Myra “Susan” Jones, PhD, MSN, RN, ANEF<br />

Dr. Jones is a Professor in the School of Nursing at Western <strong>Kentucky</strong> University (WKU). After a<br />

40-year teaching career at WKU, she retired from a full-time faculty teaching position in 2010.<br />

She quickly transitioned to a part-time teaching/research assignment. She earned her BSN from<br />

the University of Tennessee in Memphis, a MSN from Vanderbilt University and a PhD in nursing<br />

from the University of Cincinnati. She holds certification as a nursing educator (CNE) and is a<br />

Fellow in the National League for Nursing-Academy of Nursing Education.<br />

During her tenure in nursing education, Dr. Jones has assumed numerous leadership roles in<br />

professional and community organizations, having served as President of both the <strong>Kentucky</strong><br />

<strong>Nurses</strong> <strong>Association</strong> and the <strong>Kentucky</strong> Board of Nursing. Her research and practice focuses<br />

on improving the health and safety of rural populations including agricultural workers and<br />

their families and other vulnerable populations. In collaboration with colleagues, she has<br />

implemented numerous service learning projects in rural areas including an ongoing health<br />

promotion project with an Old Order Mennonite community in south central <strong>Kentucky</strong>. In<br />

addition, she has organized several study abroad classes and traveled with students to Chile,<br />

England, Ireland and Scotland.<br />

Throughout her career, Dr. Jones has shared her leadership and collaborative skills as she<br />

has worked to build coalitions and partnerships to advance the healthcare of underserved<br />

populations. She has engaged students and faculty in these community projects in an effort to<br />

maximize the learning opportunities and enrich the lives of rural populations.<br />

Rebecca M. Patton, MSN, BSN, RN<br />

As a nurse, author, and lecturer, Becky Patton has presented extensively throughout the world.<br />

Between 2006 and 2010, she logged over 330,000 miles (8,000 miles = around the globe once)<br />

as President of the American <strong>Nurses</strong> <strong>Association</strong>, the professional organization representing the<br />

interests of the nation’s 3.1 million registered nurses. She was invited by President Bush to tour<br />

and meet with the soldiers and nurses at the Guantanamo Detentee Camp in Cuba. She was<br />

invited numerous times to participate in events in the Clinton, Bush, and Obama’s White House<br />

and in Congress.<br />

As ANA’s 34 th president, Ms. Patton is a nationally recognized health leader who played an<br />

integral role in advocating for the health care reform legislation. In addition to attending<br />

meetings with key White House and Congressional staff to deliver the nursing community’s<br />

perspective on health care reform, Ms. Patton was selected by the US State Department to serve<br />

three times on the US delegation World Health Assembly in Geneva, Switzerland.<br />

Governor Ernie Fletcher in 2006 commissioned Becky as a <strong>Kentucky</strong> Colonel for her professional<br />

service.<br />

She holds the Inaugural and first in the nation, Endowed Perioperative Nursing Chair, Atkinson<br />

Scholar in Perioperative Nursing, in academic education at Case Western Reserve University.<br />

Becky has a BSN from Kent State University, MSN from Case Western Reserve University and<br />

has completed her course work for her DNP from Case. She received numerous recognitions<br />

including ANA Distinguished Membership Award in <strong>2014</strong>; Sigma Theta Tau International<br />

Founder Award for Excellence in Fostering Professional Standards, 2013; Modern Healthcare<br />

“Top 100 Most Influential Persons in Healthcare” in 2009 and 2010; and induction as a Fellow<br />

into the American Academy of Nursing in 2010.<br />

An Ohio native, Patton comes from a family committed to public service. Her mother and sister<br />

are both nurses and her two brothers are police officers. She is active in her church, and a<br />

highlight of her volunteer work in that community was a mission trip to Zimbabwe where she<br />

had the opportunity to work in a hospital.<br />

Jane Swaim, MSN, RN<br />

Jane Swaim is, most recently, the former Sr. Vice President and Chief Nursing Officer at St.<br />

Elizabeth Healthcare in Northern <strong>Kentucky</strong>. She previously held the role of Vice President/CNO<br />

at St. Elizabeth Medical Center. Jane retired in 2013.<br />

Ms. Swaim began her nursing career in High Point, North Carolina but has spent most of her<br />

healthcare career in Cincinnati, Ohio and Northern <strong>Kentucky</strong>. She received her Diploma in<br />

Nursing from High Point Memorial Hospital School of Nursing in High Point, North Carolina<br />

(1969), her BSN from Edgecliff College of Xavier University (1981), Cincinnati, Ohio, and her<br />

Master of Science Degree in Nursing from The Ohio State University College of Nursing,<br />

Columbus, Ohio (1983). She was selected and participated in the Wharton Fellows Program in<br />

Management for Nurse Executives in Philadelphia, Pennsylvania (1993).<br />

Ms. Swaim’s distinguished 48 year career has included an enormous depth of experience,<br />

including several positions at the University of Cincinnati Hospital, a 700 bed tertiary care<br />

referral center and university teaching facility in Cincinnati, Ohio: Administrator for Patient<br />

Care Services (1992-1996) along with a joint appointment at the University of Cincinnati College<br />

of Nursing and Health as Associate Dean, Clinical Affairs; Interim Administrator and Chief<br />

Nursing Officer (1991-1992); Assistant Administrator of Emergency, Trauma and Critical Care<br />

Services (1998-1990); Director of Nursing, Center for Emergency Care (1985-1988); Acting<br />

Assistant Director of Nursing for Ambulatory Services (1983-1985); and Clinical Nurse Specialist<br />

(1984-1985).<br />

Known as an innovative and visionary leader, Ms. Swaim has been involved in and led many<br />

innovative programs to improve the nursing work environment, including Councilor Model<br />

of Shared Leadership, Clinical Ladder and staff driven Professional Practice Model, helping to<br />

earn the title of “Destination Nursing Hospital” by the Advisory Board Company in Washington,<br />

D. C. (2001) for St. Elizabeth. Jane has led her staff at St. Elizabeth to earn numerous awards<br />

and national recognition and in 2010 led St. Elizabeth to Magnet status. She is known for her<br />

visionary implementation of Nurse Transition Program, on-site RN to BSN and BSN to MSN<br />

programs, Perioperative Institute, Center for Frontline Leadership Academy and a Nursing<br />

Leadership Academy. Jane also developed many new programs and services, such as a Regional<br />

Diabetes Center, Cancer Care Centers, Total Joint Center, Breast Health Centers, Robotics<br />

Surgery Program, Holistic Health Center, Hospice and Palliative Care Program, Wound Care/<br />

Hyperbaric Oxygen Therapy Center, Sexual Assault Nurse Examiner Program, Outpatient<br />

Surgery Centers and other construction and renovation projects. Jane and her team were also<br />

one of ten area hospitals in the Cincinnati Collaborative for Patient Safety that won the JCAHO’s<br />

Codman Award in 2005 for implementing initiatives to decrease central line infections.<br />

Ms. Swaim has written several chapters in textbooks, served as nursing faculty, been a guest<br />

speaker on various topics in healthcare and nursing and served as a member and leader in<br />

various nursing organizations. Most recently she co-authored an article in the Journal of<br />

Nursing Administration (June 2013) entitled “Partnering to Prevent Falls: Using a Multimodal<br />

Multidisciplinary Team.” She has received several awards: the Greater Cincinnati Health<br />

Foundation’s first “Interact for Change Nursing Excellence in Leadership Award (2008), the<br />

Northern <strong>Kentucky</strong> Nursing Research Collaborative “Outstanding Nursing Leadership” award,<br />

the “Distinguished Nurse Administrator Award” by the College of Mount St. Joseph College<br />

(1996), the Juanita Thiele Leadership Award from the Rho Theta Chapter (NKU) of Sigma Theta<br />

Tau International (2010), the Healthcare Leadership Award by Venue Magazine (administrator<br />

category) (2013), Patient Safety Hero of the Month award by the <strong>Kentucky</strong> Hospital Engagement<br />

Network of the <strong>Kentucky</strong> Hospital <strong>Association</strong> (2013) and was commissioned a <strong>Kentucky</strong> Colonel<br />

in 2010. In April, 2013 Jane received the Florence Nightingale award from the University of<br />

Cincinnati at the 21st annual Florence Nightingale Awards ceremony. In October 2013 Jane<br />

received an award for “Lifetime Achievement in Nursing Leadership” from the College of Mount<br />

St. Joseph.<br />

Lynne A. Hall, DRPH, RN<br />

Dr. Hall received undergraduate and master’s degrees in nursing from Clemson University.<br />

She was on the faculty of the College of Nursing at Clemson University for three years prior to<br />

pursuing doctoral study. Dr. Hall completed doctoral and postdoctoral studies in public health<br />

at the University of North Carolina at Chapel Hill where she majored in maternal-child health<br />

and minored in epidemiology. She joined the faculty of the University of <strong>Kentucky</strong> in 1985 and<br />

taught at the undergraduate and graduate levels. During her tenure there, Dr. Hall directed<br />

the PhD Program for 11 years and served as the Associate Dean for Research for 15 years. In<br />

2008 she received the William B. Sturgill Award for Outstanding Contributions to Graduate<br />

Education, the university’s highest honor for graduate education. In 2011, Dr. Hall retired from<br />

the University of <strong>Kentucky</strong> after 26 years of service and joined the University of Louisville in the<br />

same year as Professor and Associate Dean of Research. Dr. Hall’s program of research focuses<br />

on interventions to improve mothers’ mental health and in doing so, improve outcomes for their<br />

children. She has received federal funding from the National Institute of Nursing Research, the<br />

National Institute for Occupational Safety and Health, and the Agency for Healthcare Research<br />

and Quality. All total, she has received approximately $5 million in internal and external funding<br />

for her research.<br />

Dr. Hall has more than 60 peer-reviewed data based publications and has presented her research<br />

widely at regional, national, and international conferences. Twice, she received the Best of<br />

Image Award from Sigma Theta Tau International for publications in the Journal of Nursing<br />

Scholarship and was named a Distinguished Writer by the honor society. Dr. Hall and her<br />

colleagues also received the D. Jean Wood Award for Nursing Scholarship three times from the<br />

Southern Nursing Research Society.<br />

Frances J. “Fran” Feltner, DNP, MSN, RN<br />

Fran Feltner received her Doctorate in Nursing Practice from the University of <strong>Kentucky</strong>, College<br />

of Nursing and a Masters in Advanced Practice Rural Public Health Nursing – Administration<br />

from Eastern <strong>Kentucky</strong> University. She serves as College of Medicine, Assistant Professor, Family<br />

and Community Medicine and Adjunct Faculty, UK College of Nursing and UK College of Health<br />

Science. Currently, Dr. Feltner is the Director of the University of <strong>Kentucky</strong>, College of Medicine,<br />

Center of Excellence in Rural Health, located in Hazard, <strong>Kentucky</strong>.<br />

Fran has worked for more than 30 years in rural health care, from serving as a nurse in clinical<br />

and hospital settings to her current role as director. One of her most important roles has been<br />

developing the community health worker’s scope of practice and training curriculum for<br />

<strong>Kentucky</strong> Homeplace. Since the program’s inception in 1994, CHWs have provided over 4 million<br />

services and accessed over $256 million in services and medications for the clients in their<br />

communities. <strong>Kentucky</strong> Homeplace has been recognized as a model that works and has been<br />

duplicated throughout the state and nationally.<br />

Elizabeth “Beth” Partin, DNP, APRN, RN<br />

Dr. Elizabeth Partin DNP, APRN has served in a number of nursing leadership roles. Some of<br />

those include the <strong>Kentucky</strong> Board of Nursing (1998–2011), president of the <strong>Kentucky</strong> Coalition of<br />

Nurse Practitioners and Nurse Midwives (KCNPNM) (1995–1999), KCNPNM Legislative Liaison<br />

(2000–2013), and current KCNPNM vice president and chair of the Legislative Committee.<br />

She also serves as the current chair of the Medicaid Advisory Committee, which advises the<br />

<strong>Kentucky</strong> Department of Medicaid Services on the administration and operation of the medical<br />

assistance program. Dr. Partin has served in a leadership role for over 20 years helping to enact<br />

legislation and regulations that will improve health care for all Kentuckians.<br />

Dr. Partin served on the Editorial Advisory Board and as editor and writer for the Advocacy in<br />

Practice column for the Nurse Practitioner journal from 2005 – 2009.<br />

For her advocacy work for patients and the nursing profession, Dr. Partin has been awarded<br />

the University of Louisville School of Nursing Top 40 Outstanding Alumni (<strong>2014</strong>), University<br />

of Louisville Alumni Fellow for the School of Nursing (2013), House of the Commonwealth of<br />

<strong>Kentucky</strong> Honors Proclamation for outstanding service (2013), American <strong>Association</strong> of Nurse<br />

Practitioners State Award for Excellence – NP Advocate of the Year (2013), <strong>Kentucky</strong> <strong>Nurses</strong><br />

<strong>Association</strong> Distinguished Nurse of the Year (2010), <strong>Kentucky</strong> Nursing Excellence Award (2006),<br />

Senate of the Commonwealth of <strong>Kentucky</strong> Honors Proclamation for outstanding service (2006),<br />

and the American Academy of Nurse Practitioners – <strong>Kentucky</strong> NP of the Year (1994).<br />

Dr. Partin owns her practice and provides primary care to residents in Adair and surrounding<br />

counties. She serves as a clinical preceptor for nurse practitioner students from Western<br />

<strong>Kentucky</strong> University and Frontier School of Nursing and Midwifery. She has dedicated her<br />

career to providing health care to those who live in this medically underserved area of the state<br />

and to the profession of nursing which she holds so dear.<br />

Penny Gilbert, MSN. MBA, BSN, RN, CPHQ<br />

Penny Gilbert, MSN, MBA, BSM, RN, CPHQ is the Director, Admission Coordination Center,<br />

Case Management, Social Services, & the Transport Team at Baptist Health-Lexington, a 383-<br />

bed Magnet® re-designated facility in Lexington, <strong>Kentucky</strong>. She is also the Director for Case<br />

Management, Social Services & Palliative Care at Baptist Health-Richmond, in Richmond, KY.<br />

She is the recipient of the <strong>2014</strong> Platinum Award for Discharge Planning (Honorable Mention).<br />

Previously she has worked in hospital quality, during this time she obtained her certification as<br />

a professional in healthcare quality (CPHQ). Prior to this she was the North America Director,<br />

Clinical Consulting Division for the Hill-Rom Co. global office located in Batesville, IN, working<br />

internationally with healthcare organizations in Canada, Singapore, and the United Kingdom.<br />

She received her MBA, graduating Summa Cum Laude and received her MSN through Kaplan<br />

University in June <strong>2014</strong>. She has been in nursing for approximately 25 years and has the distinct<br />

honor of publishing with the University Medical Center Princeton, Princeton, N.J., while working<br />

directly with multiple Ivy League organizations (New York Presbyterian Hospital; Medical Center<br />

Princeton University; and Harvard Medical Center). During this time she worked with various<br />

healthcare organizations to build effective teams resulting in optimal patient safety outcomes.<br />

Her most recent publication was made through the Journal of Managed Care addressing the<br />

topic of 30-day readmissions.<br />

KNA CONVENTION RULES<br />

1. Admission to ALL meetings of the <strong>Convention</strong> shall be granted ONLY to individuals who have<br />

registered and have a <strong>Convention</strong> Badge.<br />

2. All business meetings shall be closed to non-members (exception: nursing students*, legal<br />

counsel, CPA and Parliamentarian). Other exceptions may be admitted with Executive<br />

Committee approval.<br />

3. All non-voting persons in attendance shall sit in a designated area.<br />

4. To obtain the floor in business meetings: rise, move to a microphone, address the chair, give<br />

your name and district.<br />

5. Each member shall be limited to three (3) minutes in debate or discussion at a given time;<br />

the time may be extended by unanimous consent of the voting body.<br />

6. No member may speak twice until all who wish to speak have had the opportunity to do so.<br />

7. All motions and amendments must be written and given to the Secretary prior to voting. The<br />

maker of any motion that has financial implications for KNA must supply the membership<br />

with an estimated cost of implementation, and include fiscal impact.<br />

8. Taping of programs by individuals is not permitted.<br />

9. Emergency, resolutions shall be provided to the Resolutions Committee no later than 11:00<br />

am, Thursday October 9, <strong>2014</strong>. All Resolutions must be written and contain fiscal impact and<br />

suggested implementation strategies. The submitting individual or group shall be identified.<br />

10. Smoking is prohibited during convention sessions.<br />

11. All unpublished reports and supplements to reports shall be written and given to the<br />

Secretary before presentation.<br />

12. Cell phones must be on vibrate or silent during all CE meetings, programs and convention<br />

functions.<br />

* Definition of Nursing Student: for KNA registration purposes, a Student Nurse is defined as<br />

an individual enrolled in a pre-licensure nursing program.<br />

Parliamentary Information<br />

Robert’s Rules of Order, Newly Revised is the parliamentary authority that shall govern the<br />

Summit Business Meeting. The President, as the presiding officer, rules on all matters relative<br />

to parliamentary law and procedures. The Parliamentarian serves only in an advisory capacity to<br />

the presiding officer and members.<br />

Members’ participation in the business session is governed by the Standing Rules.<br />

The motions that follow are defined in terms of action a member may desire to propose. Rules<br />

governing these motions are listed in the table.<br />

A main motion introduces a subject for consideration as is stated: “I move that…”<br />

An amendment (primary) is a motion to modify the working of a motion. The motion to amend may<br />

be made in one of the following forms, determined by the action desired: “I move to amend by…<br />

. . . striking (word(s), phrase, paragraph).<br />

. . . inserting (word(s), phrase, paragraph).<br />

. . . striking and inserting (word(s), phrase, paragraph).<br />

. . . adding (word(s), phrase, paragraph at the end of a motion).<br />

. . . substituting (paragraph or entire text of a resolution or main motion and inserting<br />

another that is germane).”<br />

An amendment to an amendment is a motion to modify the wording of the proposed<br />

amendment and is made as follows: “I move to amend the amendment by . . .“ The same forms<br />

for making an amendment are applicable for making a secondary amendment.<br />

The motion to commit or refer is generally used to send a pending motion (also called “the<br />

question”) to a small group of select persons – a committee, board, or cabinet, for example so<br />

that the question may be studied and put in better condition for the assembly to consider. The<br />

motion is stated: ”I move to commit the question to . . . for further study.<br />

The motion to close debate (previous question), if seconded and approved by a two-thirds vote,<br />

stops discussion and amendment on the pending question and is stated: “I move the previous<br />

question.”<br />

A division of the assembly may be called to any one member if the president’s decision on<br />

a voice vote is in question. The member proceeds to the microphone and states: “I call for a<br />

division of the house . . .” The President then takes a standing or roll call vote.<br />

A division of the question may be called when a pending motion relates to a single subject that<br />

contains several parts, each capable of standing as a complete proposition. The parts can be<br />

separated and each considered and voted on as a proposition. The parts can be separated and<br />

each considered and voted on as a distinct question. The motion is stated: “I move to divide the<br />

question . . . as follows . . . “<br />

The motion to reconsider enables a majority of the assembly to bring back for further<br />

consideration a motion that has already been voted. The purpose of reconsidering a vote is<br />

to permit correction of hasty, ill-advised or erroneous action, to take into account added<br />

information or a situation that has changed since the vote was taken.<br />

Parliamentary inquiry is a question directed to the presiding officer to obtain information on<br />

parliamentary law or the rules of the organization as relevant to the business at hand. A member<br />

addresses the President and states: “I rise to a point of parliamentary inquiry.”<br />

Point of information is a request directed to the President or through the President to another<br />

officer or member, for information relevant to the business at hand. The request is not related<br />

to parliamentary procedure. The member addresses the chair and states: “I rise to a point of<br />

information.”<br />

The motion to appeal the decision of the President is made at the time the President makes a<br />

ruling. If it is made by a member, and seconded by another member, the question is taken from<br />

the President and vested in the membership for a final decision. The motion is stated: “I move to<br />

appeal the decision of the President.”<br />

Before a member can make a motion or address the assembly on any question, it is necessary<br />

that he or she obtain the floor through recognition by the presiding officer. The member must:<br />

MEMBERSHIP ASSEMBLY <strong>2014</strong><br />

REPORTS AND SUMMARY<br />

The <strong>Kentucky</strong> <strong>Nurses</strong> <strong>Association</strong> was represented this year at the ANA Membership Assembly<br />

in Washington, D.C., by KNA President, Kathleen Hall, KNA President –Elect Teresa Huber, and<br />

KNA Executive Director, Maureen Keenan.<br />

The ANA Membership Assembly held a reception to honor recipients of ANA’s national awards.<br />

Hall of Fame inductees included Barbara Thoman Curtis, RN, Pearl McIver, MS, RN, Mary Ellen<br />

Patton, RN, Robert V. Piemonte, EdD, RN, CAE, FAAN, and RADM Jessie M. Scott, DSC, RN,<br />

FAAN.<br />

National Honorary Award honorees included Michael L. Evans, PhD, RN, NEA-BC, FAAN,<br />

Barbara Zittel, PhD, RN, Cheryl A. Krause-Parello, PhD, RN, Rebecca M. Patton, MSN, RN,<br />

CNOR, FAAN, and Vernell P. DeWitty, PhD, MBA, MSN, RN.<br />

ANA President Karen A. Daley, PhD, MPH, RN, FAAN welcomed members and gave the<br />

President’s address. Dialogue forums followed and consisted of “Scope of Practice – Full Practice<br />

Authority for all RNs,” “Integration of Palliative Care into Health Care Delivery,” and “High<br />

Performing Interprofessional Teams.” Revised dialogue forum recommendations were presented<br />

by Susan Letvak, RN, FAAN, Chair, ANA Reference Committee, and were as follows:<br />

Scope of Practice – Full Practice Authority for all RN’s<br />

1. Support interprofessional education, practice, and research to promote the full scope of<br />

RN practice.<br />

2. Encourage nursing research to compare full practice APRN authority states, transition to<br />

APRN practice states, and restricted APRN states.<br />

3. Educate the public, policy makers, and other health professionals about emerging roles<br />

and overlapping responsibilities.<br />

4. Support elimination of the requirements for APRN’s to have practice agreements with<br />

physicians.<br />

Integration of Palliative Care into Health Care Delivery<br />

1. Promote and support payment models to improve access to palliative and hospice care<br />

including nursing care provided by both RN’s and APRN’s.<br />

2. Advocate for the comprehensive integration of palliative and hospice care education into<br />

basic and advanced nursing education and professional development programs.<br />

3. Support the development and expansion of models of nursing care that include advanced<br />

care planning for early identification and support of patient preference for palliative and/or<br />

hospice services.<br />

High Performing Interprofessional Teams<br />

1. Educate nurses about the application and impact of evolving patient-centered, team-based<br />

care models on patient outcomes.<br />

2. Identify metrics that evaluate the impact of high performing, interdisciplinary health care<br />

teams on patient outcomes.<br />

A candidates’ forum was held to introduce candidates for offices, with nominations taken from<br />

the floor. After greetings from the President of the National Student <strong>Nurses</strong> <strong>Association</strong> (NSNA),<br />

Kelly L. Hunt, and officer reports, a Nightingale Tribute was held to honor the memory of<br />

deceased nurses.<br />

Remarks were provided by outgoing President Daley, and following the Tellers’ report, newly<br />

elected officials were installed. Elected as officers were Vice President Cindy R. Balkstra, MS,<br />

RN, ACNS-BC, Georgia <strong>Nurses</strong> <strong>Association</strong>; Secretary Patricia Travis, PhD, RN, CCRP, Maryland<br />

<strong>Nurses</strong> <strong>Association</strong>; and Treasurer Gingy Harshey-Meade, MSN, RN, CAE, NEA-BC, Ohio <strong>Nurses</strong><br />

<strong>Association</strong> and Indiana State <strong>Nurses</strong> <strong>Association</strong>.<br />

Jesse M. L. Kennedy, RN, Oregon <strong>Nurses</strong> <strong>Association</strong>, was elected to serve as a director-at-large,<br />

recent nursing school graduate, and 2013 President of NSNA. Many from last year’s Membership<br />

Assembly remember how articulate he was and the positive energy he brought. He is an ADN<br />

grad who spoke to continuing on the BSN path.<br />

Elected to serve on the Nominations and Elections Committee were Edward Briggs, DNP, ARNP,<br />

Florida <strong>Nurses</strong> <strong>Association</strong>; Linda Beechinor, DNP, RN, APRN-BC, Individual Member Division;<br />

and Elissa E. Brown, MSN, RN, PMHCNS-BC, ANA\California<br />

The new ANA President Pamela Cipriano, PhD, RN, NEA-BC, FAAN, of Charlottesville, Va.<br />

addressed the membership, and after further announcements, the ANA Membership Assembly<br />

adjourned.<br />

2013-<strong>2014</strong> has been an extremely busy year as we continue serving our members as we<br />

transition to the Chapter-type organizational structure. Our focus has been on DOING to<br />

achieve:<br />

Transparency and coordination of efforts,<br />

Communication within our Board of Directors and to/from our membership, and<br />

Projection of a positive image to the public<br />

Early on, each BOD member was provided with “Marching Orders”. This included our Mission,<br />

Model and Framework, objectives and plans, and focused priorities.<br />

- A budget for expenditures was developed;<br />

- We were the first District to submit our application to become a Chapter<br />

- A pattern of meeting dates was agreed upon for quarterly Membership, Board, and Events,<br />

such that the third Tuesday of each month was District 2 / Bluegrass Chapter related;<br />

- A Membership communication system was created, using two systems already being<br />

intermittently used: Shutterfly for outgoing messages and a Gmail address account for<br />

incoming messages. Jackie Graves, Kendra Forman and Kerry Churchill refined the system.<br />

This system allows meeting notices and reminders to be sent to our membership, minutes to<br />

be circulated in a timely fashion, and comments or questions to be received. Our system was<br />

used to run a “Name Our New Chapter” contest. When our Bylaws are up for revision, we<br />

will explore the option to use this system for elections and save a great deal of time, energy<br />

and funds. Our Secretary, Rhoda Janes has been able to send meeting minutes to members<br />

is a very timely manner, thus allowing members to be kept up-to-date with activities of the<br />

Chapter<br />

- Clear, concise BOD and Membership meeting minutes were recorded, validated and<br />

communicated by Rhoda Janes, as were Reports to KNA Headquarters<br />

- Appointed two new Board members to fill one vacant position and one unexpired position and<br />

accepted resignation of Secretary and one Director at Large<br />

- Hosted four Membership dinner meetings, Eula Spears coordinating<br />

bookmarks and Nightingale Pledge refrigerator magnets. Each item contained KNA<br />

and Kerry Churchill presented “Yoga and Nursing: Stress Relief, Back Safety and Beyond”.<br />

- Presented recruitment programs at most of the nursing programs within the geographic<br />

boundaries of Bluegrass Chapter; coordinated by Ella Hunter and Beth Gamble<br />

- Provided partial reimbursement of registration fee to members who attended KNA Education<br />

Summit 2013; Eula Spears and Nancy Garth coordinated<br />

- Published one “traditional” newsletter sent via email and / or US mail (other communications<br />

to membership sent via Shutterfly); Laura Riddle and Kendra Foreman organized<br />

- Our membership has steadily increased: Sept 2013= 226 April <strong>2014</strong> = 299<br />

- Sponsored a meal at the Hope Center with a financial donation and volunteer servers; JoAnn<br />

Maddox coordinated<br />

- In process of planning an advocacy – themed CNE conference scheduled for Oct 17, <strong>2014</strong> at<br />

Midway College; Amy Herrington and Heather Bradley are organizing<br />

- Held two Special BOD meetings: one called by Nancy Garth to discuss financial issues and<br />

one called by Laura Riddle to prepare ballot for presentation to membership in order to<br />

GREEN RIVER CHAPTER<br />

The KNA Green River Chapter, formerly of District 8, consists of 13 members with a focus on<br />

nursing education. Meetings are scheduled several times during the spring and fall of the year<br />

and are conducted on the second Tuesday of the month. We alternate each meeting location<br />

between Owensboro and Henderson.<br />

Several of our members, Carole Mattingly, Carol Murch, and Diane Siewart are continuing<br />

their education in the Doctorate of Nursing Practice tract, and Eunice Taylor is pursuing her<br />

Doctor of Philosophy. Each of these members gave a brief synopsis of the programs and capstone<br />

projects they are completing during the March meeting. Kimberly Bullock is continuing her<br />

education in the Masters tract for Nurse Educator.<br />

The chapter annually awards the Charlotte Bratcher Scholarship. Katherine Posey and Nicole<br />

Warmack were awarded scholarships with current applicants finishing criteria requirements<br />

by May 31, <strong>2014</strong>, and are to be announced. Additionally, the chapter will be a sponsor for the<br />

upcoming healthcare celebration in Henderson that is scheduled for the fall of <strong>2014</strong> at the<br />

Henderson Fine Arts Center. We expect to continue to grow and look forward to the upcoming<br />

year of activities.<br />

HEARTLAND CHAPTER<br />

The Heartland Chapter, formerly District 4, submitted the required signatures for reorganization<br />

from district to chapter status in November. We received formal approval for the change to<br />

a chapter in March, <strong>2014</strong> and are in the process of reviewing and updating bylaws to reflect<br />

the new Heartland Chapter structure. Over the past year we have provided open meetings to<br />

encourage growth and participation from all nurses. Our meetings have been held at Hardin<br />

Memorial Hospital (HMH), and our thanks to Susan Nesmith and HMH for their kindness and<br />

hospitality.<br />

Mike Carr presented a CE program on creating safe work environments, and Tiffany<br />

Montgomery, Campbellsville University nursing student provided a program on raising<br />

awareness for Native Americans and their health needs, both at our November meeting. The<br />

Chapter members were asked if they wanted CE to be offered at meetings as part of our routine<br />

agenda as a means to encourage nurse participation. It was decided to have CE provided as an<br />

option but not a requirement at our Chapter meetings.<br />

Members and guests discussed the Fall 2013 KNA Summit and financial/budgetary<br />

considerations in becoming a chapter. Our District was represented at the Summit and<br />

clarifications on several items of chapter versus district were addressed.<br />

Legislative updates regarding the APRN collaborative practice requirements and Long Term<br />

Care Staffing legislation were provided. Congratulations and thanks to Sheila Shuster, the<br />

KY Coalition NP&NM, and KNA for their support and passage of the APRN legislation. The<br />

chapter agreed to provide $100 in support of the local Fire Fighters <strong>Association</strong> annual seminar,<br />

discussing health issues, which includes approximately 75 Fire personnel from our region.<br />

Chapter nominations for President Elect and President are requested from all Chapter members.<br />

Membership has grown. Bernie Sutherland, Secretary, has worked to provide e-mail notices<br />

to our members, and continues to update all member e-mails for communications from the<br />

Chapter. She reports that as of March <strong>2014</strong>, we have 99 members (53 District 4 and 46 new<br />

members District 24).<br />

With the artistic talents of Lou Ann Mink we are developing a Chapter logo and will select the<br />

logo from several options at our next meeting.<br />

Thanks to our officers, loyal members, hosts, and interested nurses for their attendance and<br />

KENTUCKY NURSES REACH CHAPTER<br />

(REACH: Research, Educate, Advocate, Care, Help)<br />

A District 7 transition meeting was held on August 13, 2013. Goals were established for the 2013 – <strong>2014</strong><br />

year including a strategic plan to inform members of the proposed ANA / KNA Restructure Plan and<br />

possible education topics and a calendar of events. District 7 members and guests met in November,<br />

February, and April. Each meeting included an update regarding issues related to the state KNA, local<br />

membership and to nursing. These updates were facilitated by KNA member, Dr. Mary Bennett and<br />

Lorraine Bormann, KNA District 7 President and KNA Governmental Affairs Cabinet member.<br />

Lorraine Bormann, KNA District 7 president and Liz Sturgeon, treasurer, attended KNA Education Summit 2013<br />

in Frankfort on October 4, 2013. A brief business meeting and dinner was held for the members that attended<br />

the Summit.<br />

KNA District 7 provided an informational booth and membership recruitment on October 25, 2013 at the<br />

WKU School of Nursing Homecoming Open House and Tea at the Medical Center/WKU Health Sciences<br />

Complex in Bowling Green, <strong>Kentucky</strong>.<br />

Speakers provided information on various educational topics of interest including:<br />

The board met December 6, 2013 to finalize the formal petition to the KNA to transition from a district to<br />

a chapter. Formal documents were submitted to KNA headquarters on January 28, <strong>2014</strong>. The KNA Board of<br />

Directors approved the application for our new chapter on March 25, <strong>2014</strong>.<br />

1. Name of the new chapter: KY <strong>Nurses</strong> REACH (REACH: Research, Educate, Advocate, Care, Help)<br />

2. Description of the chapter’s purpose: The purpose of our new chapter is to stay abreast<br />

of current research and evidence-based practice, participate in and provide on-going<br />

education, advocacy, and to be a caring and helping organization in our communities.<br />

We expect our main membership to be within the geographical location that was served<br />

by KNA District #7 boundaries and welcome any new members from other areas.<br />

The April meeting was a joint meeting with Kappa Theta Chapter of Sigma Theta Tau International. Donna<br />

Blackburn introduced the “Evidence Based Practice Update” podium presenter students from Nursing 530<br />

Administration. The Capstone Projects included:<br />

In November 2013, members of District 9 petitioned the <strong>Kentucky</strong> <strong>Nurses</strong> <strong>Association</strong> Board of<br />

Directors to become the Nightingale Chapter. The Chapter has met quarterly throughout the<br />

past year at various restaurants throughout the former counties of the district, now chapter.<br />

Scholarships were given in May of 2013 to two graduating nursing students who resided within<br />

the district or attended schools within what was then District 9, to assist with NCLEX exam fees<br />

and payment of first year KNA dues. Currently there are sixty three members of the chapter.<br />

Efforts have been made to encourage members of the chapter to attend meetings. Questions for<br />

a survey were developed at the May 1, <strong>2014</strong> meeting by members present to be refined by Peggy<br />

Tudor and Sandra Pelfrey and sent to chapter members by Survey Monkey to ascertain their<br />

willingness to and how they would like to participate in Chapter activities.<br />

Two members of the Chapter, Jo Ann Wever and Sheila Washburn are on the ballot for KNA<br />

offices at the state level. Jo Ann is running for a second term as director and Sheila is running<br />

for the Professional Nursing Practice and Advocacy committee.<br />

Peggy Tudor will complete her term as Director.<br />

NORTHERN KENTUCKY CHAPTER<br />

As of March 26, <strong>2014</strong> KNA District # 3 became the Northern <strong>Kentucky</strong> Chapter of KNA. The current<br />

officers are: Deborah Faust - President/Chair; Carla Hamilton – Vice President/Co-Chair; Deborah<br />

Cummings – Treasurer, and Christina Caldwell – Secretary.<br />

Deb Faust and Deb Cummings attended the 2013 <strong>Kentucky</strong> <strong>Nurses</strong> <strong>Association</strong> Education Summit and<br />

Business meeting. This meeting accepted the proposed Bylaw Changes transitioning the Districts to<br />

Chapters. We are also honored to have the new KNA president, Teresa Huber as a Chapter member.<br />

This Chapter meets at least quarterly at various locations to enable attendance across the counties<br />

of NKY. Our focus this year has been to identify community issues that our nurses may contribute<br />

resources to and perhaps involve nursing students. We had guest speakers: Linda Robinson, RN who<br />

championed legislation making it a crime to assault an emergency department health care worker in<br />

<strong>Kentucky</strong>. The bill passed unanimously and was signed into law last year. Ashel Kruetzkamp, RN –<br />

Emergency Department, who was one of the first to identify a community-wide heroin crisis and then<br />

showed with data the impact on the region; and, two other Emergency Department nurses presented<br />

their role in reducing Human Trafficking in the region.<br />

Our mission is to continue to promote the essential role of the RN in healthcare delivery, and support<br />

the KNA’s mission of serving as an advocate for quality patient care in all settings. The extended purpose<br />

of the Chapter is to promote professional networking and representation for the Northern <strong>Kentucky</strong> area<br />

ANA members.<br />

RIVER CITY CHAPTER<br />

After informal conversation around the table at Bravo’s Restaurant, Carolyn Claxton, President, opened<br />

the meeting.<br />

Mary Romelfanger introduced guest speaker, Julie Guenthner, CEO of Elder Serve. Elder Serve is a<br />

non-profit which empowers older adults to live independently with dignity. Ms. Guenthner shared that<br />

there are many ways that nurses can volunteer their expertise and knowledge at Elder Serve. Elder<br />

Serve assists over 3000 clients each year. Their services include geriatric care management, TeleCare,<br />

HomeCare, adult day care, crime victim services, companionship, education, a senior center and other<br />

helps for elders. If anyone is interested in discussing ways to get involved, Ms. Guenthner can be<br />

West <strong>Kentucky</strong> Chapter<br />

<strong>Kentucky</strong> <strong>Nurses</strong> <strong>Association</strong> Update:<br />

Nancy Turner, Secretary of <strong>Kentucky</strong> <strong>Nurses</strong> <strong>Association</strong> (KNA), was unable to attend the<br />

meeting. She was able to email a KNA update from Executive Director, Maureen Keenan, which<br />

was reviewed by the group. The KNA Summit will take place in Frankfort on October 4th. At<br />

that time, a vote will take place about phasing out districts in favor of chapters. If this passes,<br />

a district will have the option of rolling over into a chapter, based on geographic identity. A<br />

discussion followed about how District Five will proceed, if the proposal passes at the Summit.<br />

Ms. Keenan also shared that there had been an increase of 30 new members since marketing for<br />

a second tier membership level had occurred. The second tier, joint KNA-ANA (American <strong>Nurses</strong><br />

<strong>Association</strong>) membership is at a reduced cost of $11/month. Ms. Armstrong shared information<br />

about this new member level, as it compares to the Premier Membership level. Premier<br />

Membership provides for increased state, regulatory and federal advocacy efforts.<br />

7th Annual Nursing Research Forum<br />

Ms. Armstrong passed along a request from Ms. Betty Kuiper, Nursing Researcher at Baptist<br />

Health-Paducah, for KNA sponsorship of the 7th Annual Nursing Research Forum. Claudia<br />

Stoffel made a motion that KNA District Five sponsor the event with a monetary donation. Ms.<br />

Stoffel stated that this forum fit well with the district’s goals and objectives. The motion was<br />

seconded by Dr. Garth. Motion passed.<br />

Legislative Reception<br />

Ms. Armstrong reported a request to continue co-sponsoring, along with the local chapter of the<br />

Coalition of Nurse Midwives and Nurse Practitioners, a legislative reception to assist in keeping<br />

local legislators informed about the our support of the independence of advanced practice<br />

nurses. The event will involve guest speakers that provide relevant data and practice examples<br />

of the need for this change in <strong>Kentucky</strong> law. Ms. Armstrong made a motion that District Five<br />

of KNA co-sponsor the event and that a monetary donation be given in support, as well. Motion<br />

seconded by Jessica Naber. Motion passed.<br />

State Committee Elections:<br />

Ms. Armstrong noted that Drs. Hobbs and Manley were both elected to state-level positions<br />

on KNA committees. Dr. Manley is the newly elected Secretary of the Ethics Committee. Dr.<br />

Hobbs is newly elected to the Executive Leadership Committee. The group extended a warm<br />

congratulation to both Drs. Hobbs and Manley.<br />

Promotional Activities:<br />

Ms. Armstrong stated that she was continuing in the process of trying to get a state KNA officer<br />

to talk to students at Murray State University & West <strong>Kentucky</strong> Community & Technical College<br />

about KNA membership. Nancy Turner has agreed to speak to the graduating senior nursing<br />

students at Murray State University in the spring semester. Dr. Hobbs volunteered to speak to<br />

the graduating seniors registered nursing students at West <strong>Kentucky</strong> Community & Technical<br />

College in Paducah, if a time could be arranged in the spring semester.<br />

1-22-<strong>2014</strong> Meeting Summary<br />

Reorganization of KNA District 5<br />

A restructuring plan for KNA districts was passed at the last annual meeting of the <strong>Kentucky</strong><br />

<strong>Nurses</strong> <strong>Association</strong> in October, <strong>2014</strong>. The plan involves converting all districts to new chapters<br />

based on geographic identity. If the chapter chooses to do that, it will keep the money in its<br />

account until it is all used. Thereafter, any requests for funds will come from the KNA General<br />

Operating Fund on a project-by-project basis. If the district does not become a chapter, the<br />

money will automatically go to the general fund. Dues will no longer go to the districts. Instead,<br />

the money will go to the general fund. The district will dissolve it if does not convert to a<br />

chapter. A discussion followed about how District Five will proceed. Dr. Hobbs made a motion<br />

that the group continue as a chapter. The motion was seconded by Dr. Garth. The group voted to<br />

move from district to chapter, with a new name of the West <strong>Kentucky</strong> Chapter of the <strong>Kentucky</strong><br />

<strong>Nurses</strong> <strong>Association</strong>.<br />

The group elected Nancy Armstrong as chairperson and Marcia Hobbs as secretary. Katy<br />

Garth agreed to replace Claudia Stoffel’s as treasurer, as she has held that position for over ten<br />

years. All present members agreed to consent to be active members of the chapter, as this is a<br />

qualification of maintaining chapter status. Mrs. Stoffel and Dr. Garth will take care of changing<br />

the name of the chapter on the bank account and transfer signature privileges on the account.<br />

The chapter had recently updated its objectives and purpose, so that will be forwarded to the<br />

offices at KNA. The goals are as follows:<br />

Ms. Armstrong reported that the West <strong>Kentucky</strong> Chapter was accepted as an official chapter<br />

KNA, with the changes in leadership. More information will follow about how to request funds<br />

for projects through the KNA.<br />

Legislation<br />

Ms. Armstrong reported that the legislation to support more independence, with restrictions,<br />

was passed through by the <strong>Kentucky</strong> House and Senate. However, the group discussed that it<br />

was important to continue to support nursing and health-related issues in government.<br />

Murray State University Homecoming<br />

Ms. Armstrong reported that this year’s homecoming celebration will focus on the fiftieth<br />

anniversary of the first graduating class of Bachelor of Science in Nursing (BSN) students. The<br />

parade and other events will have a focus on celebrating nursing. It was requested that KNA have<br />

an entry in the parade. Dr. Hobbs made a motion that KNA work with Murray State University’s<br />

nursing student organization to support the creation of an entry in the parade. The motion was<br />

seconded by Lori Ballard. Motion passed. Erica Brown is the current president of the nursing<br />

student organization. She stated that she would pass the information along to the future<br />

president.<br />

State officer positions<br />

Dr. Hobbs related that there were likely to be some openings for state KNA positions in the near<br />

future, if anyone was interested. More information will be provided, as these positions are made<br />

available.<br />

Upcoming events<br />

Ms. Armstrong shared that they would likely receive a request to support the Annual Nursing<br />

Research Forum at Baptist Health Paducah. There also may be continued work with the<br />

local chapter of the Coalition of Nurse Midwives and Practitioners to support future nursing<br />

legislation.<br />

STUDENTS (KANS)<br />

<strong>Kentucky</strong> <strong>Association</strong> of Nursing Students is a pre-professional organization for pre-nursing and<br />

nursing students enrolled in <strong>Kentucky</strong> accredited diploma, associate, and baccalaureate degree<br />

programs. KANS is a constituent member of the National Student <strong>Nurses</strong> <strong>Association</strong> (NSNA).<br />

Since taking office in October of 2013 the KANS Board has been working on planning for the<br />

<strong>2014</strong> KANS Conference. This year’s conference will be held October 9 – 11 at the Center for<br />

Courageous Kids in Scottsville, KY. Some of the topics being planned for Conference include:<br />

KANS hopes faculty from across the state will support nursing students’ attendance at this year’s<br />

Conference as the aim is to tie together didactic education, clinical education, professionalism<br />

and life-long learning. The theme this year “Oh, The Places You KANS Go in Nursing”<br />

April 4 – 9, <strong>2014</strong>, the KANS Board of Directors traveled to Nashville, TN for the NSNA Annual<br />

<strong>Convention</strong> where they gained exposure to a variety of different topics in nursing, attended<br />

the House of Delegates meetings, listened to resolutions hearings, held a state board meeting,<br />

participated in fundraising and even participated in a 5K fun-run fundraiser for the Foundation<br />

of the National Student <strong>Nurses</strong>’ <strong>Association</strong>.<br />

In October, 2013, KANS completed their first project of the year at the Health Occupations of<br />

Today Expo in Somerset <strong>Kentucky</strong>. They were able to speak to hundreds of high school students<br />

In <strong>2014</strong>, the KNA begins its transition from a district structure based on geographic regions<br />

to a chapter structure based on any interest that brings nurses together – area of practice,<br />

community service project, passion for program planning for nurses, geography or any other<br />

basis. Membership in a chapter is voluntary and KNA members can belong to as many chapters<br />

as they like, or to none at all. Any KNA member can start a chapter.<br />
