all its participants time and money while facilitat<strong>in</strong>g effective management and policy development for threatened and endangered<br />

species.<br />

The proposed cooperative would consist of formal relationships between itself and its members. Cooperative members (such<br />

as agencies and non-profit groups) would make <strong>in</strong>formation available to the cooperative. In return, the cooperative would: 1)<br />

help its members and others locate and retrieve <strong>in</strong>formation generated by member organizations. <strong>Natural</strong> resource professionals<br />

hav<strong>in</strong>g difficulties f<strong>in</strong>d<strong>in</strong>g needed <strong>in</strong>formation could contact the cooperative. The cooperative would actively seek needed<br />

documents and sources and assist retriev<strong>in</strong>g the <strong>in</strong>formation and pass<strong>in</strong>g it along to users; 2) facilitate communication between<br />

natural resource professionals from participat<strong>in</strong>g groups. The cooperative would help its members seek<strong>in</strong>g <strong>in</strong>formation by<br />

putt<strong>in</strong>g them <strong>in</strong> contact with experts, specialists, and <strong>in</strong>formation managers <strong>in</strong> other groups who have what they need to know,<br />

thereby establish<strong>in</strong>g <strong>in</strong>ter-group networks; and 3) update cooperative members about activities and policy changes of other<br />

<strong>in</strong>formation generators. This could be done via an <strong>in</strong>ternal document, a listserve or newsgroup, and/or a web site.<br />

The proposed <strong>in</strong>formation dissem<strong>in</strong>ation service should centralize and distribute <strong>in</strong>formation about policies and regulations,<br />

on-go<strong>in</strong>g research and demonstration sites, and species ecology, habitat, and population dynamics from multiple groups. Other<br />

types of <strong>in</strong>formation perta<strong>in</strong><strong>in</strong>g to threatened and endangered species could be <strong>in</strong>cluded as the center ga<strong>in</strong>s momentum.<br />

Information should <strong>in</strong>itially be dissem<strong>in</strong>ated via a newsletter and a web site. The newsletter should summarize new research<br />

and projects and br<strong>in</strong>g to attention new sources of <strong>in</strong>formation. The web site would connect users to other credible sources for<br />

threatened and endangered species <strong>in</strong>formation, <strong>in</strong>clud<strong>in</strong>g other web sites and sources without <strong>in</strong>ternet access. As the service<br />

stabilizes, the web site could <strong>in</strong>clude an <strong>in</strong>ternet version of the newsletter. When the center establishes its clientele, a reference<br />

search service could be added.<br />

Many groups already dissem<strong>in</strong>ate <strong>in</strong>formation. The <strong>in</strong>tent of the proposed <strong>in</strong>formation service is not to replace or <strong>in</strong>terfere<br />

with exist<strong>in</strong>g programs. The <strong>in</strong>tent of the center is to provide one place that helps natural resources professionals f<strong>in</strong>d needed<br />

<strong>in</strong>formation more efficiently by direct<strong>in</strong>g them to exist<strong>in</strong>g sources, such as the services provided and literature generated by<br />

other groups.
