Summary. This pamphlet outlines Army<br />

leader development doctrine: what it is<br />

and how it is executed for both Active<br />

and Reserve Component officers, warrant<br />

o f f i c e r s , n o n c o m m i s s i o n e d o f f i c e r s , a n d<br />

Department of the Army civilians. The<br />

concepts and procedures associated with<br />

t h i s d o c t r i n e f o r m t h e f o u n d a t i o n u p o n<br />

which commanders and supervisors can<br />

establish leader development policy and<br />

guidelines.<br />

Applicability. This pamphlet applies to<br />

t h e A c t i v e C o m p o n e n t , A r m y N a t i o n a l<br />

Guard, U.S. Army Reserve, and Department<br />

of the Army Civilians. This publicat<br />

i o n a p p l i e s d u r i n g p a r t i a l a n d f u l l<br />

mobilization.<br />

Proponent and exception authority.<br />

The proponent of this pamphlet is The<br />

D e p u t y C h i e f o f S t a f f , O p e r a t i o n s a n d<br />

Plans. The proponent has the authority to<br />

a p p r o v e e x c e p t i o n s t o t h i s p u b l i c a t i o n<br />

which are consistent with controlling law<br />

and regulation. The proponent may delegate<br />

this authority in writing to a division<br />

chief within the proponent agency who<br />

holds the rank of colonel or the civilian<br />

equivalent.<br />

I n t e r i m c h a n g e s . I n t e r i m c h a n g e s t o<br />

this pamphlet are not official unless authenticated<br />

by the Administration Assistant<br />

to the Secretary of the Army. Users<br />

will destroy interim changes on their expiration<br />

date unless sooner superseded or<br />

rescinded.<br />
