Although <strong>the</strong>se three statements differ from<br />

<strong>on</strong>e ano<strong>the</strong>r in some ways, <strong>the</strong>y all agree that<br />

<strong>the</strong> <strong>scientific</strong> literature (peer-reviewed articles<br />

or preprints) should be freely accessible to all<br />

users with an Internet c<strong>on</strong>necti<strong>on</strong>, <strong>and</strong> <strong>the</strong>re<br />

should be no restricti<strong>on</strong>s <strong>on</strong> how published<br />

material is subsequently used except to require<br />

that proper attributi<strong>on</strong> <strong>of</strong> <strong>the</strong> work be given to<br />

<strong>the</strong> author <strong>and</strong> that <strong>the</strong> authors retain c<strong>on</strong>trol<br />

over <strong>the</strong> integrity <strong>of</strong> <strong>the</strong>ir work.<br />

The Wellcome Trust, <strong>the</strong> UK’s biggest n<strong>on</strong>governmental<br />

funder <strong>of</strong> life sciences research,<br />

commissi<strong>on</strong>ed two reports in 2003-2004 <strong>on</strong><br />

<strong>the</strong> ec<strong>on</strong>omics <strong>of</strong> <strong>scientific</strong> research publishing,<br />

investigating costs <strong>and</strong> business models, in<br />

order to underst<strong>and</strong> how it acts to influence<br />

<strong>the</strong> disseminati<strong>on</strong> <strong>of</strong> <strong>the</strong> research it funds.<br />

The reports led <strong>the</strong> organizati<strong>on</strong> to definitely<br />

support <strong>the</strong> publishing <strong>of</strong> research results it<br />

funds in an open access format 7 .<br />

The research community’s c<strong>on</strong>cerns about<br />

access to research results have been echoed<br />

by <strong>the</strong> civil society <strong>and</strong> by political bodies at<br />

nati<strong>on</strong>al <strong>and</strong> internati<strong>on</strong>al levels:<br />

• The Declarati<strong>on</strong> <strong>of</strong> Principles <strong>of</strong> <strong>the</strong> World<br />

Summit <strong>on</strong> <strong>the</strong> Informati<strong>on</strong> Society, (Geneva 12<br />

December 2003) stated: “We strive to promote<br />

universal access with equal opportunities for<br />

all to <strong>scientific</strong> knowledge <strong>and</strong> <strong>the</strong> creati<strong>on</strong><br />

<strong>and</strong> disseminati<strong>on</strong> <strong>of</strong> <strong>scientific</strong> <strong>and</strong> <strong>technical</strong><br />

informati<strong>on</strong>, including open access initiatives<br />

for <strong>scientific</strong> publishing”.(Article 28 8 ). In a<br />

UNESCO <strong>the</strong>matic meeting held in May 2005,<br />

recommendati<strong>on</strong>s were issued for <strong>the</strong> practical<br />

implementati<strong>on</strong> <strong>of</strong> <strong>the</strong> WSIS Open Access<br />

resoluti<strong>on</strong>, urging UNESCO <strong>and</strong> o<strong>the</strong>r UN<br />

specialized agencies to support open access<br />

repositories 9 .<br />

• Governments expressed <strong>the</strong>ir c<strong>on</strong>cerns<br />

regarding access to research data. In January<br />

2004, more than 30 nati<strong>on</strong>s signed <strong>the</strong> OECD<br />

Declarati<strong>on</strong> <strong>on</strong> Access to Research Data from<br />

Public Funding, recognising that “fostering<br />

broader, open access to <strong>and</strong> wide use <strong>of</strong><br />

research data will enhance <strong>the</strong> quality <strong>and</strong><br />

productivity <strong>of</strong> science systems worldwide” 10 .<br />

Since <strong>the</strong>n, <strong>the</strong> OECD has published a report<br />

that outlines a number <strong>of</strong> policies <strong>and</strong> initiatives<br />

which could enhance <strong>the</strong> digital delivery <strong>of</strong><br />

<strong>scientific</strong> <strong>and</strong> <strong>technical</strong> informati<strong>on</strong>. It stresses<br />

that: “Access to public <strong>and</strong> government-funded<br />

research c<strong>on</strong>tent is a crucial issue, <strong>and</strong> <strong>the</strong>re<br />

is c<strong>on</strong>siderable potential for governments to<br />

provide a lead in enabling digital delivery<br />

<strong>and</strong> enhanced access to publicly funded<br />

<strong>scientific</strong> <strong>and</strong> <strong>technical</strong> informati<strong>on</strong>” 11 .<br />

• In <strong>the</strong> US, <strong>the</strong> “Public Access to Science Act”<br />

introduced in 2003 would require research<br />

substantially funded by <strong>the</strong> federal government<br />

to be made available in <strong>the</strong> public domain 12 .<br />

In 2004, a large number <strong>of</strong> U.S. public-interest<br />

groups launched <strong>the</strong> Alliance for Taxpayer<br />

Access 13 to support open access to taxpayerfunded<br />

research.<br />

• In <strong>the</strong> UK, <strong>the</strong> House <strong>of</strong> Comm<strong>on</strong>s Science<br />

<strong>and</strong> Technology Committee issued a lengthy<br />

report in July 2004, recommending that<br />

public funding agencies require open access<br />

to publicly-funded research through deposit<br />

in <strong>the</strong> authors' instituti<strong>on</strong>al repositories 14 .<br />

• In Finl<strong>and</strong>, in its report issued in March 2005,<br />

<strong>the</strong> “Open Access Scientific Publishing<br />

Committee” appointed by <strong>the</strong> Ministry <strong>of</strong><br />

Educati<strong>on</strong> recommended to research funding<br />

agencies <strong>and</strong> organisati<strong>on</strong>s c<strong>on</strong>ducting<br />

research that <strong>the</strong>y set up open access archives<br />

<strong>and</strong> encourage researchers to deposit copies<br />

<strong>of</strong> <strong>the</strong>ir publicati<strong>on</strong>s in <strong>the</strong>se open archives 15 .<br />

Similar statements have been issued for<br />

example in Norway <strong>and</strong> Denmark 16 .<br />

The “open access” debate has progressively<br />

broadened to involve all public actors c<strong>on</strong>cerned<br />

with research results disseminati<strong>on</strong> <strong>and</strong> communicati<strong>on</strong>.<br />

There is growing c<strong>on</strong>cern that “publicly<br />

funded research data are a public good, produced<br />

in <strong>the</strong> public interest, <strong>and</strong> as such <strong>the</strong>y should<br />

remain in <strong>the</strong> public realm” 17 . This declarati<strong>on</strong><br />

applies to all research results, data <strong>and</strong> literature,<br />

as <strong>scientific</strong> <strong>and</strong> <strong>technical</strong> advances are made<br />

possible <strong>on</strong>ly by <strong>the</strong> sharing <strong>of</strong> research results 18 .<br />

The Berlin Declarati<strong>on</strong> extends <strong>the</strong> open access<br />

model to all original <strong>scientific</strong> results, including<br />

“raw data <strong>and</strong> metadata, source materials, digital<br />

representati<strong>on</strong>s <strong>of</strong> pictorial <strong>and</strong> graphical<br />

materials <strong>and</strong> scholarly multimedia material”.<br />
