2. Regional and Community Sustainability 2.1 Yorke/Mid North Regional Planning Forum • Outcome summary from 2012 regional planning forum tabled. • Key issues arising from the day included population attraction for the region; Government commitment to the region; Improving government planning and decisionmaking processes relating to the region; Opportunities to grow and value add to local industry in the region; Environmental considerations and balancing competing landuses and needs; Skills and education; Local and regional leadership and Infrastructure. Motion: That the Central Local Government Region notes the outcomes of the 2012 Yorke/Mid North Planning Review Forum. Moved: Northern Areas (Browne) Seconded: Light (Rohrlach) CARRIED 2.2 Regional Development Australia • Noted current State Government funding commitment to Regional Development Australia to cease mid 2013. • Federal funding has been extended until 2016, and increased. • Certainty of State funding required in coming months, otherwise RDA's will need to commence wind-up. Motion: That the Central Local Government Region work with member Councils and other regional associations to develop a strategy to engage the State Government with a view to securing an ongoing commitment to the Regional Development Australia boards. Moved: Goyder (Mattey) Seconded: Copper Coast (Thomas) CARRIED 2.3 Local Government Association Growing Country Communities Policy • Response to the LGA Discussion Paper tabled. • Targeted feedback sought to date. Considered by Council CEO's forum. • Recommending a substantial consolidation of targets and re-write of the paper and closer involvement by regional councils and associations. Motion: That the Central Local Government Region response to the draft LGA Discussion paper on partnering with local government to deliver regional outcomes be received and endorsed. Moved: Northern Areas (Browne) Seconded: Wakefield (Ottens) CARRIED 2.4 Water Resources • Update tabled, noting advice from Water Technical support on progress. • Minutes of Water Committee also tabled. • Noted feedback to draft Stormwater Management Agreement has been extended. Will be significant implications for rural councils and townships. Motion: That the Central Local Government Region: • commit up to $30,000 towards continued water technical support through Karla Billington/Darren Willlis (Natural Logic) for the 2012/13 year. • provide a response to the Agreement on Stormwater Management in South Australia - Local Government Association of South Australia – Consultation Draft, particularly focusing on the implications for rural Councils. Moved: Goyder (Mattey) Seconded: Port Pirie (Johnson) CARRIED Action: Forward Stormwater Management Agreement response to Councils and raise concerns at SAROC. 2.5 Roads and Transport • Report tabled. • Noted recommendation from Transport Committee to contribute funding to the development of a regional transport/freight strategy with RDA. • Submission to Special Local Roads funding lodged with Local Government Transport Advisory Panel. Regional assessment process continuing to work well. 3 38
Motion: That the Central Local Government Region: 1. commit funding of up to $10,000 towards the Regional Development Australia Yorke/Mid North Regional Freight & Transport Strategy. 2. Receive the minutes of the Central Region Transport Committee meeting held 23 rd April 2012 3. Endorse the recommendation of the Central Region Executive Committee approving lodgement of the regional submission to the 2012/13 round of Special Local Roads. Moved: Light (Rohrlach) Seconded: Barunga West (Dolling) CARRIED 2.6 Climate Change • Update tabled. • Noted project to be featured at national climate change research conference in late June. 2.7 Waste Management • Progress report tabled. • Noted recent forums regarding carbon tax implications for landfill charges – Coordinator reports circulated to Councils. Motion: That the minutes of the Central Region Waste Committee meeting held 24 th February 2012 be received and; that the Central Local Government Region note the Waste Coordinator progress report.. Moved: Orroroo Carrieton (Parkyn) Seconded: Mt Remarkable (Wauchope) CARRIED 2.8 Coastal Councils • Report tabled. • Minutes from Coastal Councils meeting also tabled. • Meeting recommending an increase in Central Region funding allocation to coastcare, based on management fee accrued from previous project activity. Motion: That the Central Local Government Region: • Endorse a budget allocation of up to $10,000 towards continuation of the Coastcare Officer. • Receive the draft proposal for partnership funding for the Coastcare Officer role and authorise the Coastal Councils Group to finalise the proposal and seek a delegation to present this to the Northern & Yorke Natural Resource Management Board. • Receive the minutes of the Coastal Councils Group meeting held 7 th May 2012. Moved: Clare & Gilbert Valleys (Aughey) Seconded: Barunga West (Dolling) CARRIED 2.9 Windfarm Project • Report tabled, noting recommendations from Project Steering Committee. • Several meetings with State and Federal members of parliament held. • Workshop with wind industry to follow meeting. Motion: That: 1 The minutes of the Windfarm Steering Committee held 18 th April 2012 be received. 2 The Central Local Government Region: • provide a submission to the State Parliament Select Committee on windfarms, and encourage individual Councils similarly; • seek involvement by Adelaide University researchers in meeting with EPA regarding windfarm noise and presentation to the Country Planners Association; • forward correspondence to SAFF and the NRM board seeking support for landholders engaging with wind developers regarding their responsibilities; • Endorse the appointment of Mr John Brak to the Windfarm Steering Committee vacancy.
