Transparency<br />
3.26. Secti<strong>on</strong> 23 of the <str<strong>on</strong>g>Local</str<strong>on</strong>g> <str<strong>on</strong>g>Government</str<strong>on</strong>g> Act (Northern Ireland) 1972<br />
provides that, subject to certain c<strong>on</strong>diti<strong>on</strong>s, every meeting of a<br />
council shall be open to the public. To ensure the c<strong>on</strong>tinued<br />
transparency of the decisi<strong>on</strong>-making process and take account of<br />
the proposed new structures, these provisi<strong>on</strong>s will be updated to<br />
provide for improved access to council meetings and documents.<br />
3.27. In additi<strong>on</strong> to updating the provisi<strong>on</strong>s in relati<strong>on</strong> to the transparency<br />
of the decisi<strong>on</strong>-making process, the Department proposes that a<br />
council will be required to prepare and publish a c<strong>on</strong>stituti<strong>on</strong> that<br />
sets out details of how it operates. This c<strong>on</strong>stituti<strong>on</strong> would provide<br />
details of:<br />
• the council’s decisi<strong>on</strong>-making structures and how decisi<strong>on</strong>s are<br />
reached;<br />
