Highlights of Presentation:<br />
• SSATP initiated reforms in the Road Sector – <strong>la</strong>te 1980s. From 1992 there was Birth of<br />
new type of Road Maintenance Funds in SSA. In December 2003 ARMFA was created.<br />
Hiccups - Reform of statutes in April 2004 led into formu<strong>la</strong>tion of New EXCO. After<br />
these reforms the partnership programme with SSATP was established. The Coordinator<br />
was recruited, financed by SSATP to assist the Executive Committee<br />
• The objectives of the <strong>Association</strong> are to: i) Promote a Network for exchange of<br />
Experiences and information on good practices in the financing of road maintenance in<br />
Africa; ii) The promotion and strengthening of ties between Road Maintenance Funds in<br />
Africa; iii) Strengthening of capacities of existing structures; iv) Support to nascent<br />
structures; v) Promotion of the sound management of road maintenance funds; vi)<br />
Promote an efficient public/private partnership - best conditions for the mobilization of<br />
resources for road maintenance; vii) Strengthen cooperation with partners in<br />
<strong>de</strong>velopment; viii) Ensure the sustainability and the harmonious <strong>de</strong>velopment of RMF.<br />
• The membership of ARMFA is open to all African National Road Maintenance Funds. In<br />
the case of countries with fe<strong>de</strong>rated states, the Road Maintenance Funds could be<br />
admitted as Associate Members, provi<strong>de</strong>d that the said country is a member of the<br />
<strong>Association</strong>. Associate Members are non-voting members of the general assembly.<br />
Currently, ARMFA has 25 members, namely Benin, Burundi, Cameroon, Central African<br />
Republic, Congo Rep., Cote D'ivoire, Djibouti, Ethiopia, Gabon, Ghana, Guinea, Kenya,<br />
Lesotho, Madagascar, Ma<strong>la</strong>wi, Mali, Mozambique, Namibia, Niger, Rwanda, Tanzania,<br />
Tchad, Togo, Zambia, Zimbabwe and 1 Associate Member – Zanzibar<br />
• Organs of ARMFA are i) <strong>General</strong> Assembly; ii) The Executive Committee, and iii) any<br />
other organ created by G.A. The EXCO is ma<strong>de</strong> up of the Presi<strong>de</strong>nt, 2 Vice Presi<strong>de</strong>nts,<br />
and An Auditor<br />
• The Headquarters and permanent secretariat is in Yaoun<strong>de</strong><br />
• ARMFA has ma<strong>de</strong> a lot of achievements. These inclu<strong>de</strong> holding of Annual <strong>General</strong><br />
Meetings and 1 extraordinary meeting. Also, Technical Workshops and <strong>General</strong><br />
Assemblies at each meeting; Developed Performance Indicators and Performance<br />
Criteria, Monitoring and Evaluation of execution of Road Maintenance Works;<br />
Established Mechanisms for the collection of RF Revenues; Adjusting or wi<strong>de</strong>ning Road<br />
Tariffs; Conducting of Audits of RF; Development of 5 year Strategic and Business p<strong>la</strong>n<br />
in preparation. Others are ARMFA which has a website www.armfa.org; Updated RMF<br />
Matrix; Created Key Performance Indicators; Encouraged sensitisation of RF board<br />
members; Facilitated dialogue and study tours between members; Developed partnerships<br />
with PIARC, ASANRA, AGEPAR and soon with IRF<br />
• Challenges facing ARMFA inclu<strong>de</strong>: Respect for second generation RF Principles;<br />
Involve road users more by enhancing communication with them; Sensitize the<br />
government; Sensitize and educate roads funds board members – RMF course; Release of<br />
resources to the Road Fund there are some <strong>de</strong><strong>la</strong>ys, leakages and inefficient use of the<br />
avai<strong>la</strong>ble resources. Other challenges are to continue sharing of experiences on ways for<br />
adjusting and collecting road tariffs; Demonstrate RF effectiveness, show users how the<br />
