74025-1 DEFINITION. The Family Services Center (FSC) facility supports the<br />
programs that provide the information <strong>and</strong> family services necessary to support qualified<br />
single <strong>and</strong> married Department of Defense (DoD) personnel <strong>and</strong> their family members<br />
in meeting the unique dem<strong>and</strong>s of the military lifestyle, as defined by DoD Instruction<br />
1342.22, Family Centers. The program <strong>and</strong> services provide information to DoD<br />
personnel <strong>and</strong> their family members, improve life skills by fostering competencies <strong>and</strong><br />
coping skills, encourage self-sufficiency, <strong>and</strong> offer short-term support <strong>and</strong> assistance<br />
when necessary.<br />
74025-2 FAMILY SERVICE CENTERS (FSCs) may be established as required to<br />
provide information <strong>and</strong> referral services, education <strong>and</strong> training services, <strong>and</strong><br />
counseling services for the active duty population with services usable to dependents<br />
<strong>and</strong> retirees. The centers require open areas such as visiting rooms <strong>and</strong> conference<br />
areas with the majority of space allotted to individual offices conductive to execution of<br />
high quality <strong>and</strong> confidential service delivery.<br />
74025-3 SPACE ALLOWANCES. They provide for baby/toddler play areas,<br />
waiting room, record storage, individual counselor offices, administrative areas, storage<br />
areas for hospitality kit, general storage, conference rooms, staff areas, <strong>and</strong> classroom<br />
spaces for training exercises conducted by all FSCs.<br />
74025-4 LOCATION DETERMINENTS. Several factors determine the most<br />
appropriate <strong>and</strong> cost effective location for a FSC.<br />
74025-4.1 Site Size. Ensure adequate site space for the following elements<br />
when selecting the FSC site: parking space for customers <strong>and</strong> staff,<br />
Antiterrorism/Force Protection (AT/FP) set-back criteria.<br />
74025-4.2 Customer Access. The FSC should be easily accessible both by<br />
Military personnel <strong>and</strong> by Military personnel family members <strong>and</strong> reservists. The<br />
importance of access by civilians or non-active duty personnel must not be<br />
overlooked. Consider locations such as near the <strong>Installation</strong> gate or other hightraffic<br />
areas such as the commissary, retail exchange, or medical facilities. As an<br />
alternative, consider locating the FSC off-installation like the <strong>Installation</strong> visitor’s<br />
center or local high-traffic commercial/retail centers. If the FSC is located offbase,<br />
consider the AT/FP impacts to the design of the facility.<br />
74025-4.3 Capacity. Capacity shall be determined by actual count of active<br />
duty <strong>and</strong> full time reserve military personnel receiving installation support who are<br />
