Should councils be required to publish community plans for<br />

their districts, and to review these as necessary?<br />

6.7. Experience in the other jurisdicti<strong>on</strong>s would indicate that delivering<br />

<strong>on</strong> the potential of community planning will present a range of<br />

challenges for district councils and the Department would therefore<br />

propose to issue detailed guidance to support the effective<br />

operati<strong>on</strong> of the flexible approach that is being put forward.<br />

Do you agree that the Department should be able to issue<br />

guidance to support community planning, and in relati<strong>on</strong> to<br />

the format and c<strong>on</strong>tent of a council’s community plan?<br />

Power of Well-Being<br />

7.1. The transfer of resp<strong>on</strong>sibility for the delivery of a range of new<br />

functi<strong>on</strong>s, and the introducti<strong>on</strong> of the community planning process<br />

will enable councils to begin addressing the needs and aspirati<strong>on</strong>s<br />

of local communities. However, councils can <strong>on</strong>ly do what<br />

legislati<strong>on</strong> enables them to do. In resp<strong>on</strong>ding to issues that may be<br />

identified through community planning, a council may wish to take<br />

an acti<strong>on</strong> that is not specifically provided for in legislati<strong>on</strong>. In order<br />
