WESTMINSTER HEIGHTS NEIGHBORHOOD PLAN CHAPTER 1 HOUSING Housing is the backbone of a neighborhood. Physically, socially and economically, housing is an important element in our lives. The physical condition of housing is a matter of public health, and the regulation of housing through zoning, subdivision controls, building and housing codes, and sanitation ordinances has been an accepted part of local government activities for many years. This chapter examines the composition of the housing stock found in the Westminster Heights Neighborhood in terms of density, value, and quality. This is generally done according to census tract boundaries with the exception of the structural quality survey and site condition assessment which was conducted at the parcel level through field inspection. The combined planning area is primarily single family residential with commercial uses focused along the 49 th Street South, 1st Avenue South and Central Avenue corridors. Housing Demographics According to the 2000 U.S. Census, there are 721 housing units within the Westminster Heights Neighborhood. This is a decrease of 40 housing units since the 1990 census. The term housing units includes multi-family and single family units but does not differentiate between them. WESTMINSTER HEIGHTS NEIGHBORHOOD PLAN According to the Property Appraiser’s records, approximately 67 percent of the single family residences have homestead exemptions. (see Homestead Properties Map). Homestead Partial Homestead Non-Homestead The majority (90%) of the homes are structurally sound (see Structural Conditions Map, pg. 30). A “sound” designation for a building means that there are no structural problems with either the roof or walls. There are two (2) boarded structures and six (6) vacant lots in the planning area (see Boarded Structures & Vacant Lots Map). December 2008 23
