Open House Meet held under<br />
Chairmanship of Additional<br />
Director General of Foreign Trade<br />
Under the Chairmanship of Shri Sumeet Jerath, Additional Director General of Foreign Trade, a<br />
meeting was held at CLA, Indraprastha Estate, New Delhi in December 2012. Shri H K L Magu,<br />
VC (NR) led the team of AEPC, A presentation was made by AEPC where AEPC requested the<br />
following:<br />
a) The old manual system may run parallel with the new online<br />
system till the new system starts functioning properly.<br />
b) Banks may be allowed to select Shipping Bill from the repository<br />
without having to input the details of shipping bill. Banks may<br />
fill up the realization value only, so that the serious errors may<br />
be avoided.<br />
c) A committee may be institutionalized in which representatives<br />
from AEPC, top exporters, CLA Office, DGFT Head Office, NIC,<br />
Customs may play an active role to support and advice on the<br />
matter.<br />
• The export house, Orient Craft raised the issue of difficulties<br />
being faced by exporters in using the ECOM application<br />
of DGFT online. A presentation was shown and matter was<br />
deliberated with intense participation from exporters, Addl.<br />
DGFT, AEPC etc.<br />
• The buying agency, Tets N Rat raised the issue in which the<br />
Landing Certificate was required from an “Accredited Agent”.<br />
This considerably increases transaction cost. They also raised<br />
the issue of Declaration of Intent (now withdrawn) which was<br />
required earlier and authorities have kept several files pending<br />
related to the period when it was enforced.<br />
• Another export house, Shahi <strong>Export</strong>s raised the issue of Advance<br />
Authorization in which licenses have not yet reached Customs<br />
ICGATE.<br />
• Manufacturers, Jyoti <strong>Apparel</strong>s raised the issue of J179 lining<br />
which is not duty free. Jyoti <strong>Apparel</strong>s also took up the case of<br />
high transaction cost with <strong>Export</strong> Inspection <strong>Council</strong> and AEPC<br />
suggested that AEPC and Textiles Committee may additionally<br />
be given the mandate for such inspections.<br />
• The manufacturers, RMX Joss restated the issues related to<br />
EBRC and accredited agent.<br />
• The export house, Radnik <strong>Export</strong>s raised the issue of SHIS<br />
and Annual License data is not yet online. They also took up<br />
the matter of streamlining of procedures related to Para 4.7 in<br />
which reference is made to Norms Committee. The company also<br />
suggested that more than 25 Shipping Bills may be accepted<br />
in Ecom Application for online uploading as this will reduce<br />
transaction cost.<br />
