Expression of Interest (EOI)
It is proposed to operate a Food Stall (Exclusive Oriya Cuisine) at Pragati
Maidan, New Delhi from 14 th to 27 th November, 2011 during the occasion of
IITF – 2011.
Offers are invited from leading hoteliers of the State / Hotel Management
Institutions to operate and manage the Food Stall.
TERMS OF REFERENCE
1. The approximate Stall size will be 40 Sq. mtr at Pragati Maidan, New Delhi which
will be provided by OTDC free of cost from 14 th to 27 th November, 2011.
2. The firm will exclusively cook and serve hygienic Oriya food / dishes / sweets and
varieties of pithas (Cakes) in the food stall.
3. The menu and dishes are to be categorically specified along with the price by the
firm.
4. The India Trade Promotion Organization (ITPO), New Delhi will allot the stall no
at their discretion & the rent will be borne by Department of Tourism.
5. The firm should have the update VAT registration and shall comply other
statutory request.
6. The firm shall have to comply the terms and conditions as will be specified by
ITPO authority at his own cost.
7. The cooks to be deployed should be trained and having experience in cooking
Oriya cuisine.’
8. The staff should be on uniform while on duty and must have identity proof.
9. The firm should submit update IT clearance.
10. The firm must submit an EMD of Rs.20,000/- in shape of D.D. drawn on any
Nationalized Bank favouring Managing Director, OTDC Ltd., Bhubaneswar.
11. The unsuccessful bidders will get back their EMD soon after the tender process
is over.

12. If the selected bidder fails to operate the food stall at any point of time
irrespective of any reason the EMD will be forfeited without making any
correspondence.
13. The firm will give details of the menu of Oriya dishes /sweets / pithas along with
the price for sale in the food stall.
14. The operator has to bear all operational expenditures taxes & duties excluding
space rent.
15. The operator may fix menu price and can enjoy the entire revenue.
Bid Selection Criteria
Offers are now invited from the interested parties in two Parts i.e. one is
Prequalification Bid and another is Price Bid separately in two sealed covers. OTDC will
shortlist eligible parties based on the eligibility criteria mentioned below and final
selection shall be made from the short listed parties by a Committee constituted fro the
purpose.
Eligibility Criteria for Pre-Qualification Bid:-
a) The applicant should be a company / partnership firm duly incorporated /
proprietorship firm registered in India for carrying out catering / food &
beverages services / hospitality business.
b) The applicant should have minimum 3 years experience in catering / food
& beverages service / hospitality business in India with modern kitchen
equipments and service equipments.
c) Valid VAT Registration & PAN Card.
The operator is required to pay a lump sum amount to OTDC for providing the
facilities. The amount to be paid to OTDC shall be the Bid selection criteria.
Interested firms / organizations may send their application along with the required
details and their quote in a sealed envelope marked as “Expression of Interest for
operation of Oriya Food Stall at IITF - 2011” at the address mentioned below so as to
reach this office on or before 27.10.2011 by 2.00 P.M. and will be open on the same
day at 4.00 P.M. in presence of the Bidders or their authorized representatives.

Format of Financial Bid
We undertake pay a lump sum amount of Rs._____________to OTDC for
allowing the space measuring 40 sqm. in Pragati Maidan, New Delhi from 14 th to 27 th
November, 2011 for operating a Food Stall (Odishi).
Signature of the Operator
Note :
1) OTDC reserves the right to cancel the process at any time without assigning any
reason whatsoever.
2) Applications received after the due date and time shall not be entertained.
3) OTDC shall not be responsible for any postal delays and loss.
4) Incomplete applications received shall not be considered.
