Could the proposed development of container terminal by India’s corporate port at Ennore near<br />
Chennai be a breather for apparel exporters based in Chennai? This is when exporters based in<br />
Chennai apparel cluster are facing intermittent bouts of congestion issues at Chennai container<br />
terminal with vessels imposing demurrage charges on the exporters...<br />

The terminal to be developed will be based on land<br />
lord concept model where the port will provide for basic<br />
infrastructure such as dredged basin/ channel road and rail<br />
infrastructure, aids to navigation fire fighting facilities, utilities<br />
and water and power supply and management of the resources.<br />
Development and operation of the cargo handling terminal will<br />
be done through private sector participation through public<br />
private partnership basis on (build operate and transfer) BOT<br />
basis. The terminal which is expected to be commissioned<br />
by 2014-15 has been recently awarded to Bay of Bengal<br />
Gateway Terminal Limited for 30 years for development of the<br />
container terminal at an estimated cost of Rs 1,403 crores for<br />
which concession agreement was signed in 2010. Minimum<br />
guarantee traffic mentioned in the concession agreement has<br />
been indicated at 9.8 million tones. Now, given the colossal<br />
export volumes originating through Chennai apparel clusters<br />
and other southern apparel clusters nearby exporters can<br />
help in realizing the throughput and avail volume discounts<br />
on the containers being shipped. Getting volumes discounts<br />
on the apparel cargo being shipped should not be difficult<br />
for exporters given the fact that exim trade originating from<br />
Chennai is well balanced one with equal number of export and<br />
