General Program
The year 1935 was a significant one in the history
of the public health work of The Rockefeller
Foundation, since it marks more sharply than
any other year the shift in program from the old
to the new. This transition has not been an
abrupt one. It began some five or six years ago
and is not yet wholly ended, but, in general, 1935
may be considered as marking the completion of
one phase of the work.
The dominant feature of the former worldwide
program was the creation and development
of technically competent local, state, and national
health services. This was the outcome of
the still earlier hookworm work, which led to an
interest in the formation of well-rounded health
departments which would include the control of
hookworm disease and similar types of public
health work as an integral part of their regular
health-protection programs, In the majority of
countries in which the Foundation has been
active, demonstrations have now been made to
