research is also required to illuminate how traditional authorities can be used to mitigate<br />

some <strong>of</strong> the resource-based conflicts that have ravaged many communities in the face <strong>of</strong><br />

changes in tenure and land-use systems.<br />

6.5. Mechanisms <strong>of</strong> integrating traditional authority<br />

More research also needs to be undertaken on how to integrate traditional authorities,<br />

customary laws, and traditional democratic political values into the modern governance<br />

structure in a dynamic manner that enhances development and promotes democratization.<br />

The existing strategy <strong>of</strong> creating a second chamber in parliament devoted to chiefs is<br />

simply inadequate. It is not even clear what is the impact, if any, <strong>of</strong> creating such chambers<br />

in countries where non-chieftaincy traditional systems co-exist with chieftaincy systems.<br />

Un<strong>for</strong>tunately, even the literature that advocates the usefulness <strong>of</strong> traditional institutions<br />

in <strong>Africa</strong>’s trans<strong>for</strong>mation is largely silent on how to integrate these institutions into the<br />

modern governance structure.<br />

Given the differences in the characteristics and histories <strong>of</strong> these institutions, it is not<br />

likely that research will produce a single strategy applicable to all the countries on the<br />

continent. It may be possible, however, to frame a broad paradigm that can guide policy<br />

towards optimal use <strong>of</strong> traditional institutions. Research that would lead to charting a<br />

new vision in this regard is long overdue.<br />
