3.5 SAROC and State Executive Delegates Report
• Outcomes from the March 2012 meetings of the LGA State Executive and SAROC Committees
tabled.
3.6 Local Government Association Update
• Update to the meeting by Mr Chris Russell tabled.
• Key issues in relation to Roads to Recovery Funding and early payment of Financial
Assistance Grants by Commonwealth; Coroner's inquiry – tree limb death in Burnside;
implications of Carbon tax on Councils; ICAC; governance amendments and year of
procurement activities.
3.7 Office of State/Local Government Relations Update
• Update to the meeting by Mr Mick Petrovski.
• Highlighted key issues including Governance discussion paper, noting changes to power
of Ombudsman expanded to consider broader behaviour issues by Elected Members and
also power to investigate Councils.
• Code of Conduct – to also apply to staff, similar concept to public service.
• Feedback sought on behavioural issues within Councils – options and ideas to manage
this.
• State/Local Government Agreement to be renegotiated around 7 priorities of
government, along with constitutional recognition and governance arrangements.
• Also considering a consolidation of all memorandums of understanding/agreements.
• Regional Planning Forums – Department will sponsor these activities and take a leading
role in ensuring relevant agencies participate.

• Report tabled.
• Noted region has received audit committee exemption until December 2012, with extension
to only be considered following appropriate review of internal controls.

• Project account summary tabled.
• Quarterly financial reports tabled.
