Recommendation:<br />

• To <strong>de</strong>velop such projects, focus should not be only on national benefits but consi<strong>de</strong>r<br />

regional and international benefits.<br />

Title: Sustainable Asset Management System in the Context of the Namibian Road<br />

Sector Reform - A Mo<strong>de</strong>l for Africa & Beyond<br />

of Namibia<br />

This paper looked at how the Road Management<br />

System (RMS) of Namibia Roads Authority was<br />

<strong>de</strong>veloped and is being used in contributing to the<br />

management of the road network in the context of the<br />

Road Sector reform. It also covers some experiences<br />

gained from the World Bank programme HDM-4 in the<br />

strategic output. The presenter states that a well<br />

<strong>de</strong>veloped RMS can assist Road Fund institutions and<br />

Road Agencies/ Authorities to make the right <strong>de</strong>cisions<br />

when it comes to <strong>de</strong>termining the level of funding and the various projects that needs to be<br />

atten<strong>de</strong>d to by f<strong>la</strong>gging potential projects.<br />

Highlights of the presentation:<br />

• Use of an RMS is a requirement stipu<strong>la</strong>ted in legis<strong>la</strong>tion that established the Namibia<br />

Roads Authority.<br />

• The RMS integrates various sub-systems such as Pavement Management Systems,<br />

Bridge Management Systems etc. It has one database, which avoids duplication of<br />

efforts and money to get data un<strong>de</strong>r stand-alone systems.<br />

• By having different funding scenarios, the system can project into the future, effects on<br />

road condition, backlog maintenance, and remaining structural life of roads. This is very<br />

useful information for <strong>de</strong>cision makers.<br />

Title: Presentation of ASANRA<br />

Presenter: Dr. Addo Abedi, Chief Executive Officer of TANROADS, Tanzania<br />

A presentation was ma<strong>de</strong> of ASANRA which is the <strong>Association</strong> of Southern African<br />

National Road Agencies, established in March 2001 un<strong>de</strong>r the SADC protocol on Transport,<br />

Communication and Meteorology. The association’s vision is to create harmonised, safe,<br />

effective, efficient, and sustainable world-c<strong>la</strong>ss road transport system at reasonable cost. The<br />

association has a Board whose members are the Chief Executives of the Road Agencies in<br />

SADC region and is supported by small secretariat. The association has a strategic p<strong>la</strong>n for<br />

the period 2004-2009 in which their main objective is to coordinate the <strong>de</strong>velopment of the<br />
