In April 1935 the trustees specifically designated
public administration one of the fields of
concentration within the social science program,
and approved in general terms its development
through the 'support of research projects and
training programs designed to promote the
recruitment and education of better qualified
government personnel within the United States.
In furthering this program in the year 1935,
six grants were made totaling $1,378,000. The
largest of these went to another foundation—
$1,000,000 to the Spelman Fund of New York
to be used at the discretion of the Fund's
trustees in the general program of providing im-
