4.16. As indicated above, the Department proposes that the duties of the<br />
Commissi<strong>on</strong>er should be extended in relati<strong>on</strong> to the new ethical<br />
standards framework and that the Commissi<strong>on</strong>er should receive all<br />
complaints of alleged breaches of the Code. We would propose<br />
that the Commissi<strong>on</strong>er’s Office should investigate more serious,<br />
complex or high profile cases and should report and make<br />
recommendati<strong>on</strong>s <strong>on</strong> the outcome of the investigati<strong>on</strong>. Where a<br />
breach of the Code has occurred, the Commissi<strong>on</strong>er would also<br />
adjudicate <strong>on</strong> what sancti<strong>on</strong> is to be taken against the councillor or<br />
co-opted member. The Commissi<strong>on</strong>er would also facilitate the<br />
hearing of any appeals relating to cases that have been adjudicated<br />
<strong>on</strong> by a council standards committee (see paragraph 4.24).<br />
