1.9 Procurement Process<br />

The Request<br />

The PCJ, through this Request for Proposals is inviting proposals for Waste to<br />

Energy solutions from companies that have made Waste to Energy their business<br />

and has over the years built and operated these facilities on a commercial basis.<br />

PCJ is now seeking an experienced and professional waste to energy provider to<br />

be the lead partner in the design, installation and operation of Waste to energy<br />

plants in the vicinity of the following sites on a turn key basis:<br />

• A new site to the west of Riverton Disposal Site in St. Andrew<br />

• A new site in the parish of St. James<br />

The capacity of the plant proposed for each location will be a function of the<br />

technology offered and based on the guaranteed throughput of MSW indicated<br />

for each location.<br />

Proposers should indicate the outputs in capacity, that they are willing to<br />

guarantee based on the technology being used. This guarantee will be based on<br />

the waste characteristics and volumes indicated in this document, resulting from<br />

independent due diligence or experience from industry exposure. All<br />

assumptions must be clearly stated in a format that is reproducible and allows for<br />

analysis and input / output variations.<br />

The Process<br />

For this solicitation, proposers are invited by PCJ to submit a proposal if in their<br />

estimation they have the ability to respond positively to the request.<br />

Proposals are invited from these firms for technologies that have been tried,<br />

tested and proven and that have a record of successful commercial operations for<br />

in excess of two years. To demonstrate this technology the proposer shall<br />

provide one year’s operational data on a reference WTE facility which operates<br />

at least at 50 percent of the capacity of the facility proposed.<br />

The proposal being submitted must conform to the format outlined in this<br />

Request for Proposal.<br />
