WESTMINSTER HEIGHTS NEIGHBORHOOD PLAN CHAPTER 5 BUSINESS & COMMERCIAL The Westminster Heights Neighborhood has a diverse mixture of businesses including commercial and office space uses. Most business use is focused along the 49 th Street South, 1st Avenue South and Central Avenue corridors, with small strip shopping boutiques, offices and other small businesses (see Existing Land Use map). Existing Land Use Map The 49 th Street South corridor contains basic services such as convenience stores, auto parts stores, residential offices and hardware stores. The depth of commercial zoning along 49 th Street South (100 ft -105 ft), limits the size of existing business and does not allow for future expansion. Uses are small in scale and serve both the surrounding neighborhood and those passing through the neighborhood. Economic development efforts along the 49th Street South corridor should be coordinated with ongoing efforts and the implementation of the Greater Childs Park Strategic Plan. December 2008 54
WESTMINSTER HEIGHTS NEIGHBORHOOD PLAN The Central Avenue/1st Avenue South corridors have a greater depth of commercial zoning (200 ft -220 ft) and contains uses such as professional offices, personal services, retail and banks. Larger houses along Central Avenue are appropriate for conversion to residential-offices. Permitting limited office development should encourage business to rehabilitate larger homes for offices (i.e. attorney offices). New office development that occurs in this area should maintain the residential character of the neighborhood. Zoning St. Petersburg Vision 2020 encourages a community of economic diversity, strength and self-sufficiency, resulting in a growth economy. Mixed-use centers shall be vital with service, professional and technology businesses that provide economic stability. All areas of the city make meaningful and stable economic contributions as well as manifesting a beautiful built environment. Economic initiatives shall be prioritized and executed based on creating partnerships and social equity. The Westminster Heights Neighborhood business community is an ideal candidate for this type of redevelopment (see New Zoning map). Eventually, it could function as a center serving the neighborhood.
