operations in the nine-county Region for a minimum of two years;<br />
demonstrate growth in employment and/or revenue for at least two of<br />
the past five years; and provide products and/or services to markets<br />
outside of the Region.<br />
Program partners include the County of Monroe Industrial <strong>Development</strong><br />
Agency (“IDA”), County of Orleans IDA, Edward Lowe Foundation, <strong>Empire</strong><br />
<strong>State</strong> <strong>Development</strong>, Finger Lakes Economic <strong>Development</strong> Center,<br />
Genesee County Economic <strong>Development</strong> Center, Livingston County<br />
<strong>Development</strong> Group, Ontario County IDA, Orleans Economic<br />
<strong>Development</strong> Agency, Seneca County IDA, Yates County IDA, Wayne<br />
County IDA, Wyoming County Business Center, Wyoming County IDA,<br />
and the City of Rochester.<br />
The scope of work is as follows:<br />
• GRE will coordinate the program, including outreach to potential<br />
participants, coordination with economic development agencies,<br />
implementation activities with the Edward Lowe Foundation,<br />
following up with participants and recording program outcomes;<br />
• ELF will provide strategic consulting services through its unique and<br />
nationally recognized economic gardening model. ELF has a<br />
network of certified consultants across the U.S. who are experts in<br />
business strategy, market research, search engine optimization, use<br />
of new media, information technology, and geographic information<br />
systems. ELF will provide each company with an action plan to help<br />
the company meet its strategic goals and growth opportunities; and<br />
• Economic development agencies in each county and the City of<br />
Rochester will assist with program outreach, participant selection<br />
and additional support to program participants.<br />
The program began in March <strong>2012</strong> and is expected to be completed by<br />
July 2013. Upon completion of the project, the Grantee will furnish a<br />
final report describing the impact and effectiveness of the project. If<br />
additional resources can be obtained, the pilot program may be<br />
expanded in the future to reach up to 500 businesses in the Region.<br />
Results:<br />
The project is expected to:<br />
• Create new business-to-business opportunities;<br />
• Enhance regional economic development organizations’ knowledge<br />
and understanding of the existing employer base; and<br />
• Increase investment and job creation by companies participating in<br />
the economic gardening program.<br />
