<strong>Of</strong>fice of the Prime Minister<br />

The Mission of the <strong>Of</strong>fice of the Prime Minister (OPM) is to provide leadership and<br />

strategic planning to ensure effective governance; develop and coordinate policies in<br />

keeping with national goals for economic and social development; galvanize the entire<br />

nation to achieve these goals; and give effective management to the respective subject<br />

areas for which it holds portfolio responsibility. The OPM is responsible for Inner City<br />

Renewal, Planning, Development Projects (including Anti-Crime Social Interventions),<br />

National Defense and other developmental areas/projects. The Department of Local<br />

Government which reports directly to the OPM is responsible for the National Solid<br />

Waste Management Authority along with municipal parks and beautification projects.<br />

Ministry of Finance & the Public Service<br />

The Ministry of Finance and the Public Service plays a critical role by providing the<br />

necessary financial and economic policy framework and allocating resources to<br />

facilitate the provision of public services. The Ministry’s Mission is to pursue the<br />

economic and social policies that foster sustainable development in the national<br />

economy. The main objectives of the Ministry are to:<br />

• Create the environment that will promote sustainable economic development,<br />

• Effectively regulate financial institutions,<br />

• Effectively manage public finance to deliver cost-effective Public Services and<br />

• Provide the conditions of service that will produce satisfied clientele.<br />

The Scientific Research Council (SRC)<br />

The GOJ established the Scientific Research Council (SRC) in May 1960 to coordinate<br />

research and promote its application nationally. Most of the Council’s projects support<br />

the growth and development of the agro-industrial sector through research, adaptation of<br />

available technologies, creation of new and appropriate technologies and the provision<br />

of training and technical assistance.<br />

<strong>Jamaica</strong> currently has over one hundred (100) biogas plants installed that utilize animal<br />

manure for cooking, electrical energy conversion, and heating for farms and households.<br />

Since 1993, about 10 Biodigester Septic Tanks (BSTs) have been installed for on-site<br />

treatment of domestic sewage in single households and housing complexes. The<br />

College of Agriculture, Science and Education (CASE) has installed a biogas and solar<br />

hybrid system to demonstrate the viability of waste to energy technology to their<br />

students.<br />
