SERVICE PROVIDER NUMBER PORTABILITY<br />

This Long Run Incremental Cost (LRIC) study is being provided to<br />

support Service Provider Number Portability.<br />

The Long Run Incremental costs presented in this study are volume<br />

sensitive. Service Provider Number Portability has no volume<br />

insensitive costs.<br />

Service Provider Number Portability allows Alternative Local Exchange<br />

Carriers (ALECs) to offer number portability to their customers. ALEC<br />

customers retain their original BellSouth directory number while<br />

remaining at the same location and subscribing to a ALEC for their<br />

local telephone service.<br />

Recurring costs presented in this study are directly assigned,<br />

incremental and levelized to be appropriate for the 1996-1997 study<br />

period. The arrangements outlined in these studies are interim<br />

solutions to the number portability problem. The deployment of AINbased<br />

number portability is currently scheduled to begin deployment in<br />

1998. Nonrecurring costs follow the same convention and represent<br />

1996-1997 level costs also. These costs are developed by using 1995 -<br />

level incremental loadings, annual cost factors, and directly assigned<br />

labor rates.<br />
