notice are liable for rejection.<br />

52. VALIDITY<br />

All tenders received will remain valid for a period <strong>of</strong> ninety days from<br />

the date <strong>of</strong> receipt <strong>of</strong> tenders and validity <strong>of</strong> tender can also be<br />

extended if agreed to by the contractor and the Corporation<br />

53. After completion <strong>of</strong> the work the contractor shall arrange at his own cost all<br />

requisite equipments for testing building if found necessary and bear the<br />

entire cost <strong>of</strong> such test.<br />

54. Quality control tests are to be carried out as per standard norms by the<br />

contractor through a <strong>Govt</strong>. laboratory or any authorized <strong>Govt</strong>. laboratory.<br />

No extra payment will be made for these tests. The department may<br />

conduct separate tests as when felt necessary, the cost <strong>of</strong> which will be<br />

borne by the department.<br />

55. LIST OF WORKS IN HAND, T & P & WORK EXECUTED:<br />

Tenderers are required to submit, (i) list <strong>of</strong> works in the hand in<br />

the following prescribed pr<strong>of</strong>orma ‘A’, (ii) list <strong>of</strong> works executed in the<br />

prescribed pr<strong>of</strong>orma ‘B’ and (iii) the list <strong>of</strong> T & P in the prescribed<br />

pr<strong>of</strong>orma ‘C’ along with the tenders.<br />

56. All reinforced cement concrete works should be finished smooth, Extra<br />

charges for plastering if required to any R.C.C. structures like columns,<br />

beams, chajjas etc. shall not be paid.<br />

57. Income tax, Sales tax and workers welfare cess will be deducted as per<br />

prevailing <strong>Govt</strong>. orders from time to time.<br />

60. Special class contractor shall employ under him one Graduate Engineer<br />

and two Diploma Holders belonging to the State <strong>of</strong> <strong>Odisha</strong>, like wise ‘A’<br />

class contractor shall employ under him one Graduate Engineer or two<br />

Diploma Holder belonging to the State <strong>of</strong> <strong>Odisha</strong>. The employment <strong>of</strong><br />

such Graduate Engineer and Diploma Holders under the contractor shall<br />

be full-time and continuous and they shall not be superannuated,<br />

retired, dismissed or removed personnel from any state <strong>Govt</strong>. or Central<br />

<strong>Govt</strong>. service/Public Sector undertaking/Private companies and firms or<br />

be ineligible for appointment to <strong>Govt</strong>. service. The contractor shall pay<br />

them monthly emoluments, which shall not be less than the emoluments<br />

<strong>of</strong> the personnel <strong>of</strong> equivalent qualification employed under the State<br />

<strong>Govt</strong>. <strong>of</strong> <strong>Odisha</strong>. The name <strong>of</strong> such Engineer personnel appointed by the<br />

Contractor should be intimated to the tender receiving authority along<br />

with each tender, as to who would be supervising the work. Each bill <strong>of</strong><br />

the Special Class or ‘A’ class contractor shall be accompanied by an<br />

Employment Roll <strong>of</strong> the Engineering personnel together with a certificate<br />

<strong>of</strong> the Graduate Engineer or Diploma Holder so employed by the<br />

contractor to the effect that the work executed as per the bill has been<br />

supervised by him. A prescribed pr<strong>of</strong>orma is enclosed herewith for<br />

furnishing the required certificate there in under this clause.<br />

61. The quantity/volume <strong>of</strong> item may alter during construction as per field<br />

condition<br />

62. Wherever there is ambiguity or missing data, the work shall be done as<br />

per the direction <strong>of</strong> the Engineer-in-charge.<br />

63. The interested bidders may visit the site and should acquaint themselves<br />

O.T. . . Construction joints :<br />

The concreting shall be done up to construction joints, but while commencing the<br />

work on the cold joints, the aggregates shall be exposed with high pressure water jet or any<br />

other method. It is preferable to expose the aggregates previously i.e. just after the closer <strong>of</strong><br />

the work by wire brushing and cleaning. Cleaning may be done by air water jetting or any<br />

other method.<br />

6. Concrete works.<br />

8.3. Inspection <strong>of</strong> pipes before final acceptance.<br />

Each pipe shall have cast, stamped or indelibly painted the trade mark <strong>of</strong> manufacturer, the nominal dia,<br />

class weight, batch number, last two digits <strong>of</strong> the year <strong>of</strong> manufacturer and also with ISI certificate mark. The<br />

pipes should bear the stamping <strong>of</strong> testing agency like DGS & D in case <strong>of</strong> CI & DI pipes CIPET in case <strong>of</strong> PVC pipes<br />

etc.<br />

8.3.1. Pipe laying<br />

8.3.2. Laying <strong>of</strong> cast iron pipes :<br />

Inspection <strong>of</strong> pipes before laying :<br />

Before laying the pipes and fittings shall be inspected for defects and be rung with a light hammer,<br />

preferably while suspended, to detect cracks. Smearing the outside with chalk dust helps in the location <strong>of</strong> cracks.<br />

If doubt persists further confirmation may be obtained by pouring a little kerosene on the inside <strong>of</strong> the pipe at the<br />

suspected spot. If crack is present, the kerosene seeps thorough and shows on the outer surface. Any pipe found<br />

unsuitable after inspection before laying shall be rejected.<br />

Laying should be done as per IS code <strong>of</strong> practice 3114 (Third Revision).<br />

a) Depth <strong>of</strong> Trench – The depth <strong>of</strong> trench should be less than 900mm measured from the top <strong>of</strong><br />

pipe to the surface <strong>of</strong> ground and not less than 750mm else where.<br />

b) Width <strong>of</strong> Trench : The width <strong>of</strong> trench should be 200 mm more on either side <strong>of</strong> the external dia<br />

<strong>of</strong> pipe (i.e. External dia <strong>of</strong> pipe + 2 x 200mm). Additional width shall be provided at position <strong>of</strong><br />

sockets and flanges for jointing.<br />

c) Cover over the pipe- Minimum cover <strong>of</strong> 1M in recommended under road way and may be<br />

modified to meet the local condition.<br />

8.3.3. Laying and jointing <strong>of</strong> ductile iron pipes :<br />

The pipes should be laid as per the specification laid down in IS : 12288.<br />

a) Width <strong>of</strong> Trench :- The width <strong>of</strong> trench at bottom shall provide not less than 200mm clearance on<br />

both sides <strong>of</strong> pipe (i.e. external dia <strong>of</strong> pipe + 2x 200mm)<br />

b) Cover over the pipe – In agricultural land the depth should be sufficient to provide cover not less<br />

than 900mm and under a roadway the cover should be minimum 1.0M.<br />

8.3.4. Laying <strong>of</strong> welded steel pipes :<br />

The laying should be done as per IS – 5822 (First revision).<br />

a) Width <strong>of</strong> Trench – The width at the bottom below in the faces should not be less than 200 mm<br />

clearance on either side <strong>of</strong> the pipes.<br />

b) Cover over the pipe – When the pipeline is under a roadway, a minimum cover <strong>of</strong> 1.0 Meter should<br />

be provided and can be modified to suit the local condition by taking necessary precaution.<br />

c) Pipe welding :- In case <strong>of</strong> welding the pipe in the trench, additional excavation <strong>of</strong> not more than 600<br />

mm in depth 900mm in length should be provided all round the pipe at the position <strong>of</strong> the joints for<br />

facility <strong>of</strong> welding.<br />

d) Coating and wrapping <strong>of</strong> pipes :- Against internal corrosion, steel pipes are given epoxy lining or hot<br />

applied coal tar/asphalt lining or rich cement mortar lining at works or the field by centrifugal<br />

process. The outer coating for under ground pipeline may be in cement sand gunniting or hot applied<br />

coal tar asphalt enamel reinforced with fiber glass fabric yarn. Coating and wrapping should be done<br />

as per IS 10221.<br />

8.3.5. Laying <strong>of</strong> PVC pipes :<br />

Laying and joining <strong>of</strong> PVC pipes should be done as per IS: 7634 (part – III).<br />

a) Width <strong>of</strong> trench :- The trench should be as narrow as practicable. As a normal practice this may be kept<br />

from 0.30M over the outside dia or pipe (i..e external dia <strong>of</strong> pipe + 30 cum.).<br />

b) Depth <strong>of</strong> Trench – The depth <strong>of</strong> trench should be 1.00M from the ground level.<br />

c) The trench bottom where it is rocky and un-even a layer <strong>of</strong> sand or alluvial earth <strong>of</strong> 100mm depth should<br />

be provided under the pipe.<br />

d) Jointing <strong>of</strong> pipes : Solvent welding technique <strong>of</strong>fers as easy and ample type <strong>of</strong> joint in PVC pipe used<br />

spigot and socket type joints. The cement solvent to be used for jointing should be as per the<br />

recommendations <strong>of</strong> the pipe manufacturer.<br />

8.4. Testing <strong>of</strong> pipe line after laying (field test pressure).<br />

After laying and jointing, the mains shall be slowly and carefully charged with water, so that all air is<br />

expelled from the main by providing a25mm inlet with a stop cock, allowed to stand full <strong>of</strong> water for a few days if<br />

time permits, and then tested with pressure.<br />

The field test pressure to be imposed should be not less than the maximum <strong>of</strong> the following.<br />

a) 1.5times the maximum sustained operating pressure.<br />

b) 1.5 times the maximum pipeline static pressure.<br />

c) Sum <strong>of</strong> the maximum sustained operating pressure and the maximum surge pressure.<br />

d) Sum <strong>of</strong> the maximum pipe line static pressure and the maximum equal to the work test pressure for any<br />

pipe fitting in corporate.<br />

9.0. Production wells (large dia tube wells):<br />

9.1. Materials for constructions :<br />

1. Casting pipes should be mild steel or UPVC pipes. Mild steel pipes should conform to IS :4270<br />

and ASTM-DN-1785. The UPVC pipes should be <strong>of</strong> ASTM quality (Sch-40, Sch-80 or Sch-120<br />

depending on site condition) and should also confirm to IS:2818.<br />

2. Well screens and slotted pipes should conform to IS : 8110. The well screens may be monometal,<br />

bimetal, stainless steel or PVC.<br />

Sufficient opening should be provided for screens and slotted pipes so that 70% or more <strong>of</strong> sand grains in<br />

the natural aquifer where uniformity co-efficient should range between 2.0 to 2.50. For soils with uniformly<br />

coefficient less than 1.5, pea gravel pack should be used.<br />

The total area <strong>of</strong> opening should be such s to maintain on entrance velocity less than necessary to carry<br />

the finest particle <strong>of</strong> sand that is to be excluded by the screen. In general, it should be 4 to 6 cm/sec. With the<br />

gravel shrouding.<br />

The opening should preferably be ‘V’ shaped.<br />

O.... Gravel to be used for shrouding (packing around the casing pipe) should confirm to IS : 4099.<br />

The gravel wall provided may vary in thickness to suit the size and depth <strong>of</strong> boring and may vary<br />

from 10cm to 25cm but usually 10cm.<br />

9.2. Construction <strong>of</strong> tube well :<br />

The drilling operation should be taken up with rotary drilling rig. Down the whole Hammer Rig or<br />

Combination Rig depending on type <strong>of</strong> strata and conforming to IS :2800 (Part-I).<br />

For drilling with rotary drilling rig in s<strong>of</strong>t formations, bentonite powder should be used in place <strong>of</strong> local<br />

mud as sealing compound to facilitate drilling operation. The casing pipe and well strainer should be lowered<br />

perfectly vertically and well screen should be properly placed against the aquifers. The casing pipe should be<br />

extended to at least 60 cm above the ground level.<br />

The annular space between the bore and the housing pipe (casing pipe) should be cement grouted upto at<br />

least 5m below ground level to provide a sanitary sealing.<br />

9.3. Testing and development <strong>of</strong> tube well :<br />

9.3.1. The testing <strong>of</strong> tube well should be conducted as per IS : 2800 (part-II).<br />

Tube wells are to be tested for plumbness and alignment normally after completion <strong>of</strong> drilling but<br />

immediately after the housing pipes are installed and prior to commencement <strong>of</strong> gravel fitting in the case <strong>of</strong> gravel<br />

shrouded tube well. For wells encased with pipes less than 350mm dia meter, the verticality <strong>of</strong> tube well shall have<br />

a deviation not exceeding 10cm per 30 m depth <strong>of</strong> the tube well and the deviation shall be in one direction and in<br />

one place only.<br />

In the case gravel shrouded tube well, if the pipe assembly is found included in a start position. It should<br />

be pulled in a desired directions to rectify the stantness and bringing the pipe assembly into permissible limit <strong>of</strong><br />

verticality.<br />

9.3.2. <strong>Development</strong> <strong>of</strong> tubewell :<br />

into service.<br />

The object <strong>of</strong> well development is the removal <strong>of</strong> silt, fine sand and other such materials form a zone<br />

immediately around the well, screen, there by creating larger passage in the formation through which<br />

water can flow more freely towards the wells.<br />

Well development includes the operation <strong>of</strong> flushing, testing and equipping the wells before they are put<br />

The development should be carried on with an air compressor <strong>of</strong> suitable capacity (to develop 7kg to<br />

10kg/Cm 2 and airflow <strong>of</strong> 2m 3 /min) In accordance with IS : 11189, and the process should be continued<br />

until the stabilization <strong>of</strong> sand gravel pack and discharge <strong>of</strong> clear water is fully assured.<br />

10. Pumping sets :<br />

10.2. Inspection <strong>of</strong> pumps before final acceptance.<br />

1. The name plates <strong>of</strong> the pump and motor with details like Sl. No.- Head, Discharge, rpm, HP/KW<br />

<strong>of</strong> motor etc engraved on the name plate should be clearly verified to confirm within the<br />

pumping set is as per the supply order.<br />

2. Manufacturer’s test report along with laboratory hydrostatic test reports <strong>of</strong> the pumps should be<br />

verified to know the duty <strong>of</strong> pump.<br />

3. The supplier should give at lest one copy <strong>of</strong> specific installation and operation manual <strong>of</strong> the<br />

pumping sets supplied by them.<br />

4. The field test for pumps should be conducted to confirm the duty <strong>of</strong> pumps after ins installation.<br />

10.3. Pump installation<br />

The installation <strong>of</strong> centrifugal pumps should proceed through five stages in the following order.<br />

1. Preparing the foundation and locate the foundation bolts.<br />

2. Locating the pump on the foundation bolts, however resting on leveling wedges, which permit not only<br />

easy leveling but also space for fitting the grunt later on.<br />

3. Levelling<br />

4. Grouting<br />

5. Alignment<br />

The foundation should be sufficiently substantial to absorb vibrating and to form a permanent, rigid<br />

support for the base plate.<br />

Alignment <strong>of</strong> the pump sets should be checked even if they are received aligned by the<br />

manufacturer. The alignment should be proper both for parallelism (by filler gauge) and for coasiablity<br />

(by straight edge or by dial gauge).<br />

During all alignment- checks both the shafts should be pressed hard, over to one side while<br />

talking the readings alignment should also be checked after fastening the piping and there after<br />

periodically during operation.<br />

Submersible pumps with wet type motors should be fitted with water and the opening should<br />

be properly plugged after filling water.<br />

Pumps kept in storage for a long time should be thoroughly cleaned before installation.<br />

10.4. Testing <strong>of</strong> pumps :<br />
