141 Servic<strong>in</strong>g departments and parent statu<strong>to</strong>ry entities of subsidiary <strong>bodies</strong> are requested <strong>to</strong><br />

provide advice <strong>to</strong> <strong>the</strong> SSC about fee levels <strong>in</strong> response <strong>to</strong> <strong>the</strong> SSC Framework review survey.<br />

142 Departments are advised of detailed <strong>in</strong><strong>for</strong>mation requirements at <strong>the</strong> time surveys are carried<br />

out.<br />

Cab<strong>in</strong>et committee submissions<br />

143 In general all but <strong>the</strong> most m<strong>in</strong>or appo<strong>in</strong>tments made by M<strong>in</strong>isters or by <strong>the</strong> Governor-<br />

General on <strong>the</strong> recommendation of M<strong>in</strong>isters should first be considered by APH. Even where<br />

an appo<strong>in</strong>tment is <strong>the</strong> responsibility of a particular M<strong>in</strong>ister, it is important that it is raised<br />

with colleagues <strong>to</strong> ensure <strong>the</strong> widest possible <strong>in</strong>put <strong>in</strong><strong>to</strong> <strong>the</strong> appo<strong>in</strong>tment process (Please refer<br />

<strong>to</strong> <strong>the</strong> CabGuide).<br />

144 Section E “Operat<strong>in</strong>g outside <strong>the</strong> Parameters of <strong>the</strong> Framework” refers <strong>to</strong> <strong>the</strong> circumstances<br />

<strong>in</strong> <strong>which</strong> exceptions <strong>to</strong> this Framework are referred <strong>to</strong> APH and Cab<strong>in</strong>et be<strong>for</strong>e f<strong>in</strong>al<br />

decisions are made. In those cases:<br />

• where <strong>the</strong> responsible M<strong>in</strong>ister is responsible <strong>for</strong> sett<strong>in</strong>g fees, and where <strong>the</strong> proposed<br />

fee is outside <strong>the</strong> parameters of <strong>the</strong> Framework, <strong>the</strong> submission should note that<br />

consultation with <strong>the</strong> M<strong>in</strong>ister of State Services has taken place, and should outl<strong>in</strong>e <strong>the</strong><br />

basis <strong>for</strong> go<strong>in</strong>g outside <strong>the</strong> parameters of <strong>the</strong> Framework.<br />

145 If <strong>the</strong>re is a difference of view between <strong>the</strong> responsible M<strong>in</strong>ister and <strong>the</strong> M<strong>in</strong>ister of State<br />

Services about <strong>the</strong> appropriate fee levels, <strong>the</strong> options should be presented <strong>to</strong> APH.<br />

146 In <strong>the</strong>se cases, appo<strong>in</strong>tments should not be made until fee levels have been agreed. Please<br />

also refer <strong>to</strong> <strong>the</strong> CabGuide.<br />
