It is anticipated that there will be no difficulty
in having local fellows absorbed into the type of
work for which they are being trained. While the
quantity of local fellowships is considerable, the
question of quality is being stressed, as the attempt
is to give these fellowships to men
and
women who
will be capable of assuming a fair
amount of responsibility from the start.

with the China Program, $15,000 having been appropriated
