for service delivery and performance improvement. Councils will be<br />

required to publish their performance indicators in this plan. This<br />

would enhance local accountability and enable comparis<strong>on</strong>s to be<br />

made between councils.<br />

5.11. It is proposed that the Department should be able to specify the<br />

elements that must be included within a corporate plan and the<br />

associated improvement plan, and to issue guidance <strong>on</strong> the form<br />

and c<strong>on</strong>tent of plans, including the manner in which they should be<br />

published.<br />

5.12. This should ensure that a council’s corporate and improvement<br />

plans achieve three primary aims:<br />

• to summarise how successful the council was in meeting its<br />

objectives and performance targets for the previous year;<br />

• to inform local people of the council’s performance targets for the<br />

following year and future years; and<br />

• to set out the council’s progress in meeting any l<strong>on</strong>ger term<br />

targets and, where it is not <strong>on</strong> course to meet them, to give an<br />

outline of what acti<strong>on</strong> it is taking to remedy the situati<strong>on</strong>.<br />

The informati<strong>on</strong> to be reported in the plan would also enable<br />

comparis<strong>on</strong>s to be made between councils.<br />
