• no <strong>in</strong>creases <strong>to</strong> fee range levels and decreases <strong>to</strong> fee ranges <strong>for</strong> Group 4 Level 1, and<br />

Group 3d Level 2 and 3 <strong>bodies</strong>;<br />

• extension of <strong>the</strong> criteria <strong>which</strong> enable <strong>the</strong> responsible M<strong>in</strong>ister and M<strong>in</strong>ister of State<br />

Services <strong>to</strong> consider exceptional fees between <strong>the</strong>m without reference <strong>to</strong> APH and<br />

Cab<strong>in</strong>et;<br />

• clarification of fee levels <strong>for</strong> <strong>in</strong>dependent <strong>members</strong> of sub-committees;<br />

• o<strong>the</strong>r amendments <strong>in</strong>clud<strong>in</strong>g amend<strong>in</strong>g <strong>the</strong> <strong>for</strong>mat of <strong>the</strong> document, clarify<strong>in</strong>g that<br />

under <strong>the</strong> Framework 8 hours make up a day, and updat<strong>in</strong>g <strong>the</strong> tax advice.<br />

6 Under <strong>the</strong> previous Framework, proposals <strong>to</strong> <strong>in</strong>crease fees by 10% or more were regarded as<br />

substantial and referred <strong>to</strong> <strong>the</strong> responsible M<strong>in</strong>ister and M<strong>in</strong>ister of State Services <strong>for</strong><br />

consideration as an exception. Cab<strong>in</strong>et has agreed, given <strong>the</strong> current economic situation<br />

and until fur<strong>the</strong>r notice, that any proposed <strong>in</strong>creases <strong>to</strong> fees should be referred <strong>to</strong> <strong>the</strong><br />

responsible M<strong>in</strong>ister and M<strong>in</strong>ister of State Services <strong>for</strong> consideration as an exception. You<br />

are strongly encouraged <strong>to</strong> have early discussions with <strong>the</strong> State Services Commission about<br />

any proposed fee <strong>in</strong>creases.<br />

7 Where <strong>the</strong> re-classification of a body results <strong>in</strong> a lower applicable fee range, Cab<strong>in</strong>et has<br />

agreed that <strong>the</strong> current fee level may be “grand-parented” until a suitable time arises <strong>to</strong> pay<br />

fees with<strong>in</strong> <strong>the</strong> range, such as when new appo<strong>in</strong>tments are made.<br />

8 M<strong>in</strong>isters and chief executives are asked <strong>to</strong> ensure that all staff <strong>in</strong>volved <strong>in</strong> appo<strong>in</strong>tments <strong>to</strong><br />

<strong>bodies</strong> covered by <strong>the</strong> Framework are familiar with <strong>the</strong> requirements of this circular. It<br />

should be read <strong>in</strong> conjunction with <strong>the</strong> Cab<strong>in</strong>et Office Guide <strong>to</strong> Cab<strong>in</strong>et and Cab<strong>in</strong>et<br />

Committee Processes (CabGuide), <strong>the</strong> SSC Board Appo<strong>in</strong>tment and Induction Guidel<strong>in</strong>es,<br />

and CO (99) 12 “Guidance <strong>for</strong> Members of Statu<strong>to</strong>ry, Commercial and o<strong>the</strong>r Bodies<br />

Appo<strong>in</strong>ted by <strong>the</strong> Crown”.<br />
