Chairman's Message<br />
It is now an established fact that the economic<br />
prosperity of a country is determined by the<br />
quality and quantity of knowledge capital<br />
available. The developed countries have<br />
progressed through harnessing their human<br />
resource, and its quality is judged by the<br />
excellence of its education system. The HEC has<br />
implemented a comprehensive programme of<br />
higher education reforms and institutional<br />
building that has transformed the higher<br />
education sector, and bodes well for Pakistan's<br />
future economic prosperity and growth.<br />
The new education policy has ensured<br />
increase in the education budget, which<br />
demonstrates the Government's commitment to<br />
support the much needed reforms. There is now<br />
a realization that higher education is the only<br />
solution to a myrid of problems, including slow<br />
economic growth, extremism, increasing<br />
dependence, transfer of resources to developed<br />
countries and so on. Only technological<br />
advancement can assure our prosperity and<br />
sovereignty: a goal we can achieve only through<br />
quality higher education.<br />
The Government has wholeheartedly<br />
supported the mission of HEC and ensured that<br />
progress made during the previous years is not<br />
just sustained but enhanced. The increase in the<br />
budget of HEC has brought considerable<br />
improvement in the sector. Although the last two<br />
years were constrained because of the financial<br />
crunch, HEC has successfully coped with the<br />
situation and turned challenges into<br />
opportunities. Through a focus on quality that is<br />
internationally benchmarked, significant progress<br />
has been made towards the development of a<br />
higher education system in the country that is<br />
responsive to national needs and produces<br />
research and human resource of high quality. The<br />
<strong>Commission</strong> has worked with institutions of<br />
higher education to truly own quality and<br />
processes that ensure continuous internal review<br />
along with external assessment. In this regard, the<br />
Quality Enhancement Cells established at the<br />
universities have just started delivering, even<br />
though the way to improvement is long and hard.<br />
Different programmes initiated by the HEC have<br />
provided an excellent opportunity to faculty<br />
members, researchers and students to acquire<br />
up-to-date knowledge and conduct quality<br />
research in their field of interest.<br />
There is a tangible excitement in the air<br />
since our students and faculty members are<br />
working in an environment conducive to<br />
knowledge acquisition and creation. This positive<br />
trend is reflected by the increased number of<br />
publications in journals of international repute,<br />
enhancement in the number of joint publications<br />
with international partners, as well as the launch<br />
of joint degree partners with renowned<br />
universities abroad. Good progress has been<br />
made towards the implementation of the second<br />
generation end-to-end IP based Pakistan<br />
<strong>Education</strong> and Research Network (PERN) linking<br />
all the higher learning institutions, and allowing<br />
the establishment of a broad-band video<br />
conferencing networking facility at more than 70<br />
universities.<br />
I personally believe that there is always<br />
room for further improvement and growth. Much<br />
work has been done, however, we need to work<br />
harder and explore newer opportunities to make<br />
our institutions the best in the world.<br />
