Sharing of Power and Resp<strong>on</strong>sibility<br />
3.10. The members of a council, when it is established and <strong>on</strong> an annual<br />
basis after that, are required to select a councillor to act as chair of<br />
the council; they may also choose to select another councillor as<br />
vice-chair. They will also select individual members to take <strong>on</strong> the<br />
roles of chair and vice-chair of any committees that they create to<br />
have resp<strong>on</strong>sibility for specific issues. In additi<strong>on</strong>, a number of<br />
public bodies appoint councillors to their management boards, and<br />
in so doing, seek nominati<strong>on</strong>s from the relevant councils.<br />
3.11. To ensure that power and resp<strong>on</strong>sibilities are shared am<strong>on</strong>gst<br />
elected members, it is proposed that a number of methods should<br />
be available to councils for the allocati<strong>on</strong> of these key positi<strong>on</strong>s<br />
