TERMS & CONDITIONS<br />

1. Eligibility criteria:<br />

The tender documents should contain the following requirements without<br />

which the tender shall be liable for rejection .<br />

a) The cost of Tender paper (at col-4 above) in shape of Bank Draft in favour of<br />

the Managing Director, O.T.D.C. Ltd payable at any nationalized bank,<br />

Bhubaneswar. .<br />

b) EMD 1% (one percent) of estimated cost put to tender(at col-5 above) in<br />

shape of P.O.S.B. /P.O.T.D. /N.S.C. /K.V.P. /Deposit Receipt of schedule Bank<br />

etc. duly pledged in favour of Managing Director OTDC Ltd. Bhubaneswar/<br />

Bank Draft in favour of the Managing Director, O.T.D.C. Ltd payable at any<br />

Nationalized bank, Bhubaneswar .<br />

c) Attested copies of valid contractor registration License<br />

d) Attested copies of VAT Clearance Certificate/ TIN No<br />

e) Attested copies of Up to date PAN CARD<br />

f) Attested copies of E.P.F. Registration Certificate.<br />

2. The tender should be sealed with wax properly with own seal.<br />

3. The sealed envelope containing the tender should be super scribed with the<br />

name of the work and should be addressed to the Sr.Divisional Manager<br />

(B.P.-I),OTDC Ltd. Bhubaneswar.<br />

4. PENALTY CLAUSE:<br />

Penalty @ 1% of the agreement value per month (30days) computed on perday<br />

basis shall be imposed for delay from the stipulated date of completion.<br />

5. Percentage Rate Tender :<br />

The tender will be on percentage rate over the estimated cost and not on item rate<br />

basis as per works department letter no codes-5/07-17190 dt.09.10.07. The<br />

percentage rate over the estimated cost should be quoted both in words and<br />

figures. In case of discrepancy between words and figures, the words shall prevail.<br />

6 (a) The Plan and Specification for the work can be seen at the Office of the<br />

Sr. Divisional Manager (BP)-I, O.T.D.C.Ltd, during working hours and days.<br />

Complaints at a future date that the plan and specification have not been seen, will<br />

not be entertained.<br />

(b) All other information can be had from the Sr.Divisional Manager (BP)-I,<br />

O.T.D.C. ltd.<br />

7 Additional performance security shall be deposited by the bidders when the<br />

bid amount is seriously unbalanced i.e. less than the estimated cost by more<br />

than 10%. In such an event, the bidder will deposit the additional<br />

performance security to the extent of the differential cost of the bid amount<br />

and 90% of the estimated cost in shape of post office savings bank<br />

Account/National Savings Certificate/Post Office Time Deposit Account/<br />

Kissan Vikash Patra/ Deposit receipt of schedule Bank at the time of<br />

execution of agreement. Failing on which the tender is liable for rejection.<br />

8 The Managing Director, O.T.D.C. Ltd. reserves the right to reject any or all<br />

tenders received without assigning any reason thereof.<br />

9 EARNEST MONEY DEPOSIT AND INITIAL SECURITY DEPOSIT<br />

The tenderers whose tender is selected for acceptance shall within a period of<br />

seven days upon written intimation being given to him of acceptance of his tender<br />

make an initial security deposit of 1% (one percent) of the tendered amount as<br />

shown in clause.3 above so that the earnest money and initial security deposit will<br />

be 2% of the tendered amount and sign the agreement in the Office of<br />

O.T.D.C.Ltd, failing which, the tender will be rejected with forfeiture of E.M.D.<br />

This security deposit, together with the earnest money and the amount withheld if<br />

any shall be retained as security deposit for the due fulfillment of this contract.<br />

Failure to enter into the required agreement and to make the security deposit, as<br />

above shall entail forfeiture of the Earnest Money. No tender shall be finally<br />

accepted until the required amount of security deposit (money) is deposited. The<br />

written agreement to be entered into between the contractor and the Corporation<br />

shall be the foundation of the right of both the parties and the contract shall<br />

deem to be incomplete until the agreement has first been signed by the contractor<br />

and then by the Sr.Divisional Manager (BP)-I, O.T.D.C.Ltd.<br />

10 The contractors will be responsible for payment of all royalties or other charges<br />

for quarrying materials. All local taxes inclusive of State Sales Tax and Income<br />

Tax, Octroi charges, Ferry and Tollage charges are to be paid by the Contractor.<br />

11 I.T.C.C/PAN and S.T.C.C./VATCC :<br />

The tender may not, at the discretion of the competent authority, be considered<br />

unless accompanied with attested true copy of the PAN card and VAT clearance<br />

certificate as the case may be and the original certificate to be produced at the<br />

time of opening of tenders.<br />

12 If the contractor removes any materials or stock so supplied to him from the site<br />

of work with a view to disposing off the same dishonestly, he should in addition to<br />

any other liabilities Civil or Criminal arising out of the contract be liable to pay a<br />

penalty equivalent to five times the price of the materials on stock according to<br />

the stipulated rates and the penalty so imposed shall be recovered from any sum<br />

that may then or at any time thereafter become due to the contractor or from his<br />

security.<br />

13 The contractor should be fully liable to indemnify the Corporation for payment of<br />

any compensation under Workmen's Compensation Act-V-III of 1923 on account<br />

of the workmen being employed by him and the full amount of compensation paid<br />

will be recovered from the contractor.<br />

14 Every tenderer must examine the detailed specification of Orissa before<br />

submitting his tender. The right is reserved without impairing the contract to<br />

make such increase or decrease in the quantities or items of work mentioned in<br />

the schedule attached to the tender notice as may be considered necessary to<br />

complete the work fully and satisfactorily. Such increase shall in no case<br />

invalidate the contract rates. It shall be definitely understood that the<br />

Corporation does not accept any responsibility for the correctness or<br />

completeness of the quantities shown in the schedule. The schedule is liable to<br />

alteration by omissions or additions or deductions and such omissions/ deductions<br />

shall in no case invalidate the contract and no extra monetary compensation will be<br />

entertained.<br />

15 Engineer contractors desirous to avail the facility of exemption of EMD are<br />

required to submit affidavit to the effect that he/she has not yet availed this<br />

facility for more than two works during the current financial year. The name of<br />

work for which and the authority to whom the tenders have been submitted, must<br />

be mentioned in the affidavit failing which the tender will be rejected. Exemption<br />

of EMD will be entered in the original Registration Certificate of the Engineer<br />

Contractor at the time of participating in the tender. Hence the Engineer<br />

Contractor or his authorized representative has to produce the original license for<br />

necessary entry within 2 days of opening of the tender.<br />

16 The agency should produce work experience of the similar nature of the work and<br />

produce the certificate regarding completion of similar works during the last five<br />

financial years.<br />

17 The agency should use all building materials such as reinforcement, sand etc. free<br />

from corrosion/corrosive materials etc. No extra payment will be made for such<br />

purpose by O.T.D.C. Ltd.<br />

18 Orissa Detailed Standard Specification will be followed during execution of work.<br />

19 All materials including those issued direct to the work will be received by the<br />

contractor from the respective Store of the Corporation in the sizes as per<br />

availability of stock. After issue, it will be the contractor's responsibility for<br />

transportation, storage, handling, safe custody and proper upkeepment of<br />

materials. The rate of the contractor should include all the incidental charges<br />

required after the issue of material from Corporation store till its utilisation in<br />

the work and return of surplus and good materials at the issuing store.<br />

The contractor will have to bear the cost of straightening, cutting, jointing,<br />

welding etc. of all steel reinforcement and structural and no cut pieces less than<br />

1(one) meter length will be accepted. After completion of the work the contractor<br />

has to return all surplus and good materials at the issuing store at his own cost<br />

failing which the cost of the unutilized balance Corporation materials and such<br />

other damaged materials not receptacle to the Corporation would be recovered<br />

from him at 5 (five) times the stock issue rates.<br />

20 All reinforced cement concrete work should conform to Orissa Detailed Standard<br />

Specification and should be of grade M-150/200 with 12mm. Size black hard<br />

crusher broken granite stone chips (20mm. Size not to exceed 25%) having a<br />

minimum compressive strength (in work test) 150kg/200kg/cm 2 in 15 cm. cubes at<br />

28 days after mixing and tests conducted in accordance with IS 456 and IS 516.<br />

21 Shuttering and centering shall be with seasoned Sal wood planks the inside of<br />

which shall be lined with suitable sheeting and made leak-proof and water tight or<br />

alternatively steel shuttering and centering may be used.<br />

22 The selected contractor may take delivery of supply of materials according to his<br />

need for the work issued by the Engineer-in-charge of the work. The contractor<br />

shall make all arrangements for proper storage of materials. But no cost for<br />

raising shed for the storage of materials and pay of watchmen etc. will be borne<br />

by the Corporation. These are all to be borne by the Contractor. The Corporation<br />

is not responsible for considering the theft of materials at site. It is<br />

contractor's risk. Under any such plea if the contractor stops the work he shall<br />

have to pay the penalty as per the clauses of the contract.<br />

23 For the purpose of jurisdiction in the event of dispute if any contract should be<br />

deemed to have entered into within the State of Orissa and it is agreed that,<br />

neither party to the contract nor the agreement will be competent to bring a suit<br />

in regard to the matters covered by this contract at any place outside the State<br />

of Orissa.<br />

24 After the work is finished, all surplus materials and debris are to be removed by<br />

the contractor and preliminary works such as vats, mixing platforms, etc. are to be<br />

dismantled and all the materials are to be removed from the site. No extra<br />

payment will be made to the contractor on this account. The rate quoted should<br />

be inclusive of all these items. The ground upto 15 meter shall be cleared and<br />

rough dressed.<br />

25 The contractor shall not interfere with the execution of water supply or electrical<br />

fittings arrangements and any other works entrusted to any other agency by the<br />

Corporation at any time during the progress of work.<br />

26 The Corporation will have the right to inspect the scaffolding and centering made<br />

for the work and can reject partly or fully such structures if found defective in<br />

their opinion.<br />

27 The Contractor will have to arrange for water supply for all works and made<br />

sanitary arrangements at his own cost for his Labour camps. The contractor has<br />

to arrange adequate lighting arrangements for night works whenever necessary at<br />

his own cost.<br />

28 Bailing out water from the foundation either rain water or sub-soil water if<br />

necessary should be borne by the contractor. No payment will be made for<br />

benchmarks, level pillars profiles and benching and leveling ground where required.<br />

The rates quoted should be for finished items of work inclusive of these incidental<br />

items of work.<br />

29 All the quantities mentioned in the schedule are combined for ground floor and<br />

multi-floors in case of multistoried building and the rates should be through for<br />

the same.<br />

30 Cement concrete in roof slabs, beams and wherever prescribed by the Engineer-incharge<br />

shall be machine mixed and vibrated, and the contractor should arrange his<br />

own concrete mixers, vibrators, and pumps etc. for the purpose.<br />

31 It should be understood clearly that no claims whatsoever will be entertained.<br />

32 The tenderer shall have to abide by the C.P.W. Safety Code introduced by the<br />

Govt. of India, Ministry of Works, Housing and Supply in their standing orders<br />

No.44250 dt.25.11.57.<br />

33 The contractor will abide by the Fair Wages clause as introduced by the<br />

Government.<br />

34 The Corporation have the right to supply at any time in the interest of work any<br />

Corporation materials to be used in the work in addition to those mentioned in the<br />

clause 13 and the contractor shall use such materials without any controversy or<br />

dispute on that account. The rates of the materials will be at the stock issue<br />

rates fixed by the Corporation or market rates whichever is higher.<br />

35 The contractor will be responsible for the loss or damage if any of Corporation<br />

materials supplied to him under clauses 13 and 30 during execution of the work<br />

due to reasons whatsoever and the cost of such materials will be recovered from<br />

him at the prevailing stock issue rates or market rates whichever is higher.<br />

36 CONTRACTOR'S TOOLS & PLANT AND SUPPLY OF DEPARTMENTAL TOOLS &<br />

PLAT TO CONTRACTORS.<br />

The contractor should arrange at his own cost necessary tools and plant such as<br />

Pumps, Vibrator, Concrete mixer etc. required for the efficient execution of the<br />

work and rates quoted should be inclusive of the running charges of such plant and<br />

cost of consumables.<br />

37 The contractor will have to submit to the Sr.Divisional Manager (BP)-I, O.T.D.C.<br />

Ltd. monthly return of labour both skilled & un-skilled employed by him on the<br />

work.<br />

38 The tenderers are required to go through each clause of Corporation contract<br />

form carefully in addition to clauses mentioned herewith before tendering.<br />

39 No part of the contract shall be sublet without written permission of the<br />

Sr.Divisional Manager (BP)-I O.T.D.C.Ltd., Bhubaneswar or transfer be made by<br />

power of attorney authorising others to receive payment on the contractor's<br />

behalf.<br />

40 No tender documents will be sold to the intending, tenderers after the last date<br />

stipulated for selling of Tender papers.<br />

41 If any further necessary information is required, Sr.Divisional Manager (BP)-I,<br />

O.T.D.C. Ltd., Bhubaneswar will furnish such but it must be clearly understood that<br />

tenders must be received in order and according to the instructions.<br />

42 Bags and weight of one cubic metre of cement being taken, as 14.42 quintals.<br />

43 In the event of any delay in the supply of Departmental materials or supply of<br />

detailed structural designs for unavoidable reasons, reasonable extension of time<br />

will be granted on the application of the contractor. But no claim for monetary<br />

compensation will be entertained under any circumstances.<br />

44 No contractors will be permitted to furnish their tender in their own manuscript<br />

papers.<br />

45 SAMPLE OF MATERIALS:<br />

Every tenderer is expected before quoting his rates to inspect the site of<br />

proposed work. He should also inspect the quarries and satisfy himself about the<br />

quality, availability of materials, medical aids, labour and foodstuffs etc. and the<br />

rates may be inclusive of all these items of work. In every case the materials must<br />

comply with the relevant specification and samples of materials in sealed bag may<br />

be submitted along with the tender for approval of the Sr.Divisional Manager (BP),<br />

O.T.D.C.Ltd.<br />

46 O.T.D.C.Ltd. Will not however, after acceptance of contract rate, pay any extra<br />

charges for lead or for any other reason in case the contractor is found later on<br />

to have mis-judged the materials available.<br />

47 All fittings for doors and windows if supplied by the Contractor should be of best<br />

quality and should be got approved by the Engineer-in-charge before they are used<br />

on the work<br />

48 EXTRANEOUS CONDITION:<br />

The tenders containing extraneous conditions not covered by the tender call notice<br />

are liable for rejection.<br />

49 VALIDITY<br />

All tenders received will remain valid for a period of ninety days from the date of<br />

receipt of tenders and validity of tender can also be extended if agreed to by the<br />

contractor and the Corporation.<br />

50 After completion of the work the contractor shall arrange at his own cost all<br />

requisite equipments for testing building if found necessary and bear the entire<br />

cost of such test.<br />

51 LIST OF WORKS IN HAND, T & P & WORK EXECUTED:<br />

Tenderers are required to submit, (i) list of works in the hand in the following<br />

prescribed proforma 'A', (ii) list of works executed in the prescribed proforma 'B'<br />

and (iii) the list of T & P in the prescribed proforma 'C' along with the tenders.<br />

52 Letters etc. found in the tender box, raising or lowering rates or dealing with any<br />

point in connection with the tender will not be considered.<br />

53 All reinforced cement concrete works should be finished smooth, Extra charges<br />

for plastering if required to any R.C.C. structures like columns, beams, chajjas etc.<br />

shall not be paid.<br />

54 2% of the gross amount of bill will be deducted towards income tax from the<br />

contractor’s bill. Also 4% of the gross amount of the bill will be deducted towards<br />

Sales Tax for all contracts costing Rs.1.00 lakh & more. This will vary as per<br />

prevailing Govt. orders from time to time.<br />

55 1% of the gross amount of bill will be deducted towards CESS from the<br />

contractor’s bill under the Building and other construction worker’s(RE&CS)<br />

Act 1996 vide Lt. NO: 12653 dated 15 th December,2008 of labour<br />

&Employment Dept. Govt. of Orissa.<br />

56 The tenderer shall bear cost of various incidental sundries and contingencies<br />

necessitated by the works falling within the following or similar category.<br />

(a) Rent, royalties and other charges of materials, Octroi duty, all other taxes<br />

including sales tax, ferry tolls, conveyance charges and other costs on<br />

account of land and buildings including temporary buildings required by the<br />

tenderer for collection of materials, storage, housing of staff or other<br />

purpose of the work. No rent however be payable to Corporation for<br />

temporary occupation of land owned by the Corporation at the site of the<br />

work.<br />

(b) Labour camps and huts necessary to a suitable scale including conservancy<br />

and sanitary arrangements thereon to the satisfaction of the local health<br />

authorities.<br />

(c) Suitable water supply including pipe water supply wherever available for the<br />

staff and labourers for the works.<br />

(d) Fees and dues hired by Municipal, Canal and water supply authorities.<br />

(e) Suitable equipments and wearing apparatus for the labourers engaged in<br />

risky operation.<br />

(f) Suitable fencing barriers, signal including paraffin and electrical signal<br />

where necessary at works and approaches in order to protect the public and<br />

employees from accidents.<br />

(g) Compensation including cost of any suit for injury to person or property due<br />

to neglect of any major precautions also sums which may become payable<br />

due to operation of workmen's Compensation Act.<br />

(h) The contractor has to arrange adequate lighting arrangement for night<br />

works wherever necessary at his own cost.<br />

(i) The contractor has to arrange all the building materials including the<br />

equipments required for under reamed pile foundation for starting the work.<br />

57 INTEREST:<br />

Under no circumstances interest is chargeable for the dues or additional dues if<br />

any payable for the work.<br />

58 Special class contractor shall employ under him one Graduate Engineer and two<br />

Diploma Holders belonging to the State of Orissa, like wise 'A' class contractor<br />

shall employ under him one Graduate Engineer or two Diploma Holder belonging to<br />

the State of Orissa. The employment of such Graduate Engineer and Diploma<br />

Holders under the contractor shall be full-time and continuous and they shall not<br />

be superannuated, retired, dismissed or removed personnel from any state Govt.<br />

or Central Govt. service/Public Sector undertaking/Private companies and firms or<br />

be ineligible for appointment to Govt. service. The contractor shall pay them<br />

monthly emoluments, which shall not be less than the emoluments of the personnel<br />

of equivalent qualification employed under the State Govt. of Orissa. The<br />

Sr.Divisional Manager, Building Project may however, assist the contractor with<br />

names of such un-employed Graduate Engineers and Diploma Holders if such help is<br />

sought for by the Contractor.<br />

59 The name of such Engineer personnel appointed by the Contractor should be<br />

intimated to the tender receiving authority along with each tender, as to who would<br />

be supervising the work.<br />

60 Each bill of the Special Class or 'A' class contractor shall be accompanied by an<br />

Employment Roll of the Engineering personnel together with a certificate of the<br />

Graduate Engineer or Diploma Holder so employed by the contractor to the effect<br />

that the work executed as per the bill has been supervised by him. A prescribed<br />

proforma is enclosed herewith for furnishing the required certificate there in<br />

under this clause.<br />

61. He sealed cover should be super-scribed with the material of contents.<br />

62 His quantity/volume of item may alter during construction as per field condition.<br />

63. Wherever there is ambiguity or missing data, the work shall be done as per the<br />

direction of the Engineer-in-charge.<br />

64. The colour of the pole should match with that of the luminary.<br />

65. The interested bidders may visit the site and should be acquainted themselves with<br />

the field activities to be experienced during construction.<br />

66. The delay if any due to other departments such as digging on road etc. shall be the<br />

responsibility of the successful bidder.<br />

67. Separate sheets may be attached if the space is not sufficient in the tender paper.<br />

68 The bidder shall possess electrical license from ELBO, Orissa.<br />

69 Statutory clearance if any from electrical inspector shall be the responsibility of<br />

the successful bidder.<br />

70 Wherever the items appear with a sign (/) both rates shall be quoted.<br />

71 The Contractor shall have to furnish an affidavit about the authentication of<br />

tender documents including bank guarantee at the time of submission of Tender<br />

paper.<br />

5.6. Construction joints :<br />

The concreting shall be done up to construction joints, but while commencing the<br />

work on the cold joints, the aggregates shall be exposed with high pressure water jet or<br />

any other method. It is preferable to expose the aggregates previously i.e. just after the<br />

closer of the work by wire brushing and cleaning. Cleaning may be done be by air water<br />

jetting or any other method.<br />

6. Concrete works.<br />

6.1. Grade of concrete<br />

The grade designation shall be as follows.<br />

a. Ordinary concrete M10, M15 & M20<br />

b. Standard concrete M25, M30, M35, M40, M45, M50 & M55<br />

6.12 Aceptance criteria for concrete (IS : 456-2000, clause-16):<br />

laying work should be manufacturer and factory tested hy7drostatically as per the<br />

relevant I.S. specifications as given below. The CI and DI pipes on DGS&D contract are to<br />

Each pipe shall have cast, stamped or indelibly painted the trade mark of<br />

manufacturer, the nominal dia, class weight, batch number, last two digits of the year of<br />

manufacturer and also with ISI certificate mark. The pipes should bear the stamping of<br />

testing agency like DGS & D in case of CI & DI pipes CIPET in case of PVC pipes etc.<br />

8.3.1. Pipe laying<br />

8.3.2. Laying of cast iron pipes :<br />

Inspection of pipes before laying :<br />

Before laying the pipes and fittings shall be inspected for defects and be rung with<br />

a light hammer, preferably while suspended, to detect cracks. Smearing the outside with<br />

chalk dust helps in the location of cracks. If doubt persists further confirmation may be<br />

obtained by pouring a little kerosene on the inside of the pipe at the suspected spot. If<br />

crack is present, the kerosene seeps thorough and shows on the outer surface. Any pipe<br />

found unsuitable after inspection before laying shall be rejected.<br />

Laying should be done as per IS code of practice 3114 (Third Revision).<br />

a) Depth of Trench – The depth of trench should be less than 900mm<br />

measured from the top of pipe to the surface of ground and not less than<br />

750mm else where.<br />

b) Width of Trench : The width of trench should be 200 mm more on either<br />

side of the external dia of pipe (i.e. External dia of pipe + 2 x 200mm).<br />

Additional width shall be provided at position of sockets and flanges for<br />

jointing.<br />

c) Cover over the pipe- Minimum cover of 1M in recommended under road way<br />

and may be modified to meet the local condition.<br />

8.3.3. Laying and jointing of ductile iron pipes :<br />

The pipes should be laid as per the specification laid down in IS : 12288.<br />

a) Width of Trench :- The width of trench at bottom shall provide not less than<br />

200mm clearance on both sides of pipe (i.e. external dia of pipe + 2x 200mm)<br />

b) Cover over the pipe – In agricultural land the depth should be sufficient to<br />

provide cover not less than 900mm and under a roadway the cover should be<br />

minimum 1.0M.<br />

8.3.4. Laying of welded steel pipes :<br />

The laying should be done as per IS – 5822 (First revision).<br />

a) Width of Trench – The width at the bottom below in the faces should not be<br />

less than 200 mm clearance on either side of the pipes.<br />

b) Cover over the pipe – When the pipeline is under a roadway, a minimum cover of<br />

1.0 Meter should be provided and can be modified to suit the local condition by<br />

taking necessary precaution.<br />

c) Pipe welding :- In case of welding the pipe in the trench, additional excavation<br />

of not more than 600 mm in depth 900mm in length should be provided all round<br />

the pipe at the position of the joints for facility of welding.<br />

d) Coating and wrapping of pipes :- Against internal corrosion, steel pipes are given<br />

epoxy lining or hot applied coal tar/asphalt lining or rich cement mortar lining at<br />

works or the field by centrifugal process. The outer coating for under ground<br />

pipeline may be in cement sand gunniting or hot applied coal tar asphalt enamel<br />

reinforced with fiber glass fabric yarn. Coating and wrapping should be done as<br />

per IS 10221.<br />

8.3.5. Laying of PVC pipes :<br />

Laying and joining of PVC pipes should be done as per IS: 7634 (part – III).<br />

a) Width of trench :- The trench should be as narrow as practicable. As a normal<br />

practice this may be kept from 0.30M over the outside dia or pipe (i..e external dia<br />

of pipe + 30 cum.).<br />

b) Depth of Trench – The depth of trench should be 1.00M from the ground level.<br />

c) The trench bottom where it is rocky and un-even a layer of sand or alluvial earth of<br />

100mm depth should be provided under the pipe.<br />

d) Jointing of pipes : Solvent welding technique offers as easy and ample type of joint<br />

in PVC pipe used spigot and socket type joints. The cement solvent to be used for<br />

jointing should be as per the recommendations of the pipe manufacturer.<br />

8.4. Testing of pipe line after laying (field test pressure).<br />

After laying and jointing, the mains shall be slowly and carefully charged with<br />

water, so that all air is expelled from the main by providing a25mm inlet with a stop cock,<br />

allowed to stand full of water for a few days if time permits, and then tested with<br />

pressure.<br />

The field test pressure to be imposed should be not less than the maximum of the<br />

following.<br />

a) 1.5times the maximum sustained operating pressure.<br />

b) 1.5 times the maximum pipeline static pressure.<br />

c) Sum of the maximum sustained operating pressure and the maximum surge<br />

pressure.<br />

d) Sum of the maximum pipe line static pressure and the maximum equal to the work<br />

test pressure for any pipe fitting in corporate.<br />

9.0. Production wells (large dia tube wells):<br />

9.1. Materials for constructions :<br />

1. Casting pipes should be mild steel or UPVC pipes. Mild steel pipes should<br />

conform to IS :4270 and ASTM-DN-1785. The UPVC pipes should be of<br />

ASTM quality (Sch-40, Sch-80 or Sch-120 depending on site condition) and<br />

should also confirm to IS:2818.<br />

2. Well screens and slotted pipes should conform to IS : 8110. The well<br />

screens may be monometal, bimetal, stainless steel or PVC.<br />

Sufficient opening should be provided for screens and slotted pipes so that 70% or<br />

more of sand grains in the natural aquifer where uniformity co-efficient should range<br />

between 2.0 to 2.50. For soils with uniformly coefficient less than 1.5, pea gravel pack<br />

should be used.<br />

The total area of opening should be such s to maintain on entrance velocity less<br />

than necessary to carry the finest particle of sand that is to be excluded by the screen.<br />

In general, it should be 4 to 6 cm/sec. With the gravel shrouding.<br />

The opening should preferably be ‘V’ shaped.<br />

3. Gravel to be used for shrouding (packing around the casing pipe) should confirm to<br />

IS : 4099. The gravel wall provided may vary in thickness to suit the size and depth<br />

of boring and may vary from 10cm to 25cm but usually 10cm.<br />

9.2. Construction of tube well :<br />

The drilling operation should be taken up with rotary drilling rig. Down the whole<br />

Hammer Rig or Combination Rig depending on type of strata and conforming to IS :2800<br />

(Part-I).<br />

For drilling with rotary drilling rig in soft formations, bentonite powder should be<br />

used in place of local mud as sealing compound to facilitate drilling operation. The casing<br />

pipe and well strainer should be lowered perfectly vertically and well screen should be<br />

properly placed against the aquifers. The casing pipe should be extended to at least 60 cm<br />

above the ground level.<br />

The annular space between the bore and the housing pipe (casing pipe) should be<br />

cement grouted upto at least 5m below ground level to provide a sanitary sealing.<br />

9.3. Testing and development of tube well :<br />

9.3.1. The testing of tube well should be conducted as per IS : 2800 (part-II).<br />

Tube wells are to be tested for plumbness and alignment normally after completion<br />

of drilling but immediately after the housing pipes are installed and prior to<br />

commencement of gravel fitting in the case of gravel shrouded tube well. For wells<br />

encased with pipes less than 350mm dia meter, the verticality of tube well shall have a<br />

deviation not exceeding 10cm per 30 m depth of the tube well and the deviation shall be in<br />

one direction and in one place only.<br />

In the case gravel shrouded tube well, if the pipe assembly is found included in a<br />

start position. It should be pulled in a desired directions to rectify the stantness and<br />

bringing the pipe assembly into permissible limit of verticality.<br />

9.3.2. Development of tubewell :<br />

The object of well development is the removal of silt, fine sand and other such<br />

materials form a zone immediately around the well, screen, there by creating larger<br />

passage in the formation through which water can flow more freely towards the<br />

wells.<br />

Well development includes the operation of flushing, testing and equipping the wells<br />

before they are put into service.<br />

The development should be carried on with an air compressor of suitable capacity<br />

(to develop 7kg to 10kg/Cm 2 and airflow of 2m 3 /min) In accordance with IS : 11189,<br />

and the process should be continued until the stabilization of sand gravel pack and<br />

discharge of clear water is fully assured.<br />

10.2. Inspection of pumps before final acceptance.<br />

1. The name plates of the pump and motor with details like Sl. No.- Head,<br />

Discharge, rpm, HP/KW of motor etc engraved on the name plate should be<br />

clearly verified to confirm within the pumping set is as per the supply<br />

order.<br />

2. Manufacturer’s test report along with laboratory hydrostatic test reports<br />

of the pumps should be verified to know the duty of pump.<br />

3. The supplier should give at lest one copy of specific installation and<br />

operation manual of the pumping sets supplied by them.<br />

4. The field test for pumps should be conducted to confirm the duty of pumps<br />

after ins installation.<br />

10.3. Pump installation<br />

The installation of centrifugal pumps should proceed through five stages in the<br />

following order.<br />

1. Preparing the foundation and locate the foundation bolts.<br />

2. Locating the pump on the foundation bolts, however resting on leveling wedges,<br />

which permit not only easy leveling but also space for fitting the grunt later on.<br />

3. Levelling<br />

4. Grouting<br />

5. Alignment<br />

The foundation should be sufficiently substantial to absorb vibrating and to form a<br />

permanent, rigid support for the base plate.<br />

Alignment of the pump sets should be checked even if they are received aligned by<br />

the manufacturer. The alignment should be proper both for parallelism (by filler gauge)<br />

and for coasiablity (by straight edge or by dial gauge).<br />

During all alignment- checks both the shafts should be pressed hard, over to one<br />

side while talking the readings alignment should also be checked after fastening the piping<br />

and there after periodically during operation.<br />

Submersible pumps with wet type motors should be fitted with water and the<br />

opening should be properly plugged after filling water.<br />

Pumps kept in storage for a long time should be thoroughly cleaned before<br />

installation.<br />

10.4. Testing of pumps :<br />

There are two types of pumps testing.<br />

1. Testing in the shop or laboratory at the manufacturer works.<br />

2. Testing in the field after installation<br />

Every pump must be tested before it is finally accepted. It is necessary for<br />

comparision of specified, predicated and actual performance after installation, relating<br />

to head, discharge power, efficiency and suction requirements centrifugal pumps should<br />

be listed as per IS-9137 (Class ‘C’ code of testing) and IS-11346.<br />

The scheme of testing includes taking readings, doing calculation and plotting of<br />
