Envisioned are the creation of new retail spaces, as well as new commercial,<br />
entertainment and cultural offerings similar to the successful urban river walks of<br />
Providence, Rhode Island and San Antonio, Texas. Upon completion of the daylighting<br />
project, the City will have established new public assembly spaces linking the downtown<br />
to several significant commercial development sites that have approvals to create up to<br />
600,000 square feet of commercial, retail, entertainment, and office space that would<br />
bring up to 3,600 new permanent jobs to downtown Yonkers.<br />

Financial Terms and Conditions:<br />
1. Upon execution of the grant disbursement agreement, the Grantee shall reimburse<br />
ESD for all out-of-pocket expenses incurred in connection with the project.<br />
2. The Grantee will be obligated to advise ESD of any materially adverse changes in its<br />
financial condition prior to disbursement.<br />
3. Up to $8,000,000 will be disbursed to Grantee during the course of the project no<br />
more frequently than monthly upon, documentation of real estate and related costs<br />
and relocation project costs, assuming that all project approvals have been completed<br />
and funds are available. Payment will be made upon presentation to ESD of an<br />
