Provides expert counsel and advice direct <strong>to</strong> M<strong>in</strong>isters, Government<br />

Department CEO’s and/or multi-agency task <strong>for</strong>ces on technical or<br />

major policy issues, where issues are of strategic importance. At this<br />

level <strong>the</strong> body would be expected <strong>to</strong> be proactive <strong>in</strong> identify<strong>in</strong>g<br />

emerg<strong>in</strong>g issues and contribut<strong>in</strong>g <strong>to</strong> policy direction and <strong>to</strong> <strong>in</strong><strong>for</strong>m <strong>the</strong><br />

Government’s agenda<br />

Exercises regula<strong>to</strong>ry/discipl<strong>in</strong>ary powers at <strong>the</strong> <strong>in</strong>dividual/professional<br />

level. This will <strong>in</strong>clude <strong>the</strong> power <strong>to</strong> impose f<strong>in</strong>es and suspend or<br />

prohibit professional practice by <strong>the</strong> <strong>in</strong>dividual. (NB: This would<br />

<strong>in</strong>clude an <strong>in</strong>dividual corporate member.)<br />

Provides a broad range of advice on technical and/or policy issues<br />

(multi outputs) <strong>to</strong> a Department/CEO where issues affect Government<br />

policy.<br />

Provides ad hoc advice <strong>to</strong> a Department/M<strong>in</strong>ister on m<strong>in</strong>or matters.<br />

Generally a limited focus at a s<strong>in</strong>gle output level.<br />

The development of new concepts is<br />

required <strong>to</strong> f<strong>in</strong>d <strong>in</strong>novative and<br />

little or no external guidance (NZ or<br />

<strong>in</strong>ternationally) <strong>to</strong> aid resolution of<br />

<strong>the</strong>se issues.<br />

The development of new policy or<br />

advice is required where <strong>the</strong> issues<br />

are complex, multi-dimensional and<br />

<strong>in</strong>volve substantial research,<br />

consideration of possible alternatives<br />

and <strong>the</strong>ir consequences. The body<br />

may commission research or utilise<br />

<strong>the</strong> f<strong>in</strong>d<strong>in</strong>gs <strong>to</strong> <strong>in</strong><strong>for</strong>m <strong>the</strong>ir policy<br />

development or advice.<br />

Issues will <strong>in</strong>clude circumstances,<br />

facts and concepts different <strong>to</strong> those<br />

that have been experienced <strong>in</strong> <strong>the</strong><br />

past. Analytical th<strong>in</strong>k<strong>in</strong>g and<br />

evaluative judgement will be required<br />

<strong>to</strong> identify realistic alternatives and<br />

apply/recommend a solution.<br />
