By enabling researchers to find <strong>and</strong> access<br />

articles available in scattered resources, all<br />

<strong>the</strong>se search services help to maximise<br />

research access, usage <strong>and</strong> impact.<br />

In July 2005, <strong>the</strong> Instituti<strong>on</strong> Archives Registry,<br />

tracking <strong>the</strong> number <strong>and</strong> size <strong>of</strong> open-access<br />

eprint archives, counts 460 archives in <strong>the</strong><br />

world (<strong>of</strong> which 222 instituti<strong>on</strong>al or departmental,<br />

56 cross-instituti<strong>on</strong>, 54 e-<strong>the</strong>ses, 41 e-journals) 78 .<br />

The openDOAR Project 79 is currently building a<br />

Directory <strong>of</strong> Open Access Repositories that will<br />

categorise <strong>and</strong> list <strong>the</strong> wide variety <strong>of</strong> open<br />

access research archives that have grown up<br />

around <strong>the</strong> world. Nati<strong>on</strong>al approaches are<br />

witnessed in various countries: in <strong>the</strong><br />

Ne<strong>the</strong>rl<strong>and</strong>s, <strong>the</strong> government financed <strong>the</strong><br />

creati<strong>on</strong> <strong>of</strong> DARE, <strong>the</strong> Digital Academic<br />

Repositories network, providing a single access<br />

point to academic research output in <strong>the</strong><br />

Ne<strong>the</strong>rl<strong>and</strong>s 80 . In India, a similar project is<br />

planned. In Australia, all <strong>the</strong> major universities<br />

have developed <strong>the</strong>ir Instituti<strong>on</strong>al Repositories<br />

with support <strong>of</strong> <strong>the</strong> Department <strong>of</strong> Educati<strong>on</strong>,<br />

Science <strong>and</strong> Training. In France, <strong>the</strong> CCSD,<br />

Centre pour la Communicati<strong>on</strong> Scientifique at<br />

CNRS, hosts several open access archives.<br />

In <strong>the</strong> UK, <strong>the</strong> JISC funded <strong>the</strong> Focus <strong>on</strong> Access<br />

to Instituti<strong>on</strong>al Resources (FAIR) Programme 81<br />

under which many repositories have been<br />

developed, <strong>and</strong> has just started <strong>the</strong> Digital<br />

Repositories Programme 82 , funding 21 projects,<br />

intended to ensure <strong>the</strong> maximum degree <strong>of</strong><br />

coordinati<strong>on</strong> in <strong>the</strong> development <strong>of</strong> digital<br />

repositories, in terms <strong>of</strong> <strong>the</strong>ir <strong>technical</strong> <strong>and</strong><br />

social (including business) aspects. The i2010<br />

Communicati<strong>on</strong> from <strong>the</strong> European Commissi<strong>on</strong><br />

also calls for <strong>the</strong> creati<strong>on</strong> <strong>of</strong> digital libraries,<br />

focusing <strong>on</strong> cultural heritage; a Communicati<strong>on</strong><br />

foreseen in 2006 will address <strong>the</strong> accessibility<br />

<strong>of</strong> <strong>scientific</strong> informati<strong>on</strong> 83 .<br />

7.2.1. MAIN ADVANTAGES OF OPEN ACCESS ARCHIVES<br />

The main advantages <strong>of</strong> open access (hereafter<br />

OA) archives are:<br />

No barriers to access: OA archives provide<br />

immediate, free <strong>and</strong> maximal access to<br />

research results, whe<strong>the</strong>r published or not,<br />

for any<strong>on</strong>e with an internet c<strong>on</strong>necti<strong>on</strong>.<br />

Interoperability <strong>of</strong> OA archives improves <strong>the</strong><br />

visibility <strong>of</strong> <strong>the</strong>ir c<strong>on</strong>tents, search efficiency <strong>and</strong><br />

<strong>the</strong>refore access to research results, retrieval <strong>and</strong><br />

reading.<br />

In particular, subject-based archives c<strong>on</strong>tribute<br />

to <strong>the</strong> fast disseminati<strong>on</strong> <strong>of</strong> research,<br />

pre-prints <strong>and</strong> post-prints, <strong>and</strong> provide efficient<br />

centralised access to aggregated full-text<br />

articles in specific domains.<br />

Instituti<strong>on</strong>al repositories c<strong>on</strong>tribute to raise <strong>the</strong><br />

pr<strong>of</strong>ile <strong>of</strong> <strong>the</strong> instituti<strong>on</strong>s, making <strong>the</strong>ir<br />

research output visible <strong>and</strong> accessible, <strong>and</strong><br />

provide a potential research assessment tool 84 ,<br />

for m<strong>on</strong>itoring <strong>and</strong> evaluating research in<br />

instituti<strong>on</strong>s as well as at nati<strong>on</strong>al <strong>and</strong><br />

European levels. In this respect, <strong>the</strong> Dutch<br />

“Cream <strong>of</strong> Science”, a subset <strong>of</strong> <strong>the</strong> DARE<br />

network <strong>of</strong> repositories providing access to<br />

41.000 publicati<strong>on</strong>s <strong>of</strong> over 200 top scientists<br />

in <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s, is a showcase <strong>of</strong> Dutch<br />

science <strong>and</strong> research 85 .<br />

Enhanced visibility <strong>and</strong> accessibility may lead<br />

to higher citati<strong>on</strong>s: Although more substantial<br />

investigati<strong>on</strong>s are needed to c<strong>on</strong>firm this<br />

effect, recent studies show that open access<br />

increases impact 86 . An analysis at <strong>the</strong> article<br />

level reveals that <strong>the</strong>re is an important difference<br />

in terms <strong>of</strong> <strong>the</strong> frequency with which <strong>the</strong> article<br />

is cited when it is also available in an OA<br />

archives, i.e. when comparing <strong>the</strong> citati<strong>on</strong> <strong>of</strong><br />

<strong>the</strong>se articles also available in OA archives with<br />

o<strong>the</strong>r articles published in <strong>the</strong> same journals<br />

but which are not deposited in OA archives.<br />

7.2.2. QUESTIONS RAISED ABOUT OPEN ACCESS ARCHIVES<br />

Disciplinary differences<br />

There are differences between disciplines, both<br />

in terms <strong>of</strong> resources used <strong>and</strong> means <strong>of</strong> disseminati<strong>on</strong><br />

<strong>of</strong> results, which impact <strong>the</strong> development<br />

<strong>and</strong> use <strong>of</strong> archives. SPARC menti<strong>on</strong>s<br />

8 disciplines that have successfully set up<br />

e-print archives: high-energy physics <strong>and</strong><br />

ma<strong>the</strong>matics (arXiv), ec<strong>on</strong>omics (RePEc), cognitive<br />

science (CogPrints), astr<strong>on</strong>omy, astrophysics<br />

<strong>and</strong> geophysics (NTRS <strong>and</strong> ADS), <strong>and</strong> computer<br />

science (NCSTRL) 87 . In chemistry, <strong>the</strong> preprint<br />

server launched by Elsevier did not get <strong>the</strong><br />

expected success 88 .<br />
