TERMS & CONDITIONS<br />

1. The following requirements must be met with along with the tender document failing<br />

which tender shall be liable for rejection.<br />

a) Cost <strong>of</strong> tender paper + 4% VAT in shape <strong>of</strong> Bank Draft in favour <strong>of</strong> Managing<br />

Director, OTDC <strong>Ltd</strong> .<br />

b) 1% EMD in shape <strong>of</strong> Bank Draft in favour <strong>of</strong> the Managing Director, O.T.D.C.<br />

<strong>Ltd</strong>. payable at any Nationalized bank, Bhubaneswar.<br />

c) VAT Clearance Certficate / TIN No.<br />

d) Upto date PAN CARD<br />

e) Valid E.P.F. Registration<br />

f) Valid contractor’s registration<br />

2. QUALITY CONTROL REQUIREMENTS:<br />

a) All bills should be supported with photographs <strong>of</strong> progress made.<br />

The normal period <strong>of</strong> rectification beyond the completion period<br />

shall be 2 years from the date <strong>of</strong> completion <strong>of</strong> the project. 5%<br />

security will be kept with-held in shape <strong>of</strong> bank guarantee or NSC<br />

after the normal expiry period <strong>of</strong> 6months till 2years from the date <strong>of</strong><br />

completion ; during this period the contractor is supposed to rectify<br />

all the defects noticed , failing which the same shall be taken up by<br />

the department and will be recovered from the security so withheld.<br />

3. (a) The Plan and Specification for the work can be seen at the Office <strong>of</strong><br />

the Sr. Divisional Manager (BP)-II, O.T.D.C.<strong>Ltd</strong>, during working hours and<br />

days. Complaints at a future date that the plan and specification have<br />

not been seen will not be entertained.<br />

(b) All other information can be had from <strong>of</strong>fice <strong>of</strong> the Sr. Divisional<br />

4. EARNEST MONEY DEPOSIT AND INITIAL SECURITY DEPOSIT<br />

The tenderers whose tender is selected for acceptance shall within a<br />

period <strong>of</strong> seven days upon written intimation being given to him <strong>of</strong><br />

acceptance <strong>of</strong> his tender make an initial security deposit <strong>of</strong> 1% (one percent)<br />

<strong>of</strong> the tendered amount so that the earnest money and initial security<br />

deposit will be 2% <strong>of</strong> the tendered amount and sign the agreement in the<br />

Office <strong>of</strong> O.T.D.C. <strong>Ltd</strong>, failing which, the tender will be rejected with<br />

forfeiture <strong>of</strong> E.M.D.<br />

This security deposit, together with the earnest money and the<br />

amount withheld if any shall be retained as security deposit for the due<br />

fulfillment <strong>of</strong> this contract. Failure to enter into the required agreement<br />

and to make the security deposit, as above shall entail forfeiture <strong>of</strong> the<br />

Earnest Money. No tender shall be finally accepted until the required<br />

amount <strong>of</strong> security deposit (money) is deposited. The written agreement to<br />

be entered into between the contractor and the <strong>Corporation</strong> shall be the<br />

foundation <strong>of</strong> the right <strong>of</strong> both the parties and the contract shall deem to<br />

be incomplete until the agreement has first been signed by the contractor<br />

and then by the Sr. Divisional Manager (BP)-II, O.T.D.C. <strong>Ltd</strong>.<br />

5. Additional performance security shall be deposited by the bidders when the<br />

bid amount is seriously unbalanced i.e less than the estimated cost by more<br />

than 10%. In such an event the bidder will deposit the additional<br />

performance security to the extent <strong>of</strong> the differential cost <strong>of</strong> the bid<br />

amount and 90% <strong>of</strong> the estimated cost in shape <strong>of</strong> Post Office Savings Bank<br />

Account/National Savings Certificate/Post Office Time Deposit<br />

account/Kissan Vikash Patra/Deposit receipt <strong>of</strong> schedule Bank at the time <strong>of</strong><br />

sanction <strong>of</strong> tender without which the tender will be liable for rejection.<br />

6. PERCENTAGE RATE TENDER :<br />

The tender will be on percentage rate over the estimated cost and not on<br />

item rate basis as per Works Department letter no Codes-5/07-17190 dt.<br />

9.10.07. The percentage rate over the estimated cost should be quoted both<br />

in words and figures. In case <strong>of</strong> discrepancy between words and figures,<br />

the words shall prevail.<br />

7. The contractors will be responsible for payment <strong>of</strong> all royalties or other<br />

charges for quarrying materials. All local taxes inclusive <strong>of</strong> State Sales Tax<br />

and Income Tax, Octroi charges, Ferry and Tollage charges are to be paid by<br />

the Contractor.<br />

8. I.T.C.C/PAN and S.T.C.C./VAT C.C :<br />

The tender may not, at the discretion <strong>of</strong> the competent authority, be<br />

considered unless accompanied with attested true copy <strong>of</strong> the PAN card and<br />

VAT clearance certificate as the case may be and the original certificate to<br />

be produced at the time <strong>of</strong> opening <strong>of</strong> tenders.<br />

9. If the contractor removes any materials or stock so supplied to him from<br />

the site <strong>of</strong> work with a view to disposing <strong>of</strong>f the same dishonestly, he should<br />

in addition to any other liabilities Civil or Criminal arising out <strong>of</strong> the contract<br />

be liable to pay a penalty equivalent to five times the price <strong>of</strong> the materials<br />

on stock according to the stipulated rates and the penalty so imposed shall<br />

be recovered from any sum that may then or at any time thereafter become<br />

due to the contractor or from his security.<br />

10. The contractor should be fully liable to indemnify the <strong>Corporation</strong> for<br />

payment <strong>of</strong> any compensation under Workmen's Compensation Act-V-III <strong>of</strong><br />

1923 on account <strong>of</strong> the workmen being employed by him and the full amount<br />

<strong>of</strong> compensation paid will be recovered from the contractor.<br />

11. Every tenderer must examine the detailed specification <strong>of</strong> <strong>Orissa</strong> before<br />

submitting his tender. The right is reserved without impairing the contract<br />

to make such increase or decrease in the quantities or items <strong>of</strong> work<br />

mentioned in the schedule attached to the tender notice as may be<br />

considered necessary to complete the work fully and satisfactorily. Such<br />

increase shall in no case invalidate the contract rates. It shall be definitely<br />

understood that the <strong>Corporation</strong> does not accept any responsibility for the<br />

correctness or completeness <strong>of</strong> the quantities shown in the schedule. The<br />

schedule is liable to alteration by omissions or additions or deductions and<br />

such omissions/ deductions shall in no case invalidate the contract and no<br />

extra monetary compensation will be entertained.<br />

12. The agency should produce valid labour license for the said work before<br />

signing the agreement.<br />

13. The agency should use all building materials such as reinforcement, sand etc.<br />

free from corrosion/corrosive materials etc. No extra payment will be made<br />

for such purpose by O.T.D.C. <strong>Ltd</strong>.<br />

14. <strong>Orissa</strong> Detailed Standard Specification will be followed during execution <strong>of</strong><br />

work.<br />

15. All materials including those issued direct to the work will be received by the<br />

contractor from the respective Store <strong>of</strong> the <strong>Corporation</strong> in the sizes as per<br />

availability <strong>of</strong> stock. After issue, it will be the contractor's responsibility<br />

for transportation, storage, handling, safe custody and proper upkeepment<br />

<strong>of</strong> materials. The rate <strong>of</strong> the contractor should include the entire incidental<br />

charges required after the issue <strong>of</strong> material from <strong>Corporation</strong> store till its<br />

utilisation in the work and return <strong>of</strong> surplus and good materials at the issuing<br />

store.<br />

16. The contractor will have to bear the cost <strong>of</strong> straightening, cutting,<br />

jointing, welding etc. <strong>of</strong> all steel reinforcement and structural and no cut<br />

pieces less than 1(one) meter length will be accepted. After completion <strong>of</strong><br />

the work the contractor has to return all surplus and good materials at the<br />

issuing store at his own cost failing which the cost <strong>of</strong> the unutilized balance<br />

<strong>Corporation</strong> materials and such other damaged materials not receptacle to<br />

the <strong>Corporation</strong> would be recovered from him at 5 (five) times the stock<br />

issue rates.<br />

17. All reinforced cement concrete work should conform to <strong>Orissa</strong> Detailed<br />

Standard Specification and should be <strong>of</strong> grade M-150/200 with 12mm. Size<br />

black hard crusher broken granite stone chips (20mm. Size not to exceed<br />

25%) having a minimum compressive strength (in work test)<br />

150kg/200kg/cm 2 in 15 cm. cubes at 28 days after mixing and tests<br />

conducted in accordance with IS 456 and IS 516.<br />

18. Shuttering and centering shall be with seasoned Sal wood planks the inside<br />

<strong>of</strong> which shall be lined with suitable sheeting and made leak-pro<strong>of</strong> and water<br />

tight or alternatively steel shuttering and centering may be used.<br />

19. The selected contractor may take delivery <strong>of</strong> supply <strong>of</strong> materials according<br />

to his need for the work issued by the Engineer-in-charge <strong>of</strong> the work. The<br />

contractor shall make all arrangements for proper storage <strong>of</strong> materials. But<br />

no cost for raising shed for the storage <strong>of</strong> materials and pay <strong>of</strong> watchmen<br />

etc. will be borne by the <strong>Corporation</strong>. These are all to be borne by the<br />

Contractor. The <strong>Corporation</strong> is not responsible for considering the theft <strong>of</strong><br />

materials at site. It is contractor's risk. Under any such plea if the<br />

contractor stops the work he shall have to pay the penalty as per the clauses<br />

<strong>of</strong> the contract.<br />

20. For the purpose <strong>of</strong> jurisdiction in the event <strong>of</strong> dispute if any contract should<br />

be deemed to have entered into within the State <strong>of</strong> <strong>Orissa</strong> and it is agreed<br />

that, neither party to the contract nor the agreement will be competent to<br />

bring a suit in regard to the matters covered by this contract at any place<br />

outside the State <strong>of</strong> <strong>Orissa</strong>.<br />

21. After the work is finished, all surplus materials and debris are to be<br />

removed by the contractor and preliminary works such as vats, mixing<br />

platforms, etc. are to be dismantled and all the materials are to be removed<br />

from the site. No extra payment will be made to the contractor on this<br />

account. The rate quoted should be inclusive <strong>of</strong> all these items. The ground<br />

upto 15 meter shall be cleared and rough dressed.<br />

22. The contractor shall not interfere with the execution <strong>of</strong> water supply or<br />

electrical fittings arrangements and any other works entrusted to any other<br />

agency by the <strong>Corporation</strong> at any time during the progress <strong>of</strong> work.<br />

23. The <strong>Corporation</strong> will have the right to inspect the scaffolding and centering<br />

made for the work and can reject partly or fully such structures if found<br />

defective in their opinion.<br />

24. The Contractor will have to arrange for water supply for all works and made<br />

sanitary arrangements at his own cost for his Labour camps. The contractor<br />

has to arrange adequate lighting arrangements for night works whenever<br />

necessary at his own cost.<br />

25. Bailing out water from the foundation either rain water or sub-soil water if<br />

necessary should be borne by the contractor. No payment will be made for<br />

benchmarks, level pillars pr<strong>of</strong>iles and benching and leveling ground where<br />

required. The rates quoted should be for finished items <strong>of</strong> work inclusive <strong>of</strong><br />

these incidental items <strong>of</strong> work.<br />

26. Cement concrete in ro<strong>of</strong> slabs, beams and wherever prescribed by the<br />

Engineer-in-charge shall be machine mixed and vibrated, and the contractor<br />

should arrange his own concrete mixers, vibrators, and pumps etc. for the<br />

purpose.<br />

27. It should be understood clearly that no claims whatsoever will be<br />

entertained.<br />

28. The tenderer shall have to abide by the C.P.W. Safety Code introduced by<br />

the <strong>Govt</strong>. <strong>of</strong> India, Ministry <strong>of</strong> Works, Housing and Supply in their standing<br />

orders No.44250 dt.25.11.57.<br />

29. The contractor will abide by the Fair Wages clause as introduced by the<br />

Government.<br />

30. The <strong>Corporation</strong> have the right to supply at any time in the interest <strong>of</strong> work<br />

any <strong>Corporation</strong> materials to be used in the work in addition to those<br />

mentioned in the clause 13 and the contractor shall use such materials<br />

without any controversy or dispute on that account. The rates <strong>of</strong> the<br />

materials will be at the stock issue rates fixed by the <strong>Corporation</strong> or market<br />

rates whichever is higher.<br />

31. The contractor will be responsible for the loss or damage if any <strong>of</strong><br />

<strong>Corporation</strong> materials supplied to him under clauses 13 and 30 during<br />

execution <strong>of</strong> the work due to reasons whatsoever and the cost <strong>of</strong> such<br />

materials will be recovered from him at the prevailing stock issue rates or<br />

market rates whichever is higher.<br />

31. CONTRACTOR'S TOOLS & PLANT AND SUPPLY OF<br />

DEPARTMENTAL TOOLS & PLAT TO CONTRACTORS.<br />

The contractor should arrange at his own cost necessary tools and plant such<br />

as Pumps, Vibrator, Concrete mixer etc. required for the efficient execution<br />

<strong>of</strong> the work and rates quoted should be inclusive <strong>of</strong> the running charges <strong>of</strong><br />

such plant and cost <strong>of</strong> consumables.<br />

32. The contractor will have to submit to the Sr. Divisional Manager (BP)-II,<br />

O.T.D.C. <strong>Ltd</strong>. monthly return <strong>of</strong> labour both skilled & un-skilled employed by<br />

him on the work.<br />

33. The tenderers are required to go through each clause <strong>of</strong> <strong>Corporation</strong><br />

contract form carefully in addition to clauses mentioned herewith before<br />

tendering.<br />

34. No part <strong>of</strong> the contract shall be sublet without written permission <strong>of</strong> the Sr.<br />

Divisional Manager (BP)-II, O.T.D.C. <strong>Ltd</strong>., Bhubaneswar or transfer be made<br />

by power <strong>of</strong> attorney authorising others to receive payment on the<br />

contractor's behalf.<br />

35. If any further necessary information is required, Sr. Divisional Manager<br />

(BP)-II, O.T.D.C. <strong>Ltd</strong>., Bhubaneswar will furnish such but it must be clearly<br />

understood that tenders must be received in order and according to the<br />

instructions.<br />

36. No contractor will be permitted to furnish their tender in their own<br />

manuscript papers.<br />

37. SAMPLE OF MATERIALS:<br />

Every tenderer is expected before quoting his rates to inspect the site <strong>of</strong><br />

proposed work. He should also inspect the quarries and satisfy himself about<br />

the quality, availability <strong>of</strong> materials, medical aids, labour and foodstuffs etc.<br />

and the rates may be inclusive <strong>of</strong> all these items <strong>of</strong> work. In every case the<br />

materials must comply with the relevant specification.<br />

38. O.T.D.C. <strong>Ltd</strong>. Will not however, after acceptance <strong>of</strong> contract rate, pay any<br />

extra charges for lead or for any other reason in case the contractor is<br />

found later on to have mis-judged the materials available.<br />

39. EXTRANEOUS CONDITION:<br />

The tenders containing extraneous conditions not covered by the tender call<br />

notice are liable for rejection.<br />

40. VALIDITY<br />

All tenders received will remain valid for a period <strong>of</strong> ninety days from the<br />

date <strong>of</strong> receipt <strong>of</strong> tenders and validity <strong>of</strong> tender can also be extended if<br />

agreed to by the contractor and the <strong>Corporation</strong>.<br />

41. Quality control tests are to be carried out as per standard norms by the<br />

contractor through a <strong>Govt</strong>. laboratory or any authorized <strong>Govt</strong>. laboratory. No<br />

extra payment will be made for these tests. The department may conduct<br />

separate tests as when felt necessary, the cost <strong>of</strong> which will be borne by the<br />

department.<br />

42. LIST OF WORKS IN HAND, T & P & WORK EXECUTED:<br />

Tenderers are required to submit, (i) list <strong>of</strong> works in the hand in the following<br />

prescribed pr<strong>of</strong>orma 'A', (ii) list <strong>of</strong> works executed in the prescribed<br />

pr<strong>of</strong>orma 'B' and (iii) the list <strong>of</strong> T & P in the prescribed pr<strong>of</strong>orma 'C' along<br />

with the tenders.<br />

43. All reinforced cement concrete works should be finished smooth, Extra<br />

charges for plastering if required to any R.C.C. structures like columns,<br />

beams, chajjas etc. shall not be paid.<br />

44. Income tax, Sales tax and workers welfare cess will be deducted as per<br />

prevailing <strong>Govt</strong>. orders from time to time.<br />

45. The tenderer shall bear cost <strong>of</strong> various incidental sundries and contingencies<br />

necessitated by the works falling within the following or similar category.<br />

(a)<br />

(b)<br />

Rent, royalties and other charges <strong>of</strong> materials, Octroi duty, all other taxes<br />

including sales tax, ferry tolls, conveyance charges and other costs on<br />

account <strong>of</strong> land and buildings including temporary buildings required by the<br />

tenderer for collection <strong>of</strong> materials, storage, housing <strong>of</strong> staff or other<br />

purpose <strong>of</strong> the work. No rent however be payable to <strong>Corporation</strong> for<br />

temporary occupation <strong>of</strong> land owned by the <strong>Corporation</strong> at the site <strong>of</strong> the<br />

work.<br />

Labour camps and huts necessary to a suitable scale including conservancy<br />

and sanitary arrangements thereon to the satisfaction <strong>of</strong> the local health<br />

authorities.<br />

(c)<br />

Suitable water supply including pipe water supply wherever available for the<br />

staff and labourers for the works.<br />

(d)<br />

Fees and dues hired by Municipal, Canal and water supply authorities.<br />

(e)<br />

Suitable equipments and wearing apparatus for the labourers engaged in<br />

risky operation.<br />

(f)<br />

Suitable fencing barriers, signal including paraffin and electrical signal<br />

where necessary at works and approaches in order to protect the public and<br />

employees from accidents.<br />

(g)<br />

Compensation including cost <strong>of</strong> any suit for injury to person or property due<br />

to neglect <strong>of</strong> any major precautions also sums which may become payable due<br />

to operation <strong>of</strong> workmen's Compensation Act.<br />

(h)<br />

The contractor has to arrange adequate lighting arrangement for night<br />

works wherever necessary at his own cost.<br />

(i)<br />

The contractor has to arrange all the building materials including the<br />

equipments required for under reamed pile foundation for starting the work.<br />

46. INTEREST:<br />

Under no circumstances interest is chargeable for the dues or additional<br />

dues if any payable for the work.<br />

a) Special class contractor shall employ under him one Graduate Engineer and<br />

two Diploma Holders belonging to the State <strong>of</strong> <strong>Orissa</strong>, like wise 'A' class<br />

contractor shall employ under him one Graduate Engineer or two Diploma<br />

Holder belonging to the State <strong>of</strong> <strong>Orissa</strong>. The employment <strong>of</strong> such Graduate<br />

Engineer and Diploma Holders under the contractor shall be full-time and<br />

continuous and they shall not be superannuated, retired, dismissed or<br />

removed personnel from any state <strong>Govt</strong>. or Central <strong>Govt</strong>. service/Public<br />

Sector undertaking/Private companies and firms or be ineligible for<br />

appointment to <strong>Govt</strong>. service. The contractor shall pay them monthly<br />

emoluments, which shall not be less than the emoluments <strong>of</strong> the personnel <strong>of</strong><br />

equivalent qualification employed under the State <strong>Govt</strong>. <strong>of</strong> <strong>Orissa</strong>. The Sr.<br />

Divisional Manager, Building Project-II may however assist the contractor<br />

with names <strong>of</strong> such un-employed Graduate Engineers and Diploma Holders if<br />

such help is sought for by the Contractor. The name <strong>of</strong> such Engineer<br />

personnel appointed by the Contractor should be intimated to the tender<br />

receiving authority along with each tender, as to who would be supervising<br />

the work. Each bill <strong>of</strong> the Special Class or 'A' class contractor shall be<br />

accompanied by an Employment Roll <strong>of</strong> the Engineering personnel together<br />

with a certificate <strong>of</strong> the Graduate Engineer or Diploma Holder so employed<br />

by the contractor to the effect that the work executed as per the bill has<br />

been supervised by him. A prescribed pr<strong>of</strong>orma is enclosed herewith for<br />

furnishing the required certificate there in under this clause.<br />

47. The sealed cover should be super-scribed with the material <strong>of</strong> contents.<br />

48. The quantity/volume <strong>of</strong> item may alter during construction as per field<br />

condition.<br />

49. Wherever there is ambiguity or missing data, the work shall be done as per<br />

the direction <strong>of</strong> the Engineer-in-charge.<br />

50. The interested bidders may visit the site and should be acquainted<br />

themselves with the field activities to be experienced during construction.<br />

51. The delay if any due to other departments such as digging on road etc. shall<br />

be the responsibility <strong>of</strong> the successful bidder.<br />

5.6. Construction joints :<br />

The concreting shall be done up to construction joints, but while commencing the work on the<br />

cold joints, the aggregates shall be exposed with high pressure water jet or any other method. It is<br />

preferable to expose the aggregates previously i.e. just after the closer <strong>of</strong> the work by wire<br />

brushing and cleaning. Cleaning may be done be by air water jetting or any other method.<br />

6. Concrete works.<br />

8.3. Inspection <strong>of</strong> pipes before final acceptance.<br />

Each pipe shall have cast, stamped or indelibly painted the trade mark <strong>of</strong> manufacturer, the nominal dia, class weight, batch<br />

number, last two digits <strong>of</strong> the year <strong>of</strong> manufacturer and also with ISI certificate mark. The pipes should bear the stamping <strong>of</strong> testing agency<br />

like DGS & D in case <strong>of</strong> CI & DI pipes CIPET in case <strong>of</strong> PVC pipes etc.<br />

8.3.1. Pipe laying<br />

8.3.2. Laying <strong>of</strong> cast iron pipes :<br />

Inspection <strong>of</strong> pipes before laying :<br />

Before laying the pipes and fittings shall be inspected for defects and be rung with a light hammer, preferably while suspended,<br />

to detect cracks. Smearing the outside with chalk dust helps in the location <strong>of</strong> cracks. If doubt persists further confirmation may be obtained<br />

by pouring a little kerosene on the inside <strong>of</strong> the pipe at the suspected spot. If crack is present, the kerosene seeps thorough and shows on the<br />

outer surface. Any pipe found unsuitable after inspection before laying shall be rejected.<br />

Laying should be done as per IS code <strong>of</strong> practice 3114 (Third Revision).<br />

a) Depth <strong>of</strong> Trench – The depth <strong>of</strong> trench should be less than 900mm measured from the top <strong>of</strong> pipe to the surface <strong>of</strong><br />

ground and not less than 750mm else where.<br />

b) Width <strong>of</strong> Trench : The width <strong>of</strong> trench should be 200 mm more on either side <strong>of</strong> the external dia <strong>of</strong> pipe (i.e. External<br />

dia <strong>of</strong> pipe + 2 x 200mm). Additional width shall be provided at position <strong>of</strong> sockets and flanges for jointing.<br />

c) Cover over the pipe- Minimum cover <strong>of</strong> 1M in recommended under road way and may be modified to meet the local<br />

condition.<br />

8.3.3. Laying and jointing <strong>of</strong> ductile iron pipes :<br />

The pipes should be laid as per the specification laid down in IS : 12288.<br />

a) Width <strong>of</strong> Trench :- The width <strong>of</strong> trench at bottom shall provide not less than 200mm clearance on both sides <strong>of</strong> pipe (i.e.<br />

external dia <strong>of</strong> pipe + 2x 200mm)<br />

b) Cover over the pipe – In agricultural land the depth should be sufficient to provide cover not less than 900mm and under a<br />

roadway the cover should be minimum 1.0M.<br />

8.3.4. Laying <strong>of</strong> welded steel pipes :<br />

The laying should be done as per IS – 5822 (First revision).<br />

a) Width <strong>of</strong> Trench – The width at the bottom below in the faces should not be less than 200 mm clearance on either side <strong>of</strong><br />

the pipes.<br />

b) Cover over the pipe – When the pipeline is under a roadway, a minimum cover <strong>of</strong> 1.0 Meter should be provided and can be<br />

modified to suit the local condition by taking necessary precaution.<br />

c) Pipe welding :- In case <strong>of</strong> welding the pipe in the trench, additional excavation <strong>of</strong> not more than 600 mm in depth 900mm<br />

in length should be provided all round the pipe at the position <strong>of</strong> the joints for facility <strong>of</strong> welding.<br />

d) Coating and wrapping <strong>of</strong> pipes :- Against internal corrosion, steel pipes are given epoxy lining or hot applied coal<br />

tar/asphalt lining or rich cement mortar lining at works or the field by centrifugal process. The outer coating for under<br />

ground pipeline may be in cement sand gunniting or hot applied coal tar asphalt enamel reinforced with fiber glass fabric<br />

yarn. Coating and wrapping should be done as per IS 10221.<br />

8.3.5. Laying <strong>of</strong> PVC pipes :<br />

Laying and joining <strong>of</strong> PVC pipes should be done as per IS: 7634 (part – III).<br />

a) Width <strong>of</strong> trench :- The trench should be as narrow as practicable. As a normal practice this may be kept from 0.30M over the<br />

outside dia or pipe (i..e external dia <strong>of</strong> pipe + 30 cum.).<br />

b) Depth <strong>of</strong> Trench – The depth <strong>of</strong> trench should be 1.00M from the ground level.<br />

c) The trench bottom where it is rocky and un-even a layer <strong>of</strong> sand or alluvial earth <strong>of</strong> 100mm depth should be provided under the<br />

pipe.<br />

d) Jointing <strong>of</strong> pipes : Solvent welding technique <strong>of</strong>fers as easy and ample type <strong>of</strong> joint in PVC pipe used spigot and socket type<br />

joints. The cement solvent to be used for jointing should be as per the recommendations <strong>of</strong> the pipe manufacturer.<br />

8.4. Testing <strong>of</strong> pipe line after laying (field test pressure).<br />

After laying and jointing, the mains shall be slowly and carefully charged with water, so that all air is expelled from the main by<br />

providing a25mm inlet with a stop cock, allowed to stand full <strong>of</strong> water for a few days if time permits, and then tested with pressure.<br />

The field test pressure to be imposed should be not less than the maximum <strong>of</strong> the following.<br />

a) 1.5times the maximum sustained operating pressure.<br />

b) 1.5 times the maximum pipeline static pressure.<br />

c) Sum <strong>of</strong> the maximum sustained operating pressure and the maximum surge pressure.<br />

d) Sum <strong>of</strong> the maximum pipe line static pressure and the maximum equal to the work test pressure for any pipe fitting in corporate.<br />

9.0. Production wells (large dia tube wells):<br />

9.1. Materials for constructions :<br />

1. Casting pipes should be mild steel or UPVC pipes. Mild steel pipes should conform to IS :4270 and ASTM-DN-1785.<br />

The UPVC pipes should be <strong>of</strong> ASTM quality (Sch-40, Sch-80 or Sch-120 depending on site condition) and should<br />

also confirm to IS:2818.<br />

2. Well screens and slotted pipes should conform to IS : 8110. The well screens may be monometal, bimetal, stainless<br />

steel or PVC.<br />

Sufficient opening should be provided for screens and slotted pipes so that 70% or more <strong>of</strong> sand grains in the natural aquifer<br />

where uniformity co-efficient should range between 2.0 to 2.50. For soils with uniformly coefficient less than 1.5, pea gravel pack should be<br />

used.<br />

The total area <strong>of</strong> opening should be such s to maintain on entrance velocity less than necessary to carry the finest particle <strong>of</strong> sand<br />

that is to be excluded by the screen. In general, it should be 4 to 6 cm/sec. With the gravel shrouding.<br />

The opening should preferably be ‘V’ shaped.<br />

3. Gravel to be used for shrouding (packing around the casing pipe) should confirm to IS : 4099. The gravel wall provided may vary<br />

in thickness to suit the size and depth <strong>of</strong> boring and may vary from 10cm to 25cm but usually 10cm.<br />

9.2. Construction <strong>of</strong> tube well :<br />

The drilling operation should be taken up with rotary drilling rig. Down the whole Hammer Rig or Combination Rig depending<br />

on type <strong>of</strong> strata and conforming to IS :2800 (Part-I).<br />

For drilling with rotary drilling rig in s<strong>of</strong>t formations, bentonite powder should be used in place <strong>of</strong> local mud as sealing<br />

compound to facilitate drilling operation. The casing pipe and well strainer should be lowered perfectly vertically and well screen should be<br />

properly placed against the aquifers. The casing pipe should be extended to at least 60 cm above the ground level.<br />

The annular space between the bore and the housing pipe (casing pipe) should be cement grouted upto at least 5m below ground<br />

level to provide a sanitary sealing.<br />

9.3. Testing and development <strong>of</strong> tube well :<br />

9.3.1. The testing <strong>of</strong> tube well should be conducted as per IS : 2800 (part-II).<br />

Tube wells are to be tested for plumbness and alignment normally after completion <strong>of</strong> drilling but immediately after the housing<br />

pipes are installed and prior to commencement <strong>of</strong> gravel fitting in the case <strong>of</strong> gravel shrouded tube well. For wells encased with pipes less<br />

than 350mm dia meter, the verticality <strong>of</strong> tube well shall have a deviation not exceeding 10cm per 30 m depth <strong>of</strong> the tube well and the<br />

deviation shall be in one direction and in one place only.<br />

In the case gravel shrouded tube well, if the pipe assembly is found included in a start position. It should be pulled in a desired<br />

directions to rectify the stantness and bringing the pipe assembly into permissible limit <strong>of</strong> verticality.<br />

9.3.2. <strong>Development</strong> <strong>of</strong> tubewell :<br />

The object <strong>of</strong> well development is the removal <strong>of</strong> silt, fine sand and other such materials form a zone immediately around the<br />

well, screen, there by creating larger passage in the formation through which water can flow more freely towards the wells.<br />

Well development includes the operation <strong>of</strong> flushing, testing and equipping the wells before they are put into service.<br />

The development should be carried on with an air compressor <strong>of</strong> suitable capacity (to develop 7kg to 10kg/Cm 2 and airflow <strong>of</strong><br />

2m 3 /min) In accordance with IS : 11189, and the process should be continued until the stabilization <strong>of</strong> sand gravel pack and<br />

discharge <strong>of</strong> clear water is fully assured.<br />

10.2. Inspection <strong>of</strong> pumps before final acceptance.<br />

1. The name plates <strong>of</strong> the pump and motor with details like Sl. No.- Head, Discharge, rpm, HP/KW <strong>of</strong> motor etc<br />

engraved on the name plate should be clearly verified to confirm within the pumping set is as per the supply order.<br />

2. Manufacturer’s test report along with laboratory hydrostatic test reports <strong>of</strong> the pumps should be verified to know the<br />

duty <strong>of</strong> pump.<br />

3. The supplier should give at lest one copy <strong>of</strong> specific installation and operation manual <strong>of</strong> the pumping sets supplied<br />

by them.<br />

4. The field test for pumps should be conducted to confirm the duty <strong>of</strong> pumps after ins installation.<br />

10.3. Pump installation<br />

The installation <strong>of</strong> centrifugal pumps should proceed through five stages in the following order.<br />

1. Preparing the foundation and locate the foundation bolts.<br />

2. Locating the pump on the foundation bolts, however resting on leveling wedges, which permit not only easy leveling but also<br />

space for fitting the grunt later on.<br />

3. Levelling<br />

4. Grouting<br />

5. Alignment<br />

The foundation should be sufficiently substantial to absorb vibrating and to form a permanent, rigid support for the base plate.<br />

Alignment <strong>of</strong> the pump sets should be checked even if they are received aligned by the<br />

manufacturer. The alignment should be proper both for parallelism (by filler gauge) and for coasiablity (by<br />

straight edge or by dial gauge).<br />

During all alignment- checks both the shafts should be pressed hard, over to one side while talking<br />

the readings alignment should also be checked after fastening the piping and there after periodically<br />

during operation.<br />

Submersible pumps with wet type motors should be fitted with water and the opening should be<br />

properly plugged after filling water.<br />

Pumps kept in storage for a long time should be thoroughly cleaned before installation.<br />

10.4. Testing <strong>of</strong> pumps :<br />

There are two types <strong>of</strong> pumps testing.<br />

1. Testing in the shop or laboratory at the manufacturer works.<br />

2. Testing in the field after installation<br />
