• no increases to fee range levels and decreases to fee ranges for Group 4 Level 1, and
Group 3d Level 2 and 3 bodies;
• extension of the criteria which enable the responsible Minister and Minister of State
Services to consider exceptional fees between them without reference to APH and
Cabinet;
• clarification of fee levels for independent members of sub-committees;
• other amendments including amending the format of the document, clarifying that
under the Framework 8 hours make up a day, and updating the tax advice.
6 Under the previous Framework, proposals to increase fees by 10% or more were regarded as
substantial and referred to the responsible Minister and Minister of State Services for
consideration as an exception. Cabinet has agreed, given the current economic situation
and until further notice, that any proposed increases to fees should be referred to the
responsible Minister and Minister of State Services for consideration as an exception. You
are strongly encouraged to have early discussions with the State Services Commission about
any proposed fee increases.
7 Where the re-classification of a body results in a lower applicable fee range, Cabinet has
agreed that the current fee level may be “grand-parented” until a suitable time arises to pay
fees within the range, such as when new appointments are made.
8 Ministers and chief executives are asked to ensure that all staff involved in appointments to
bodies covered by the Framework are familiar with the requirements of this circular. It
should be read in conjunction with the Cabinet Office Guide to Cabinet and Cabinet
Committee Processes (CabGuide), the SSC Board Appointment and Induction Guidelines,
and CO (99) 12 “Guidance for Members of Statutory, Commercial and other Bodies
Appointed by the Crown”.
