• <strong>and</strong>/or a copy <strong>of</strong> <strong>the</strong> subscribed materials,<br />

generally <strong>on</strong> CD-ROM, that can be mounted<br />

locally, <strong>and</strong> must sometimes be paid for.<br />

This is strictly a preservati<strong>on</strong> provisi<strong>on</strong>, as<br />

<strong>the</strong> files are usually image files, not searchable<br />

as such, that would require from <strong>the</strong><br />

recipients to set up <strong>the</strong> infrastructure with<br />

effective search <strong>and</strong> retrieval capabilities.<br />

Moreover, <strong>the</strong> files may not c<strong>on</strong>tain all links<br />

<strong>and</strong> o<strong>the</strong>r features <strong>and</strong> functi<strong>on</strong>ality associated<br />

with <strong>the</strong> <strong>on</strong>line versi<strong>on</strong> available via <strong>the</strong><br />

publisher’s server. And eventually, as electr<strong>on</strong>ic<br />

c<strong>on</strong>tent c<strong>on</strong>tinues to grow, <strong>the</strong> quantity <strong>of</strong><br />

CD-ROMs will become prohibitive <strong>and</strong> make<br />

this provisi<strong>on</strong> unsustainable 137 .<br />

The situati<strong>on</strong> is more complex when access to<br />

journals is provided through aggregators, some<br />

<strong>of</strong> <strong>the</strong>m creating electr<strong>on</strong>ic archives for permanent<br />

access (e.g. OCLC Electr<strong>on</strong>ic Collecti<strong>on</strong>s Online 138 ),<br />

o<strong>the</strong>rs referring to each journal publisher’s<br />

policy (e.g. Ovid 139 , HighWirePress 140 ).<br />

Given <strong>the</strong> heterogeneity <strong>of</strong> <strong>the</strong> provisi<strong>on</strong>s,<br />

libraries cannot manage, nor guarantee,<br />

permanent access to formerly-subscribed<br />

electr<strong>on</strong>ic journals, as <strong>the</strong>y did for print journals.<br />

In an attempt to harm<strong>on</strong>ise <strong>the</strong> situati<strong>on</strong>, some<br />

associati<strong>on</strong>s or joint working parties regrouping<br />

representatives <strong>of</strong> publishers, universities<br />

<strong>and</strong>/or subscripti<strong>on</strong> agents, have established<br />

“model licences” for electr<strong>on</strong>ic journals 141 . Such<br />

model licences help to promote best practice<br />

regarding permanent access <strong>and</strong> preservati<strong>on</strong><br />

terms in c<strong>on</strong>tracts. They usually specify access<br />

<strong>and</strong> preservati<strong>on</strong> c<strong>on</strong>diti<strong>on</strong>s after terminati<strong>on</strong><br />

<strong>of</strong> <strong>the</strong> c<strong>on</strong>tract, recommending that <strong>the</strong> publisher<br />

provides c<strong>on</strong>tinued access to <strong>the</strong> licensee,<br />

ei<strong>the</strong>r without charge or for a fee. Publishers<br />

argue that providing access to a specific range<br />

<strong>of</strong> journal issues to some<strong>on</strong>e who is no l<strong>on</strong>ger<br />

an active subscriber requires extra sophisticati<strong>on</strong><br />

<strong>and</strong> maintenance <strong>of</strong> <strong>the</strong> publisher's access<br />

c<strong>on</strong>trol system, which justifies charging an<br />

annual fee.<br />

A practical downstream soluti<strong>on</strong> for <strong>on</strong>going<br />

access has been set up with <strong>the</strong> LOCKSS<br />

program (Lots <strong>of</strong> Copies Keep Stuff Safe) which<br />

aims to provide a persistent access preservati<strong>on</strong><br />

system. Launched in April 2004, it enables<br />

libraries to store <strong>the</strong>ir e-journal c<strong>on</strong>tent, using<br />

a caching system that keeps it available even<br />

after <strong>the</strong> subscripti<strong>on</strong> has been cancelled.<br />

Today some 80 libraries are using this open<br />

source program, <strong>and</strong> more than 60 publishers,<br />

including very large <strong>on</strong>es, have agreed to<br />

c<strong>on</strong>tribute to <strong>the</strong> LOCKSS program (although<br />

<strong>on</strong>ly 77 titles have been released to <strong>the</strong> system<br />

so far, c<strong>on</strong>tent is expected to grow at a steady<br />

pace 142 ).<br />

Potential role <strong>of</strong> e-print archives for providing<br />

permanent access to journal articles<br />

E-print archives aim to provide open access to<br />

research articles, but <strong>the</strong>y represent a fragmented<br />

<strong>and</strong> incomplete reproducti<strong>on</strong> <strong>of</strong> journal issues:<br />

deposit is made <strong>on</strong> a voluntary basis, <strong>the</strong>re is<br />

no systematic archiving, thus no guarantee <strong>of</strong><br />

exhaustiveness.<br />

Although <strong>the</strong>y definitely improve access to<br />

research output, <strong>the</strong>y do not currently provide<br />

a strategic global <strong>and</strong> comprehensive soluti<strong>on</strong><br />

for permanent access to all journals c<strong>on</strong>tent<br />

archives. Note that PubMed Central is an<br />

excepti<strong>on</strong> in this regard, as it aims to be a digital<br />

archive <strong>of</strong> life science journal literature <strong>and</strong><br />

<strong>of</strong>fers publishers to deposit all <strong>the</strong>ir journal<br />

c<strong>on</strong>tent, allowing for a delay in <strong>the</strong> full text<br />

release after publicati<strong>on</strong>.<br />

Thus, as self-archiving policies exp<strong>and</strong> <strong>and</strong><br />

<strong>the</strong>ir c<strong>on</strong>tent grows, networked e-print archives<br />

might in <strong>the</strong> l<strong>on</strong>ger term <strong>of</strong>fer an efficient<br />

alternative access to journal archives, as<br />

today’s archived articles become tomorrow’s<br />

stock. However it will require technology<br />

developments to allow for efficient search,<br />

retrieval, linking, citati<strong>on</strong> analysis etc, across<br />

scattered archives.<br />
