740-3 MWR FACILITIES, GENERAL NOTES<br />

740-3.1 The involvement of MWR representatives in the planning process is<br />

required, especially for all Category C business-based projects, in order to<br />

ensure a match between program needs, <strong>and</strong> the types <strong>and</strong> sizes of spaces to be<br />

provided. See below for a listing of Category A-C facilities as defined by MWR.<br />

740-3.2 MWR programs are funded by a combination of non-appropriated<br />

funds (NAFs) <strong>and</strong> appropriated funds (APFs). MWR activities are divided into<br />

three categories following DoD policy on funding <strong>and</strong> function:<br />

740-3.2.1 Category A operations are considered essential in meeting<br />

the organizational objectives of the Military Services. They shall be<br />

funded almost entirely with APF, with the use of NAF limited to specific<br />

instances where APF support if prohibited by law or where the use of<br />

NAF is essential for the operation of a facility or program. These facilities<br />

do not generate any NAF revenues. Examples are gymnasiums,<br />

libraries, <strong>and</strong> sports programs.<br />

740-3.2.2 Category B operations are mission enhancing community<br />

support programs that support military members <strong>and</strong> their families.<br />

These programs are primarily supported by APF support, but do<br />

generate NAF revenues. Examples are outdoor recreation, child<br />

development, hobby shops, ITT, community pools, school age care, <strong>and</strong><br />

youth development programs.<br />
