Paper Reviewers<br />
The paper reviewers were Mrs. Sherri Alston, The Chair of PIARC TC 1.2 on Financing<br />
Road System Investment, and Eng. Prof. N. M. Lema, Deputy Principal, College of<br />
Engineering and Technology, University of Dar es Sa<strong>la</strong>am, Tanzania. They reviewed the<br />
abstracts and papers for all the presentations to ensure that they were relevant to their<br />
respective sub-themes and were of excellent quality.<br />

1.3. Participants<br />
The Seminar was atten<strong>de</strong>d by a total of 187 participants from the public and private sectors<br />
representing a wi<strong>de</strong> range of organisations such as government ministries, parastatals, nongovernmental<br />
organisations, donors, research organisations, universities, consultants, and<br />
international organisations.<br />
A total of 37 countries were represented, namely: Australia (2), Belgium (1), Brazil (1),<br />
Burundi (1), Cameroon (4), Central African Republique (2), Cote D’Ivoire (6), Denmark (1),<br />
Ethiopia (2), Fin<strong>la</strong>nd (1), France (3), Germany (2), Ghana (5), Hungary (1), Italy (1), Japan<br />
(1), Kenya (5), Ma<strong>la</strong>wi (2), Namibia (3), Nether<strong>la</strong>nds (4), Nigeria (4), Norway (4),<br />
Philippines (1), Rwanda (1), Senegal (1), South Africa (5), Spain (1), Swe<strong>de</strong>n (2),<br />
Switzer<strong>la</strong>nd (3), Tanzania (92), Togo (1), Tunisia (1), Uganda (13), United Kingdom (4),<br />
USA (1), Zambia (4) and Zimbabwe (1).<br />

The Engineers Registration Board (ERB) of Tanzania, a regu<strong>la</strong>tory Board for engineers,<br />
allocated 25 Professional Development Units (PDUS) for its members who atten<strong>de</strong>d this<br />
seminar. The ERB website can be accessed at www.erb.go.tz.<br />
1.4. The Venue and Seminar Languages<br />
The Seminar was held at Ngurdoto Mountain Lodge in<br />
Arusha, 25 kilometres from Arusha town centre, in<br />
Tanzania. During the seminar there was a provision for a<br />
simultaneous trans<strong>la</strong>tion service in English and French.<br />
