community engagement STEP ONE COMMUNITY SURVEY The aim of each project is to work with the local community in developing a long-term strategic plan for each local area. Community consultation and collaborative planning forms a foundation of each local area plan, and as such, a community engagement program is undertaken at the start of each project, prior to the local area plan being prepared. The community engagement programme for the Doubleview – Innaloo – Scarborough Local Area commenced with a community survey of residents in the Local Area. The survey sought to reliably measure the values, attitudes and priorities of residents across a range of topics and issues relevant to the development of a local area plan. In this sense it is not used to gain answers or solutions to specific problems or proposals, nor is it considered a voting process on certain issues. Rather, the survey results serve as a starting point for more in depth deliberation, through community forums, and detailed analysis and planning, through the preparation of a local area plan. level that the results are no more than 5% different to the results that would have been received if the entire population were surveyed. The preparation of this Local Area Plan has also involved analysis of a wide variety of documents, plans and policies that affect the area, the City of Stirling and the Perth metropolitan region. The resulting plan thus integrates strategic planning documents and existing direction of the City of Stirling with community aspirations. Another integral aspect of preparing this plan was working with the City’s Business Units and other relevant stakeholders to discuss local issues, opportunities and community priorities to develop widely supported and achievable outcomes for the Doubleview – Innaloo – Scarborough Local Area. In order for the findings of the survey to be considered valid and reliable, there was a need to ensure that it reached an adequate volume and range of people within the community and within particular precincts. The Doubleview – Innaloo – Scarborough Local Area community consists of approximately 26,000 residents, covering a full range of ages and backgrounds, as well as property owners and a range of community groups. A ‘cold-mail’ questionnaire methodology was utilised initially with 4,000 surveys posted to a random selection of residents and property owners within the study area. This random selection ensured that a sufficient volume and diversity of residents were contacted, in order for the results to adequately represent the views and values of the community. A total of 683 completed surveys were received. community engagement STEP TWO COMMUNITY FORUMS The major components of the consultation phase included community surveys and two community forums held at the Maureen Grierson Communtiy Centre and the Doubleview Bowling Club in August 2010. The information gathered from these events was then collated and analysed for incorporation into this plan (the key results are presented later). In addition to the information gathered from community input, considerable research on the Local Area was also conducted to provide information both to the community and for this plan.
