A New Skill Horizon for<br />

<strong>Apparel</strong> Sector<br />

The apparel sector is quite labour intensive. For every Rs 1 crore of investment, about 275 people<br />

get directly employed and another 125 people are indirectly employed. After the agriculture<br />

sector, the apparel sector offers maximum employment opportunities. However there are many<br />

challenges facing the skill development in our country...<br />

The Hon’ble Finance Minister budget speech in 2010 had<br />

announced to launch a new scheme in Textiles Sector envisaging<br />

skill development of 30 lakh persons in 5 years. The Ministry<br />

of Textiles, Govt. of India selected ATDC as a Nodal Agency<br />

Initially in Tamil Nadu in October 2010 for implementing the<br />

Integrated Skill Development Scheme (ISDS) later, on a Pan-<br />

India basis from April 2011. ATDC has been given the mandate<br />

of training 1.72 lakh people for the apparel sector in the next 5<br />

years.<br />

Since October 2010, ATDC has enrolled over 41,000 candidates<br />

against the target of 48,000 till 31st March 2013 to provide basic<br />

training, advance training in current and emerging manufacturing<br />

technologies, re-training, skill upgradation, entrepreneurship<br />

development and Training to Trainers to cover all facets of skill<br />

development under the SMART Training Project.<br />

The major achievements so far include:<br />

Creation of Brand ‘SMART’ for Shopfloor<br />

Courses<br />

Our field studies and discussions with the apparel industry<br />

doyens and potential candidates and their parents revealed that<br />

textile and apparel industry has been passing through turbulent<br />

times and diminishing attractiveness of industry made it slip out<br />

of top of the mind of potential candidates. There were also issues<br />

of youth being attracted by MGNREGA scheme etc.<br />
